Government

The People's Republic of Kay Son is a socialist democracy broken up into two components as dictated by the Kanabian Treaty. The Executive Branch consists of the Prime Minister [elected every 4 years by the people] and the Cabinet of Ministers [consiting of 8 ministers, Defense held by the military] As for the Legislative Branch, there are two branches: the House of Commons and the House of Lords. Those whom serve in the House of Commons are elected every 2 years and are called Representatives. Those whom serve in the House of Lords are called Senators and are elected every 4 years. The Military retains the right to declare military law only if a party within the two branches gains sweeping power. The Judicial Branch is independent of the Legislative and the Executive with the lowest tier known as the Civil Court and the highest known as the High Court. The Military retains the right in the Judicial Branch to meet out any punishment they seek to convicted criminals

Education:

Broken along the lines of: Preschool, Elementary [K-5], Middle School [6-8], Gymnasium [8-12], College [BA], University [MA], Doctoriate School [Ph.D.].

There are also Military Academies established for the training of military personnel and their children. These Academies fall under the Department of Defense and only adhere to the Education Department on the basic rules.

Industries

Mostly dependent on Automobile Manufacturing, Book Publishing, and Informatin Technology. These industries are located throughout the north and midlands.

Medical Services/Interior

Medical Services within the PRKS is mainly controlled both by the military and civilian sector. The military has both the facilities and ships to carry the sick place to place. The civilians have the expertise. However, due to the changeover to democratic rule, there has been some issues on whether or not the military should be involved at all. A civilian emergency service has been established; although it is quite small compared to the military emergency service which has been in operation ever since the army was formed. This subject matter is still in debate within Parliment.

Immigration Service/Interior

Immigration to the PRKS is welcome, with the process of gaining Kay Son citizenship limited only to 20 days. Identification and justification for claiming aslyum status is needed to present to the Department of Naturalization Services. If rejected, an appeal process of 10 days can be made, only if sufficient data can be shown of dire need to escape from one's native country. All new citizens of the PRKS are given 60 marks and free housing within the Northern Cities upon affirmation of citizenship.

Energy

Much of the energy is district run with much of the electricity made in the north by windmills and solar panels. Several lines have been made between the North and the South on keeping the elecricity going. Within the Zhang Tao Penninsula, much of the energy is made through dams or coal, although this is quickly changing due to the proliferation of windmills throughout the nation.

Transporation

Much of the transporation is done by bus or train. Those that are in the North are mostly ferried by helicopter or ship. These 'copters and ships are controlled by the military, who charge a small fee for their services. Those 'native' airlines located in the nation are either privately owned or controled by the military, whom have a large sharehold in the airline.

Justice

The services offered within this department are mostly staffed by SecForce with the exception of the Kay Son Marshal Service, whom monitor crimes within the district level and the Drug/Alcohol/Firearm Service, who monitor all crimes relating to those three catagories.

Major Political Parties

Praetorian Party [Military]- stronghold is mostly in the north, centralized in the industrial cities. mostly advocates economic stability, social stability, as well as fairness to individual rights

Libertarians- strong hold is in Frenchfor Quarter. is for complete individual rights without government interference as well as a 'free' economy. is heavily supported by shipping firms and unions

Conservative- strong hold is in Canton. is for a strong international front as well as preservation of traditional society [T'sing T'sau respectively]. is highly for government intereference for small businesses as well as for a strong military.

Zhang Tao Socialist Party-strong hold is in Zhang Tao. Mostly advocates the socialist platform with a smaller reduced military under the reign of a civilian. Also is for the district guard to be state ruled and not military. Would like to have the economy more to social programs than the military.

Independent/Green Party - stronghold is in Bei Ting and Markun. Mostly advocates a 'green' nature, with enivornment issues more on the government's agenda, as well as allowing for agricultural advancements both in economy and technology.

-> Currently the Praetorians hold dominance in the House of Commons and the House of Lords, due to an alliance it made with the Libertarians and the Conservatives. There has been some rumor of the Greens allying with the Zhang Tao's although this has been hotly denied by the Green Party spokesman.

