Davin Shiryu, recently elected Prime Minister of Kiyama-Kyoto, formally requests trade agreements with those who are willing to help a nation just starting to establish justice and peace within itself.

"We have just begun to recover from the reign of the previous regime. During the course of this tyranical rule our nation came to have very little agricultural output, relying on trade with close allies of the previous government. However, these former allies will not establish trade with the current government because they rely on similar tactics to those of the previous regime in controlling the populace. They are not willing to befriend a country in which the people are treated with equity. In return for agricultural products we will be willing to trade the industrial products of our nation and we will offer our gratitude and friendship to the nation which will agree to these terms in our time of need.

"I would also like to take this opportunity to announce the beginning of an ambitious project. Our former region is not a fit home for any nation but the sort that we once were. Our nation does not wish to continue this status and so we have left the region. Having nowhere else to go we have decided to utilize a prospering space program to build a fleet where our nation may live. We wish to invite any who would be willing to engage in such an undertaking and to move to Titan Fleet Omega. The fleet will not be completed for several years but projections indicate it will be relatively quick for such an undertaking, about fifteen years, at least if we can have the agricultural trade we need now. Please consider our request and believe that our friendship may be of great value to you in the future."

While we are perfectly happy remaining where we are and where we have always been, the Dominion of Kotterdam has consistantly produced 150% of the food neccesary to feed its populace every year. We would be more than willing to enter into a trade agreement with your nation, and are quite able to assist you in addressing this shortfall in production.

The Commonwealth of Ise currently has an agricultural surplus as well as Uranium supplies that may be helpful to spacefaring activity. We would therefore be happy to enter into an agreement to feed help feed your people and supply uranium in exchange for the industrial products you have suggested.

We have a surplus in production of arms. We also have significant expertise involving space flight and related technologies. We would be especially glad to trade the services of engineers in design of these products or the production of these products for the agricultural benefit you have proposed. However, we are not persuing fission as our method of power so we do not require the uranium.

We also request Ise's answer to the question of relocation since they seemed to express enough interest in the idea and think enough about it to suggest an action relative to the idea, specifically the trade in uranium.

Landyne, in particular, has extensive experience in manufacturing and integrating fusion-based power systems into existing technology. Perhaps this, and the services of the VAC will prove useful in your endeavor.

As to the food surplus, we are capable of supporting a population approximately half-again that of the Dominion. Certainly, we can work out some form of arrangement that will be mutually beneficial, whether or not you accept our corporations in your country. Currently, the Dominion has entered into a contract with Ziboo in which we will outfit and train their military over the course of the next twenty-five years. This, coupled with our own military's recent mechanization, will require expanded manufacturing capability - The kind of manufacturing capability your nation has to offer.

We will be glad to allow corporations to enter our nation although currently almost all production is government owned. This will result in a poor initial market for most of these corporations. However, we will probably be contracting the VAC to assist in the production of the civilian craft. These vessels are just approaching the production phase and the services of this corporation will likely be put to use immediately in consultation for the final design.

Concerning trade you are correct in that we both have what the other wants. It also seems that the monetary equivalent of our arms production surplus exceeds the monetary equivalent of our agricultural need. Thus we propose an exchange of arms for food equal to 20 billion Kiyama-Kyoto credits anually plus an exchange of arms for technical assisstance and consultation equal to 60 billion Kiyama-Kyoto credits anually, details in full to be sent to your office for approval. We anticipate a mutually beneficial relationship for our nations.

This is most acceptable. As in your nation, all arms production in the Dominion is government-owned. In fact, all production of any kind is owned by the government. We therefore offer you the following deal in addition to the one you propose. Our approval of your conditions is not contingent in any way on your approval of this proposal. The exchange of services is approved by executive order, and shall be ratified by the House of Commons at their earliest convenience.

