ONce again there are 5 trillion shares in the iPO. Each trading at $10. The dividends will never fall beneath $1 and are currently at $5. A very high amount.

How could a nation with a 1.44 Trillion dollar annual budjet be expected to
come up with $25Trillion per year to pay the dividends on all those shares?

You should claim that the IPO funds will primarily be reinvested in economic growth of the Workers for equalism. Then the future income level of your country plus potential foreign aid income will be more than sufficient to continue payments of dividends. (Which could always be temporaily suspended by a majority vote of the board of directors)
Then it isnt technically a fraud anymore, just a speculative investment.
The Hypstervania Finance minister hereby offers to wire $1 Billion for 100 million shares on the condition that all future foreign and domestic derived revenues of Workers for equalism be directed towards payment of dividends.
