Juumanistra

In light of recent events, the Dominion of Juumanistra is looking to organize a series of war games to test its capabilities and organizational structure over multiple systems.
We have the current scenarios planned and are looking for aggressors in each:
-Tensions have flared on the border with Notnicestan, as a moon of a Juumanistran world has been claimed and occupied by Notnicestani marines. A task force has been dispatched to request the withdrawal of the marines and evict them forcibly if necessary.
-The Dominion of Juumanistra has been called into mediate a civil war between the Peaceniks and Appeasers over what the proper name of President Bush truly is(the Peaceniks think it's "that warmongering desecrator of nature" while the Appeasers favor "the man who spilled blood for oil"). An uneasy ceasefire has taken hold, but there's guarantee that it will survive.
-A convoy carrying a load of munitions is bound for Jorius Prime, when it is ambushed by pirates.
-A Juumanistran destroyer goes AWOL as a mutiny ensues and they make a break for the border.
Aggressors required:
Scenario 1) Notnicestanis
Scenario 2) Peaceniks and Appeasers
Scenario 3) Pirates
Scenario 4) Mutineers
Notes on aggressor stuff:
-Use of a nation's indiginous technology is encouraged, with the exception of Scenario 4, so long as it stays within the realm of sanity. A carrier battlegroup would not be in the hands of a band of pirates in Scenario 3, for instance. Though, should a nation not possess appropriate craft the aggressor role they desire, the Dominion of Juumanistra can facilitate them.
-No superships or superweapons. A strict one kilometer dimension cap is in place. Given the nature of the scenarios, nothing bigger is necessary.
-Technical dumps of all ships are required before use, to ensure no unwelcome surprises. In a similar vein, some point of comparison would be nice with regards to weapons with generic names like "purple particle bea", so as to determine their effectiveness relative to other ships in the games.
-Force composition varies on the aggressor and scenario, mostly at the aggressor's discretion. Some modicum of sanity would be desired, however; again, nothing bigger than a carrier battlegroup for Scenarios 1 or 2, and a five ship cap is wthin reason on Scenario 3.
-A little explanation of this is probably in order; I crave RP experience. But, given that my last few attempts have disintegrated into bitchfests, I figured I'd need to establish a somewhat controlled environment. Besides, a mellow RP might be a good change of pace; where else are you going to find an RP that actually promotes being shrill, demagogic, and belliocose?
