Considering: Recent information showing Tonsta's intentions of building a military based on Soviet technology.

Considering: Vacant Planets see's donations as a plausible way to incentive corruption, wich would mean the money could be used to buy off weapons instead of an effective investment for education.

Considering: Tonsta can not guarantee that the money donated in his favor will be used for what he alleges.

Resolve: In denying Tonsta petition for a 100 billion dollars donation. Until more effective guarantees are conceeded.

Resolve: To propose Tonsta a loan for a similar quantity, to show that we have nothing against your nation, said loan would be negotiated in another resolution if the proposal is accepted.
