It is a little hard to fight a war with your size unless you go up against other small nations. But then again wars with huge nations eventually get too unrealistic.
Just check that link thats going around, it'll give you a good idea of your military might. And work on your economy.

Other than that...read the stickies. The first few topics at the top of the page that say 'sticky' next to them ;)
1) Arm all your people that can hold weapons, with sticks if you can't get anything else.
2) Select an enemy. Anyone will do.
3) Charge!
Simple, yes? Though it may not be the most effective strategy....

Thank you for actually asking about it instead of posting a 'nuke the world' thread. As has been said, read the stickies, check out the site I have identified below (there's another one but it's never worked for me, so I use this one) to figure out your budget, and go from there. And you will be condemned for godmodding if you use WMDs or other major weapons when your population is rather small.
And remember: try to be diplomatic, avoid war, you can usually get what you want without risking senseless violence and gruesome defeat.
