In the Imperial Palace of Kiyama-Kyoto, the President turns toward the camera ready to broadcast his announcement to the world. He appears grim, and with cause.
"The government of Kiyama-Kyoto is under attack by rebels claiming that we have repressed our people. We request the assisstance of all nations wanting stability in our region or peace for our nation. The rebels have quickly gained support among many of the people, fooling them with statements about freedom from repression and justice, even drawing away power-hungry generals in the Kiyama-Kyoto military to them. Projections indicate that if we do not obtain assisstance they will reach and overrun the capitol within three days. Imperial guard, primarily consisting of armor and helicopter units, are stationed at the capitol but they will be outnumbered at least three to one. Repeat, we request aide from any nation that is willing to give it."

Near the borders of Kiyama-Kyoto, another leader prepares to deliver a message to the people of the nation and leaders of neighboring nations. Davin Shiryu, a general in the Imperial Forces, speaks.
"The current dictator of Kiyama-Kyoto has probably spoken of our liberating forces. What he has not told you is the number of political prisoners we are hoping to liberate. What he will not tell you is that we are winning because the people are fed up with his control. He has denied the people of Kiyama-Kyoto all basic freedoms, left them with nothing, and cultivated hate in our great nation. We will take Kiyama-Kyoto and gain rights for everyone in our nation, and though he has surely said that these claims are false, this dictator has been selfish through the whole of his reign, sparing no expense to give himself more power. I have stood idle long enough and now I am ready to fight for what is right. All nations that believe in peace and equity, please do not listen to the words of this evil despot."