Districts : Chiang Lo District, Markun -Markay District, Frenchfor Quarter District , T'sing T'sao District, Marxy Town District

"Special" Districts: Kay Son Territorial District, Zhang Tao Reservational District

----> Much of the district goverments mimic the federal gov't with the exception of Frenchfor Quarter District, KS Territorial District['], and the Zhang Tao Reservational District*. The FQD runs more on a town hall system that breaks it's economic/social policies into a different branch. The KSTD['] is run as if it were a territory and has only know been handed over to the civilian government. The ZTRD is run as if it were a socialist state, complete with communes and elaborate goverment oversight committees. Due to the Kanabian Treaty, a representative from the ZTRD* is sent to the government every year or so with the taxes but otherwise from that, a limit has been imposed on federal interaction with that district's government.

Regions:

Kay Son is a small island continent in the Trinity Sea. The island itself can be divided into three parts: the Northern Forest, the Midland Deserts, and the Southern Plains. Politically, culturally, linguistically, and socially the island is divided into two regions: the north and the south. The South has roots with the Cay Suhn Sect. The North has roots with the T'sing T'sau. However, due to the Revolution and rise of the T'sing T'sau, most of the people in the south speak T'sing T'sau rather than Cay Suh. The only area in which Cay Suhn is respected as the major culture and language is in the Zhang Tao Penninsula, which acted as a sovereign nation due to it being isolated in the Revolution. It should be mentioned that much of the industry is located in the north while the south is dependent on shipping.

Resources

Mostly lumber in the north, fishing on all the coasts, farming in the midlands, shipping, some oil wells in the Midland Desert as well as veins of iron/steel/aluminium but kept under tight environmental controls.

Off-coast there are several fisheries under the protection of the Navy, and are only allowed in select seasons of the year.

Climate

Much of the climate in the north is cold and nippy during the winter/fall, humid in the summer, wet in the spring. It is either cold in the winter or wet in the summer for the south. For the belt, it is mostly arid all year long with the exception of winter storms.

Ethnicities

All of the inhabitants of Kay Son look Chinese, usually ranging in height or width within the various regions. Cay Suhn are more pale, short, and are clannish. They are also more open with their opinions and are short tempered.

The T'sing T'sau are more 'loose', darker, and taller. T'sing T'sau are more reserved with much emphasis placed on the military. They are strictly agnostic with a slight dependence on nature gods for luck or fortune.

Those of the Midland Desert are brown, matriarchial, and nomadic.

Those of Frenchfor Quarter and other industrial cities are more mixed in nature.

Some Major PRKS Cities:

T'sing T'sao is the official admnistrative/legislative capital of the PRKS. Much of the city is constructed on a grid in order to provide adquate transportation from one point to another. T'sing T'sao is encircled by three rings of walls dating back to the Middle Ages as well as having several key military installations located within those walls.


Kay Son is the symbolic (former) capital of the PRKS. Due to it's ties with the Zhang Tao Seperatists, much of this city is under military occupation. Not much of the city's former architectual glory still stands due to the bitter fighting it experienced during the Revolution. What new buildings are in this city are currently modeled after T'sing T'sao, thereby providing a sharp contrast between the curved roofs and the circular walls of military offices.

Canton is a small city established by the Canton Fisher Folk seeking a more libertarian aspect of the Cay Suhn Faith. Often referred to as "Little Markun", much of it's capital derives from the heavy industrial factories located around the main square. Canton does possess a lot of churches which resemble more as adobes rather than the traditional Cay Suhn Church. Traditionally Canton churches are bare of all decoration with the exception of their stained glass windows located at the bakc end of the building.

Norwestfort was a former fort established to counter the Kay Son threat in the Dark Ages. Much of the walls that encircle the city testify to this, mostly made out of earth, stone, and wood. Both inside and outside the walls are stone houses crowded together with the trademark peaked roofs. These roofs were used to provide maximum cover of the city's streets if attacked, as well as storage facilities for merchants.

