"Today Emperor Baiziel made his first offical politcal act since his ascenion to the throne several days ago" The ARBC news anchor told the nation. "He proposed an Open Channel policy which would for the first time in history, open up Avadria's borders for forgein embassies." The anchorman cleared his throat. "Earlier today we spoke with the Minister of Forgein Affairs, Mister Rudolph Jansen." A picture of the Minister filled the televsion screen. "Mister Jansen stated that the Ministry of Forgein Affairs was behind the Emperor's decision one-hundred percent." The picture went back to the anchorman. "The Open Channel policy was also brought before the Parliment, which approved the opening of forgein embassies in Estradi, Falbourg, Bell, Port August and our nations capital of Rial." He turned to face the other camera. "We have yet to hear from the international community regarding this decision." The mans head turned to another camera. "I'm Alva Lensen, reporting from ARBC studios in Rial."

OOC: The Parliment serves as more of an advisory council to the Emperor. It is a collection of all of the representatives of the various Ministries, which vote on whether or not the Emperor's proposed policy would be the best course of action. They can agree, disagree, make changes and propose it to the Emperor, or in some cases propose new policy. But the Emperor's word is still the final, no matter what.
