OMP - Treaty Signed | Launching the Doujin

1) That all nations shall seek at all times to keep the seas free from all those who wish to hamper maritime commerce. All nations shall actively agree to provide safe territorial waters and submit to providing expeditionary forces where appropriate in order to eliminate any pirate or privateer threat."

2) The establishment of a mutual maritime protection alliance, in order to protect our common interests and provide immediate, proportionate response to any military threat. In order to do this we must:

i) Create a standing naval force from all of our navies. This force will be on standby all the time for immediate responce to any threat that may appear without warning.

ii) That we would strive to create operational, if not actual system, harmanisation, in order to facilitate joint operations.

iii) Where a common need and requirement has been identified by several navies, the respective members shall be able to effectively pool their research and expenditure into the creation of a single class. The increas ein budget and research capability, as well as naval experience, should help produce superior naval vessels and vastly improve the advantages acquired through ii

iv) There should be an exponential increase in the number and size of joint warfare exercises between our navies. There should, in turn, also be the establishment of a officer/crew exchange program between our various naval forces."

3) Most of all, we must emphasise common defense against all aggressors by being united, our population vastly exceeds any other military alliance on the water, and out technological might and our forces proffessionalism will see through any hard time.

4) Each new member is to be voted in by the Founding nations, and must sign the Treaty.

The Treaty will be signed tomorrow, aboard the DN Doujin. In light of the recent nuclear strike on Doujin, the DN Doujin is being launched, along with her Fleet.

Security will be Heavy, the Skies filled with Aircraft and any non-approved aircraft or ship that gets within a 200 miles radius will be destroyed.


Military Status of Doujin:
All forces are at Condition 0 - Black. All airports have been shut down, as are the borders closed. Nuclear Arsenal armed and on Standby. Effects of the Nuclear warhead detonated over Siouxsie Shipyards are being estimated at this time. "War" has officially been declared on the organization Farfetched prospect.

Assault Fleet 1 - Invasus has been recalled to Doujin, and Assault Fleet 2 - Batalia is to maintain position, 10 miles off the coast of the Doujin Research Base.

Head Foreman's Office-Navarre Naval Shipyards

Mr Matthews was the stout, balding man sitting behind the mahogany desk, a tuna sandwich in his hand and the television blaring away in the corner, showing the the latest scenes of nuclear destruction from Doujin. The windows started to rattle, then nearly got blasted out of their fixings as two jet fighters roared past the dockyard.

Security had been tightened. Even more than it was before. The sheer concentration of Freethinker and Doujin military personnel in the area was absolutely frightening, with soldiers and tanks lining the quays and Doujin and Freethinker warships now openly sailing up the Navarre channel. Minesweepers kept moving up and down the harbour all day, checking and re-checking the area to make sure nothing would go wrong. In the distance, faint shooting stars going *upwards* roared towards the heavens as the ABM system was tried out in practise.

There was a knock on the door, loud, and sharp. Mathews turned the TV down and answered it. A man in an suit worth more than Mathews annual wage walked in, *marched* in, his feet stamping on the carpet. Without asking, or indeed, any acknowledgement at all, the stranger sat down in the chair opposite Mathews desk and tutted very insubtly.

Mathews guessed this was a guy from very high up in DoujinCorp, very high indeed. A watch encrusted with sculptered diamonds and cufflinks like crown jewels told their own story. Mathews sat back down in his chair and offered his hand, unsure of what precisely to do.

The stranger took the hand in a cold, firm grip.

"Mr Mathews, I am the head of Doujincorp Naval Construction department." He said authoritively. "I will be brief. You know what has happened, and you know what is coming, I suspect?" Mathews merely nodded, staring unsurely at the man who's own gaze was returning the favour with considerably more determination.

"The conference, has been brought forward, in light of recent events, and the Doujin, needs to be ready for launch. Understand?" Mathews gulped, then spurted out.

"Erm, well, she's not ready, I mean...the gunnery mountings, some interior fittings...we could not.." The man cut him off sharply.