Bei Ting is another industrial capital but with a higher amount of parks than Markun. In fact it is the destination for most people from the Central region to visit in the summer. Off the Bei Ting Shore is the Ling Bao Oceanic Preserve. About half of Bei Ting's revenue comes from tourism, although there are some places that still rely on industry and farming.

Aeslph is an unusual town for much of the architecture is made out of granite, basalt, obsidian, diamond, and sand. No one can accurately place who built Aeslph; just simply that it was abandoned 300 years before the first Cay Suhn arrived. The old part of Aeslph has been retained as a Natural Park with much of the latest growth seen in the sections surrounding it.

Osiligon is another town attributed to the mysterious Builders of Aeslph. The major difference that Osiligon has with Aeslph is that the buildings are more circular shaped and made out of limestone/shale. In the recent years Osiligon has become a railroad town due to the discovery of ore in the area.

Cay Son is regarded as the 'Second City' due to it's connection with the landing of the Cay Suhn Sect. Half destroyed during civil quibbles within the Sect itself, much of the city has been reconstructed into a fortress town.

Markun is the industrial capital of the PRKS. Markun is mostly an industrial town with parks located throughout in order to ward off any pollutants getting into the environment. Much of Markun is enivornmental friendly with much of the transporation done by gas-powered buses or bicycles. Outside of the main hub, however, are the trademark factories that are located up north.

Frenchfor Quarter is the commercial capital of the PRKS. Frenchfor Quarter was mainly settled by waves of seafaring merchants and fisherman, thus creating the trademark hodgepodge of various styles of buildings throughout the city. Frenchfor Quarter is a port city with most of the roads flowing from the port to outside of the town. Frenchfor Quarter is also known to be the only city that has not been fought over in 500 years. What defense that it has stems mostly from the tall bell towers that help give the average citizen an eagle's eye on the terrain before the city as well as the city itself (which is quite vast).

Markay- Referred to as 'Wire Town', it is the headquarters of the 'Silicone Revolution' that is arising in the PRKS. Much of the information technological firms have taken residence within the former industrial sectors that were vacated during the Revolution. Markay is also the headquarters of the National Electric Company, which provides energy for much of the Southern and Western Districts.

Yosileph- Referred to as 'Mutatto', this town mostly depends on Information Technology as well as Book Publishing companies. Yosileph is more of an artist's town with most of it's inhabitants either artisans or writers. One of the trademarks of Yosileph is it's underground pubs that are regarded as a place to drink and get ideas for your next book.

Fort Smith- Founded during the Militant Cay Suhn Rebellion, it was promptly taken away by victorious T'sing T'sau troops as well as Cay Suhn Inquisitors. Much of the buildings reflect this conflicting nature with the city itself resembling an armored camp. Fort Smith was later taken over by the Lung T'ao Bears as their headquarters and thus has it remained.

(A Brief History)

The People's Republic of Kay Son was established by two waves of immigrants seeking a new life: the first was a Buddhist sect called the Cay Suhn, the second an Imperial Armada from the T'sing T'sao Empire. Each wave of immigrants were seperated by 200 hundred years. When the Armada came, the two factions made an agreement not to war against each other. This is known as the Treaty of Maylun. Several centuries flew by with the two factions slowly merging into each other. Then, 200 years post-Treaty, an amendment was proposed on fully uniting the country under a republican government. The amendment was agreed, with the Republic of Kay Son founded in 1600. Ever since then, the Republic of Kay Son has exprienced a troubled history due to the increasing conflict between the descendents of the Cay Suhn (who became the Democratic Socialists) and the T'sing T'sao (who made up the majority of the military, police, and economy).

