Attempted Revolt in Balustrana - Civil War Feared

Balustrana emerges from its long period of diplomatic and political isolation to notify the world of pressing developments in our great nation.

At 4PM yesterday afternoon, about 100 armed men and women fought their way past the guards and stormed into the Presidential Palace of the Confederacy of Balustrana. Fortunately, the president was not in the building at the time, having recieved forewarning from the Secret Police that such an action was likely.

However, while the armed men and women inside the palace have been "cleaned out" appropriately, massive riots have broken out in several major cities, and guerilla groups have relentlessly attacked military bases. The township of Tamarn, in the north of Balustrana, with a population of approximately 135,000 people, was today firebombed and devastated by Balustrani airforce B-1B bombers, and has been made a valid example of what will happen to any further dissident areas. However, the situation is dire and we fear for our economic stability.

The riotous faction are supporting numerous pro-"democracy", socialist and communist groups with a long history of blatant opposition to the regime. Foreign aid to these terrorist groups has long been suspected, but we are unsure of the donor nation, or nations.

The blackshirt militia has been called up and authorised to deal with anyone suspected of subversive behavior in whatever way they deem necessary. The largest Balustrani corporations are patriotically granting the government funds and their own police forces are supporting the government wholeheartedly.

We advise the international community that our thermonuclear weapons silos are under complete government control, and will remain indefinitely so.

However, we may need foreign support to help us fight this menace. All nations that support unrestricted free enterprise and do not believe in weak parliamentary systems, please assist us. The Confederacy of Balustrana depends on it, and we shall doubtlessly return the favour in the future.

Composition of Rebel Forces, Including Factions

Communards
Anarchist group, operating primarily in the agricultural northern province of Tiliana. 100,000 armed members. Supporter base unknown. Poorly equipped. Leader: Marian Calaneuscu
Peoples Liberation Front
Marxist Group. Currently about 500,000 armed members and many more supporters spread across the country. Moderately well equipped. Has carried out attacks on several important military installations, and possesses a small airforce made up of captured government F-5 aircraft, but they have not recieved any maintenance since they were captured, 20 odd years ago. Nevertheless, they may pose a threat to cargo helicopters and transport aircraft. Supporter base is concentrated in the northern agricultural area and the eastern industrial belt. May be recieving foreign support. Leader: "Comrade General" Alman Rodmenski
Liberal Democracy Party
When party was banned 30 years ago, and the leadership purged and executed, the remainder of the movement turned underground. About 50,000 armed members which operate separately to the underground party apparatus, and as a consequence lack tactical cohesion and military structure. Many former supporters live in Balustrana City and the second largest city, Constanci and may be incited to join if the war escalates and the government appears shaky. Several minor leaders of the original party that were not executed remain in prison. Current leader: Unknown.
Green Movement
Large support in the south, which, until recent industrialisation and construction of the city of Meneth, was remote, dense rainforest. Started as a pressure group, and petitioned the ruling Cinquate of Corporations (A bit of background- The Cinquate are the 5 largest corporations, which recieve a government seat each, and the 5 states of Balustrana and these corporations appoint a president for life.), and likewise the government to maintain the "Pristine" status of the Southern State. At first, the petitioners were ignored, but as their voice grew louder, they were silenced with the execution of 150 suspected members. They do not appear to have a standing militia or armed force, but are responsible for an attack upon the Meneth Oil Refinery, which was severely damaged and 213 people were killed. Foreign support at this stage is unlikely, but has not been ruled out. Leader: Unknown
Columtici Independence Movement
Mix of Socialist and Pro-Democratic elements, But socialism appears to be the dominating ideology. 200,000 armed members. Columtici is a Tropical Colony of Balustrana, and has about 10 million residents, and in recent years, martial law has been imposed. The government is keen to maintain control of the group of islands, as it is a source of materials not present in the homeland. Poorly equipped. Leader: Krist Hollantow

The MFIA (Momanguise Foreign intelligence agency) has decided that it is sending the following aid to the rebel groups.

Financial aid: 25 billion USD are being sent to the various factions.

Arnaments: Appropriate numbers of Rifles and Sub-Machine guns, in order to keep the insurgents well armed. She is also sending RPG’s, Heavy Machine Guns, Flamethrowers, Sniper Rifles, Mortars and other specialist weapons.

Advisors: 1,000 military advisors are being posted to the various factions, in order to keep training and morale high. In the case of any advisors being killed/captured, the MFIA will disavow any knowledge of their existence.

Week 2 of Insurrection: Events

Blackshirt militia sent into the Agricultural University of Tiliana, a hotbed of subversionary activity, in order to keep the peace and protect it from terrorist attacks. Upon their arrival, armed insurgents opened fire. 87 Blackshirts are dead, and sections of Tiliana City are now occupied by insurgents. In response, Government Soldiers have blockaded the city and begun artillery bombardment.

