THE REPUBLIC OF AUSTAR UNION: Anatoba
The President of the Austar Union was proud. Alongside Credonia, he had finnally established the new alliance. Of course, while it being new, there still would be some debate on its policies etc, but the President was eager to establish it.
After much debate, and sleepless nights, the President was tired. Finally a constitution had been drafted, and now it was being presented to the nations who attended the conference for signing.
The new alliance wasnt too much different from others, yet it was in its own way.
The President came outside the conferencehall to greet the media;
"Dear members of the world, members of the media... I present you....Concordia...."
Section Intro - The Establishment of Concordia
ARTICLE I
Under this constitution, the name of this alliance is to be named Concordia.
Section I - Providing for the Common Defense
ARTICLE I
Nations of this alliance hereby pledge to help other nations that ratify this document in their time of need. Nations are obligated to provide financial and/or military assistance to nations that sign and ratify this document.
ARTICLE II
Military assistance can come in the form of giving the nation in need military units, sending troops for offensive or defensive reasons, or engaging in a full nuclear retaliatory attack (as a last resort only).
ARTICLE III
Under this section, it shall be enacted only when a memberstate is not the aggressor in the situation. If it is said that the memberstate is in actual fact the aggressor, nations are free to choose a course of action as they wish, however the memberstate will not come under the protection of the alliance itself.
ARTICLE IV
If a memberstate in this alliance is deemed to be at a state of war with a non-memberstate ally, it shall be recommended that a nation must remain neutral in the situation, not lending aid to either side of the conflict in question
Section II - The Establishment of a Quick Reaction Force
ARTICLE I
Under this act, there shall be the establishment of a Quick Reaction Force. The Quick Reaction Force shall be comprised, and established by the voluntary contribution from member-states of this alliance.
ARTICLE II
Command of this force, shall be placed under the Secrartary-General The Secratary-General shall have full power to: Command the Quick Reaction Force, Evaluate a situation and command the QRF likewise.
If it is deemed by the Senate that these powers have been used under the following catagories: The QRF used in aggression, The QRF used to suit the Secratary-General's own wants; the Senate has full power to exersise the withdrawal of such forces, and if nessasary, impeach the Secratary-General.
ARTICLE III
All donations to the QRF are to be considered voluntary. All money donations are to be placed under the command of the Senate, unless such command is delegated. All military / item donations are to be placed under the command of the Secratary-General.
All donations are to be used for the betterment of the QRF only.
Section III - Allied Stance on Terrorism
ARTICLE I
The official stance of the alliance is that it does not condone terrorism in any form, unless it to be considered especially different by the Senate, and the SecGeneral.
ARTICLE II
Memberstates are free to actively fight global or domestic terrorism, and also have the free right to advertise their campaign to alliance members. However, such a campaign is not to be done under the banner of this alliance, and the campaign must not come in breach of the constitution.
Evidence must be presented to the NS world and the General Assembly, or be available before activly pursuing a target.
ARTICLE III
All nations are prohibited from supporting terrorism both domestic, and global, and breach of this rule is to be considered by a case-by-case basis. Support may come in the form of: Financial Support, Military Support, Knowingly housing terrorists, hiding information about terrorists etc.
ARTICLE IV
Any terrorist attack on an allied memberstate must be considered to be an attack by a legitiment government, and shall be treated as such.
Section IV - Delegation of Executive Power
ARTICLE I
The head of this alliance shall be a Secretary-General. A high amount of executive power shall be invested in him.
ARTICLE II
Exectutive power which shall be given to the Secretary-General, shall be the following:
- The Command of the Quick Reaction Force
- The Authority to Conduct / Coordinate Intelligence
- The Authority to co-ordinate the General Assembly in its operations
- The Authority to deny legislation from being passed.
- The Authority to sign documents on behalf of the alliance
- The Authority to act as a spokesperson on behalf of the alliance
ARTICLE II
The Secretary-General reserves the right to be able to delegate such powers into seperate institutions. Such institutions may also be abolished by the Secretary-General as he see fit.
ARTICLE III
The Secretary-General shall be prone to scrutiny from the General Assembly, and is also prone to impeachment.
ARTICLE IV
The Secretary-General is subject to a vote on the 25th of every month, whereapon a vote of 51% must be attained to gain the position in office. This shall be also the time where candidates may also run for office
Section V - Designation of Legislative Power
ARTICLE I
The power to pass, deny and debate legislature is given to the General Assembly.
ARTICLE II
To be able to pass a piece of legislature, a vote majority of 51% must be attained, unless it is an amendment of the constitution, whereapon a majority of 2/3 must be attained. Legislature, to become law, must have the sign of approval from the Secretary-General. Should the Secretary-General refuse to sign, the General Assembly reserves the right to re-submit to a committee of nations, which shall be established at the time of need. Should the committee choose to sign the document, it shall be passed as if it were signed by the Secretary-General. Should the committee deny it, the legislature should not be re-submitted.
ARTICLE III
The power to impeach the Secretary-General, shall be given to the General Assemby. Causes for impeach can be:
- Abuse of power/privilages
- Breach of the constitution, or legislature
- Other Subjects, as defined by the initial suggestor of the impeachment move
ARTICLE IV
Impeachment shall require a 2/3 majority from the General Assembly. Should impeachment be passed, an instant SecGeneral vote shall be held, whereapon the winner will serve the rest of the term, PLUS the next term in question.
Section VI - Amendments to this Constitution
ARTICLE I
Under this constitution, it shall require the full vote of a 2/3 majority from the General Assembly to amend any article / add any article / remove any article of this constitution
"I hearby put this constitution and alliance into effect, and offer it to the following states for signing."