"She sails tomorrow. Do what you have to..." And then he left. Mathews gasped, then stared at the computer moniter on his desk. He picked up the phone and pressed an extension.

"Yeah, uh huh, listen, I need everyone at yard 2, now....she sails tomorrow..."

OOC: Duh duh du du, du du duh du. :twisted:

BTW, all OMP conference delegates will arrive by plane or helicopter at the Navarre Naval Base supply airfield and will be escorted by Freethinker marines to the conference on the fo'csle of the Doujin herself.

At the news that the treaty signing would be at sea, Lauren .R. Smith, representative of the Credonian Empire was to board the CNS Excelser of the 71st Carrier Division for the cruise to rendezvous with the Doujin Fleet, where the ceremony will take place at Navarre, Freethinkers Defense Industries.

Within hours, the fleet is ready to pull out from port to begin the journey to Doujin for this historic event.

Once orders are recieved, the command ship slowly lurches forward and begins to leave port. The rest of the fleet follow beginning the journey.

Kilean doesn't really *have* a navy (we have some sweet coastal ground-effect craft, though) aside from one kirov centered battlegroup, but we have been eyeing naval expansion for some time (and beauships is FULL of plans for Kilean-constructed craft).

We aren't exactly keen on a combined naval force, and our commitment to it could never be large or total, but we have no objection to detaching an ASW frigate flotilla.

However, as our navy is more or less nonexistant at this point, we stand in the unique position of being able to craft our fleet to best compliment those of our allies. (but, hey, you should see our army)

Kilean is aware we've acted agressively twards Doujin in the past, and we formally apologize. You must understand that at the time, the military establishment of Kilean was very paranoid.

The specifics of Kilean membership (if you choose to vote us in) could be sorted out later, but for now, the KNS Ostendt battlegroup could be pulled off the blockade of Dibujante and sent to take part in any operations Doujin find's itself in.

Jordaxia is very interested in this naval alliance. If it does not interfere with any previous commitments, we would be interested in application. We will have a navy in 2-5 days, all Doujin tech, so it should be familiar to you Doujin. (for ease of campatability, as I'm sure you're aware.)

The two F-121 Specter loomed in the sky, near a single S/V-32 Tiltjet VTOL, all with UCSNE Navy Markings.

"Sir, you're cleared. 1 mi to Freethinker Airspace, we're breaking off."

"Roger that, enjoy the flight back."

The two Specters broke off, and ascended above the lone Tiltjet as it entered Freethinker Airspace. Admiral Tenner sat inside, going over reports of the new conflict in Kurtz on his tablet. He listened as the pilots began to get into communication with the Navarre Naval Base.

"Navarre, this is the New Empire delegacy requesting permission to land."

The tiltjet adjusted it's dual engines as it landed, landing gear extending slowly from it's fuselage. The side door of the aircraft swung open, and Tenner hopped out, not bothering to extend the retractable stairs. He wore the gray-blue uniform and field cap as he usually did, and carried his Tablet PC under his arm.

The diplomatic aircraft was a strange looking thing, it resembled the box-winged transports that the military fielded but with an ivory body and gold accents and a large crown like that on the Imperium flag painted on the body. The big difference, however, was that the inside was so luxurious as to make first-class commercial aircraft look coach and it was also filled to the brim with the communications necessities of diplomatic service.

President Salvius Lucundus stood amongst his fellow sailors on the brightly light spacious bridge as the new submarine the L.S.S. Otter sped through the dark sea. Off of her port bow was the L.S.S. Myriah, the newest of the Otter class subs, which was built as Lutrae's donation to the Organization of Maritime Powers naval forces. Two conventional Seawolf Class submarines were also escorting the two futuristic-looking subs. Hundreds of feet above the two ships were five Province-Class destroyers, six Nimitz class carriers outfitted with Gladius amphibous fighter planes (OOC: those haven't been announced IC'ly yet, more on those in a different post i'm going to make later), and one Zoogie Type-45 destroyer made sure that no one would try and intercept this precious gift.

A Petty Officer silently slide up to the president, "Sir, we will be surfacing at the disembarkment point in 5 minutes,"

the President smiled warmly as he stared into the viewing monitors, "Good, prep my helicopter will you?"