Large bomb explodes in Constanci naval base. The Battlecruiser BNS Elizebetha is moderately damaged in the blast, and a smaller frigate is practically destroyed. at least 300 military personnel at the base are injured and dead.

Columtici Independence Movement announces independence of the Island Chain. The event coincides with the bomb blast, which has damaged the ability of the navy to take action.

*Secret IC info*:
A torpedo containing a nuclear warhead has gone missing from the naval base at Constanci, some time before the blast. Military officials have kept this a secret from even the president. It is unknown who has recieved the warhead, but obviously the bomb culprits are the primary suspect.

Meanwhile, On Columtici
Krist Hollantow sat back in the cane chair in his bunker on Isla Noctis, the second largest island in the chain, reading the message from Monte Ozarka while smoking a cigar. Finally, he thought. After all these years, we actually get aid from a source that we can understand. The Independence Movement had been recieving funds and military equipment from a source referring to himself as "Firefox". He was suspected to be affiliated with the Balustrani government...but noone was quite sure. He walked over to the code machine and sent a message back to Monte Ozarka.

The loyalist remnants of the Balustrani Colonial Navy are laying mines in the surrounding ocean as we speak, and the Colonial Army remains in control of SAM sites. We can make a diversionary guerilla attack on them to give you time to make a paradrop, but will not be able to hold control over them for long.

Week 3 of Insurrection: Events

Balustrani Colonial navy, in an attempt to prevent food and other supplies reaching rebel controlled islands in the Columtici chain, begin laying mines in surrounding ocean lanes. Ships of the Home Navy are sent to provide additional support to the loyalists.

Car Bomb explodes in front of popular restaurant in Balustrana City frequented by government officials and businesspersons. 13 Dead, 20 injured. Among the dead is Vice President of Janus Corporation, Phillip Cannae. Janus Corp. Is Balustranas second largest. M1A2 tanks are sent out into the streets to disperse passers by.

Town of Amaugha (Population of about 13,000 people), in the south, a haven for Green Supporters suspected of being involved in attack upon the Meneth oil refinery, bombed by BAF B-52s. The fuel air incendiary bombs completely obliterated the town and have started a wildfire in the hilly rainforest, which now threatens to consume other towns suspected of harbouring terrorists, but also economically valuable logging camps and silver mines.

In the north, the PLF assaults an important military army and airforce base, supported by at least 40 captured M-60 tanks. Several F-18 jets are destroyed on the ground, but the attack is repulsed with government casualties around 1300 men. Rebel casualties probably around the same figure.

Pro democracy protests in 3 cities broken up, and several organisers jailed, awaiting sentence.

Bomb explodes at major railway terminal. Iron ore supplies to Meneth disrupted. 34 workers killed.

Government imposes 7AM-8PM curfew nationwide. Citizens in breach of this will be held in yet to be designated holding areas.

'Very good sir. The supplys will consist of 500 fighters and 1,500 tanks. We will also send engineers to provide production capabiltys in occupied territory.'

The premier leaned back with a worried expression on his brow. THis could become bigger than he had initialy hoped......

Recent reports indicate that Dyelli Beybian Checka agents have been meeting with members of the "Peoples Liberation Front", suspicions are rife that they may be planning to send weapons, medical supplies and maintainance crews to aid with the rebellion, as well as bringing the well-oiled Cheka propaganda machine into play.

At least one thing is clear, and that is how the agents got into the country in the first place. A Dyelli Beybian T-Boat was spotted 'snorkelling' (recharging it's batteries) just within the bounds of international waters. Intercepted messages from a radio ashore indicate the submarine is T-09 and is being used to relay information between Rebel forces and Dyelli Beybi.

Secret IC: The leader of the Kanabian Intelligence Service smiled. Project Firefox was their idea, and they had covertly suggested it to members of the government of Mormanguise, and they had been the ones to put it into operation. Not even Mormanguise suspected the involvement of Kanabia. Soon, Balustrana would be free...and Kanabian involvement would become clear.

He picked up the secure phone. "Jackhammer. Begin phase two."

Dyelli Beybi is prepared to negotiate the purchase of T-62 and T-72 tanks at a very reasonable price (payable after the PLF's victory). It is requested however that the PLF send an Ambassador to Cyro. The Cheka has also requested a meeting with Comrade General Alman Rodmenski in order to sort out exact details.
Before delivery of any vehicles it is required that the PLF take control of at least one port facility. We are prepared to offer limited military aid in this endeavour, however Dyelli Beybi is not prepared to be drawn into a war with the Government of Balustrana at this stage.


OOC: Cyro is the Capitol of Dyelli Beybi, which is a Province of the Federation of Klatch (a multi-player country that operates a lot like the Holy Roman Empire). The Cheka act as the inteligence force and secret police, their HQ is Djel House.
