1) Figure out what you can afford
The best way is to go find a Groos Domestic Product calculator somewhere. Google something like 'GDP Calculator Nationstates'. Fill in details and get the right information
2) Find a thread selling weapons
3) Decide what you want, within your budget
4) Roleplay a purchase with the owner of that store
5) Recieve equipment and *shrugs* go to war or something :?
