I'm not sure, but this may have to do with the invasion of Old Hogsweat by me that never seemed to happen.... but probably not. Maybe he plans to invade someone himself.

What is the reason for this mobilization?

We find these mobalizations worrying. As a precautionary measure we have ordred all Klatchian Armed Forces to raise their status to defensive mode. And ordered all Klatchian Joint Defense Forces on high alert. We also warn the Trixian Empire that such actions by its member state is provocative, any move against the intrests of the Federation within the world will be seen as an agressive act and delt with accordingly.