20 minutes later

As the diplomatically outfitted UH-60 Blackhawk flew towards the Freethinker capital Nevarre, Salvius' head security advisor and personal bodygaurd Sage Nabanaki stared empithetically out of the window of the helicopter.

"Ok, I know your still emotional about the whole conference thing, but i'm alive still aren't I?" Said the president as he tried to reason with her. "It's just that sometimes in diplomacy you have to abide by the other guy's rules to the letter!"

Before she could respond, the pilot looked back at the pair and announced that they'll be landing in five minutes, and that you'd best be looking nice if you wanted to look good for the cameras jokingly.

The helicopter gracefully landed, and three armed guards ran up and opened the door for President Lucundus. The President and Sage both jumped out, and one of the guards recognizing Sage from the Behemoth began talking.

"Ma'am, I'm afraid you are going to have to come with us."

He signaled at the other bodyguards to take Sage, as she gave a look of pleading towards the President.

The Corporal grinned.

"I'm just kidding, Ma'am. Right this way."

The C.N.S. Riska, that was going to be taken apart for the newer more advanced carriers, launched its two F-95 Murder Cat's when they got the transmission from the over flying Super C-130 which held the diplomat and his helicopter he would ride in.

The two fighters met up with it and flew on to Navarre. The Cargo plane requested permission, "This is Angel One requesting permission to land." The pilot transmitted as they opened up the cargo doors, the bottom of the aircraft, to let the helicopter be lowered down and started up once permission was granted for the diplomat.

Caution is very high now and all aircraft are being checked and tracked within our airspace.

Admiral Therin strode across the bridge of the UVS Outpacer, an Elessar Class Supercarrier. He had just received orders to board an aircraft and land in Doujin for some sort of diplomatic BS.

"Get an F-23 on the catapult," Therin told his CBG air commander, "I've got to go to some sort of formal, diplomatic thing so don't arm it either."

"Aye Admiral," the commander responded.

Thirty minutes later a single F-23 Black Widow II streaked off the catapult and into the sky with an ace at the stick and the Admiral in the rear seat. The plane made a ninety degree turn and headed towards Doujin....

*The HVN-03 Naval Transport lifted off of the RNS Admiral Vinogradov, the first ship of the Adm. Vinogradov-class medium carriers, it was followed by four SAH-03A attack helicopters. The medium carrier was stationed in international waters, along with the rest of the 4th Expeditionary Fleet, which, after the return of the HVN-03 and its escort helicopters, would return to Soviet Bloc ports.

However long later, and after appropriate radio transmissions to air traffic controllers, the helicopters landed at an assigned airfield in Navarre (? I believe). The ARSB delegation quickly departed the massive HVN-03 and the helicopter force lifts off, slightly engulfing the delegation in a bit of rotor wash and return to the Admiral Vinogradov and the rest of the 4th Expeditionary Fleet. *

The ARSB will keep the Fourth Expeditionary Fleet on call in the event of any emergency or threat to Doujin, the conference, or any other nation at the conference.

The Belly of the C-130 opened up and the lines lowered the UH-60 down with the Dipolomat onboard. The engines started to warm up as the lines were cut and the helicopter hovered as the planes moved back towards the landing strips far out in the ocean.

"This is Angel One carrying Comdidian Diplomat. Where should we land the chopper?" The co-pilot asked as they got everything ready and awaited a response. The Diplomat, Mr. Bill Johnson, looked over the things including the briefcase he was told he needed but had no idea why.

The Helicopter came down in an area where they figured they wouldn't be in the way. The Diplomat then exited the UH-60 from the right side door only with the one crew chief who carried only his side arm, as required by standards. He was told to just escort the Diplomat to whatever was going to get him to where he needed.

Mr. Johnson looked around as they landed he looked around as and as he exited he looked to the helicopter and the nto the crew chief "So what now?"
"Not sure sir i think just wait nearby the Helo untill we find out."

A car then pulled up and the Diplomat was told to get in, which he did, and was taken to the ceremony quickly before it started. While the crew preped the helicopter for the return trip later.