Our proposal is as follows. While the VAC has the neccesary expertise to aid in the design of such massive vessels, and Landyne has experience with the kind of power sources neccesary for the project, neither of them has ever constructed anything on the scale of a starship capable of lifting great tracts of a nation's population into space. It is to this end that I propose that the VanDoos Shipyards aid in the physical construction and assembly of your craft. We want nothing more in return than the territory that you will vacate when you leave this world, along with whatever property you see fit to leave behind. As I have said before, our approval of your conditions with respect to our agricultural surplus is not in any way contingent on your approval of our request for your land. I eagerly await your response.

The terms of this final agreement are also acceptable to us, but I must be certain that you understand the extent of the project. It requires that we have adequate transport for 280 million people initially as well as adequate space for industry and agriculture primarily consisting of hydroponics and aeroponics as the most efficient methods for volume considerations. It will also be necessary for my nation to have a unique ship, one capable of staying with the fleet and of acting, in essence, as a shipyard, at least capable of building the colony ships. This will be necessary as our populace increases. This may be the most daunting task of all because, while only one ship, it will of course need to be massive.

If this is still acceptable then by all means I agree, but if there is more than you anticipated in this then feel free to propose a more limited version of the agreement.

A message arrives from the Dominion via armed courier. The diplomatic case was of Dominion manufacture - A type used only for the most secret of dispatches. The man - A dyslexic - Had never read the message, and wouldn't understand it if he had, but had orders to pull a red cord attached to the case if his message was threatened. Pulling the cord would start a reaction that would cause the message to burst into flame and burn until destroyed. The message was treated with the utmost secrecy. No one was to know that the information within originated in the Dominion.

Unfortunately, there is not currently sufficient production capacity in all the Dominion to produce such vessels as the sole contractor without completely bankrupting our economy. We do have an alternative, however. Attached to this message, you will find a set of coordinates. Transmit a sequence of the first twenty prime numbers towards that location, and someone will respond.

The Dominion will be able to aid in the assembly of your vessel, although the manufacture of the components will largely be beyond our capabilities. We will also be able to aid in the construction and design of the power systems, as well as much of the conceptual work. We will be also able to aid in the construction of reusable transatmospheric craft to ferry your population to and from the vessel, as its size will doubtlessly necessitate construction in orbit. The men and women of the VanDoos Shipyards are experienced in large-scale construction and assembly, but are simply not capable of carrying out this project alone. We can take on perhaps twenty five percent of the workload without damaging our economy.

I apologize as it appears you may have misunderstood my words. The fleet will consist of many colony ships, each a massive ship but not quite as large a scale as you seem to believe. The one project that seems difficult as a single ship is a craft probably three times the size of a colony ship, probably on the order of 120 billion credits to manufacture, capable of producing more ships to anticipate continued growth in my nation. The total cost of the fleet will be much less than what seems to be implied, my own nation's economy would be capable of handling it but only over a period of fifteen or more years. In essence your aid is speeding the process up.

I again apologize for the misunderstanding. The project is not a single impossible ship but instead many ships that propose a moderate challenge in the production and a single fairly difficult ship to produce.

OOC: We're really on the verge of Godmoding for this to be anything other than something done over a long period of time and certainly Godmoding to do it as one ship in less then oh, say, 200 years.

I am sure that with the most difficult portion, the issue of impossibility, dealt with we have a deal?

OOC: I'm off to bed. I'll be on tomorrow sometime, probably about the same. I'm sure someone will object as godmoding but the production rate works out to about 18 man years of work per metric ton, which is about equivalent to 38000 man hours of work per metric ton. Feel free to say so if you believe this unreasonable.

I have looked over your information, and shared it with my industrial and scientific advisors, and we have all come to the following conclusion - Not only will the construction of a series of ships of that size over the next two hundred years be feasable, but with the Vega Aerospace Consortium, Landyne Power Systems, VanDoos Shipyards, and Salem Heavy Industries working together, the actual construction will be child's play. The difficult part will be the design of the spaceships.

You have a deal. The Dominion involvement in this project will begin immediately under the codename Project Macross/Megaroad. The cancellation code is being sent to counteract your transmission. We suggest that in your journeys away from this world, you avoid that section of space. The occupants can be friendly, but our dealings with them tell us that they are quite territorial.
