Personally we just see them as a bunch of backwards nations who don't have a clue about covert operations or infiltration... while we can see they clearly want to cause damage, they don't even seem to have any real purpose.
These nations are clearly nothing more then a distraction from real terrorist organsations which hide themselves among other nations... I mean, what kind of terrorist would want to hang out in a nation which not only admits it has terrorists within it, but that they are willing to form an alliance of other nations that support terrorism... terrorists don't want to have half the world watching where they live. They work in the shadows, carefully infiltrating their target... all these nations have done is create a huge target on their heads.
We can't be assed with them. These nations don't pose a large enough threat for us to do anything about it, most of them are already condemned for their policies.