In 1740-50, the Cay Suhn broke away, founding the short lived Socialist State. From 1750 to 1840, much of the government was ruled by the T'sing T'sao. In 1840 the House of Lords was opened to the commons, thus ensuring a 60 year peace between the two factions. From 1860-1930, the Republic of Kay Son experienced it's Industrial Revolution. From 1930 to 1940, the Republic of Kay Son exprienced another civil war, this time attributed to rebellious units within the military that sought a facist state. From 1940 to 1960, the Cay Suhn faction attempted to turn the Republic into a Socialist State, and were promptly put down. From 1960 to 1970, an armed faction of the Cay Suhn faction attempted rebellion. In 1971 the Treaty of Markun was signed, ending 30 years of civil strife. From 1971 to 1991, the Republic of Kay Son exprienced it's first "Golden Age".

From 1991 to 2000, the Republic of Kay Son fell into disrepair, due to the Labor Party gaining control of Parliment. In recent years, this was subsituted by the Cay Suhn Socialist Party, then the Democratic Socialist Party. It was this domination of socialist activity that drove much of Kay Son's economy down the toilet, thereby causing the military to overthrow the government in Jan 2001. In 2004, the Kanabian Treaty was signed in order to bring the civilians back into the government.

There are four branches of the Military:

The People's Liberation Army, The Republican Air Force, Marine Core, and The Navy. The headquarters of the PLA is in T'sing T'sau which has had a long history of supporting the armed forces of Kay Son. The headquarters of the RAF is in Bei Ting, Nowestfort, and Canton. The headquarters of the Navy and Marine Core is in Cay Sun, Mao, and Frenchfor Quarter.

Note: Due to Kay Son's long laborious history of internal warfare, much of the military units listed here were actual individual militias/companies enlisted to the defense of various city states. In some cases, some of the companies were actual mercenary in nature and had no specific 'home' city. This history has been retained throughout the military in order to preserve both the memory and the history of those ancient times.

People's Liberation Army

The PLA is dividied into three branches: 1st Infantry Core, 1st Artillery Core, and the 1st Cavalry Core. These three Cores are adminstered by AdminCorp, who oversee all aspects of the PLA. Each Core is divided into 5 divisions, which are supported by 5 regiments, who are then supported by 5 companies.

Republican Air Force

The RAF is currently organized as follows: Cores, Groups, Wings, Squadrons. There are currently 3 Cores: Support, Combat, and Transporation. Each Corps have 3 groups which mimic the first tier. Each Corps has 3 Wings which also is split into three. Each Wings has 4 Squadrons with the Combat Catagory split into Fighting & Bombing. About half of the RAF are on reserves or serve as District Guard. There are about 14 'combat' designated squadrons that have been activated. 10 active squadrons have been marked as support. The other 10 active squadrons have been on reserved for transportation or training.

Kay Son Marine Core

The Marine Core consists of 2 Corps: Combat & Support. From the Corp level, everything follows the PLA levels. There are only about 8 combat divisions with the other 8 support. Much of the equipment they use is either on loan from the RAF or the PLA.

Kay Son Republican Navy

The Navy is currently made of two fleets: the Cay Son Fleet and the Northern Fleet. The Kay Son Navy is currently under re-development due to it's lack of hardware and ships.

The elite troops of the PRKS is as follows:

3st Infantry Division, specializing in counter-terrorist activity, famed mostly for the thwartment of Zhang Tao Terrorist activity in the Frenchfor Quarter Provence.

3rd Marine Infantry Division, specializing in advanced marine landings. Was one of the original units to rebel against the former government and helped to nuetralize the 4th Kay Son Marine Regiment in the Cay Suhn Region.

SecForce- elements of the former Special Forces and Republican Intelligence Service- a unit that has the executive power to observe and contain any person/s who is designated a security threat to the PRKS whether domestic or international. Due to security reasons, the main base of SecForce cannot be disclosed to the public.

1st Artillery Division- first tank division in the PRKS, previously talented with artillery pieces, helped to prevent the Bei Ting Offensive during the Revolution with only 10 operating artillery pieces, and has been instrumental in reforming the Artillery Core in a more tank based.