As a testiment to this fact, we will be signing into law the OMP Treaty, effectively creating the Organization of Maritime Powers"

"The Treaty is as follows.."

The Minister began reading the treaty outloud so the entire world can hear.

"Article One. All nations shall seek at all times to keep the seas free from all those who wish to hamper maritime commerce. All nations shall actively agree to provide safe territorial waters and submit to providing expeditionary forces where appropriate in order to eliminate any pirate or privateer threat."

"Anyone who seeks relief of a nation that seeks to destroy or degrade maritime commerce can come to the Organization of Maritime Powers and request assistance."

"Article Two. The establishment of a mutual maritime protection alliance, in order to protect our common interests and provide immediate, proportionate response to any military threat. In order to do this, we must create a standing naval force from all of our navies. This force will be on standby all the time for immediate responce to any threat that may appear without warning. Strive to create operational, if not actual system, harmanisation, in order to facilitate joint operations. Where a common need and requirement has been identified by several navies, the respective members shall be able to effectively pool their research and expenditure into the creation of a single class. The increase in budget and research capability, as well as naval experience, should help produce superior naval vessels. Exponentially increase the number and size of joint warfare exercises between our navies. There should, in turn, also be the establishment of a officer/crew exchange program between our various naval forces."

"Article Three. We must emphasize a common defense against all aggressors by being united, our population vastly exceeds any other military alliance on the water, and out technological might and our forces proffessionalism will see through any hard time."

"Article Four. That each new member is to be voted in by the Founding Nations, those that are in attendance today and will be signing today, and must sign this treaty into law in their own respective governments."

"With the signing of this treaty, we bring a new age onto the waters of the world. New Tactics, New Weapons, New Vessels.. all fruits of this treaty. I now sign this document, and hand it over to the next nation to do so, The Freethinkers."

The Minister sat down and signed the document with his gold pen, looked up, beamed, and stood up to and turned toward a standing Ted Barham, shook hands with him with one hand, and with the other handed him the Treaty.

IC: Ted Barham, the Freethinker PM, took the podium. Signing his name into the roster, he looked around. Thirty feet above him sat the end of the first battery of guns, gleaming new in the sun. 25 years in construction and fitting out meant that the DN Doujin had been part of the Navarre skyline for most of his adult life.

He moved away, the ink still wet, and went and stood for a photo for the newspapers in front of a shell the size of a family car. Before moving, however, he had passed the pen onto the next signatory, the Soviet Bloc delegate.

Fleet Admiral Torovsky, noticing it was his turn, quickly got up from his seat and made his way to the podium, he took the pen from Mr. Barham and signed his name with '-Armed Republic of Soviet Bloc' onto the paper... He looked up and nodded as he stepped down and away from the podium, handing the pen to the next delegate (Not sure?).

Flt. Adm. Torovsky then moved to where his picture was to be taken, and after that was accomplished, he returned to his seat to observe the rest of the delegates sign their names...

The right honerable Jacob MacKensie couldn't help but pace up and down the well appointed cabin of the DAS (diplomatic air squadron) liveried Concorde, not that he had much room to stomp around in making him wish for one of the brand new CFU-16 Homeruns (A380) but with the storms, unusually harse even by Crookfur standard, delaying any possible take off speed was of the essence.

Finally the graceful jet swooped in for a landing and on comming to rest PM MacKensie was wisked away in a diplomatic car with a minimum of ceremony.

The Ceremony had already started when the various officials discretely inserted Jacob into the line of dignataries and leaders, nodding and greating those leaders he new the Prime Minister began to relax as it became his turn to sign the historic document. Stepping up to the podium he signed the document on behalf of the people of Crookfur, his graceful signature reinforcing Crookfur's commitment to stability and order. After possing for the camera he returned to the seats.

Asiya Saleh walked up to the podium, her ivory and gold Imperial Marine uniform littered with campaign ribbons and medals. It was the first time in her career as a diplomat that she had signed anything wearing the uniform she was still entitled to as a reserve officer. She signed her name along with "on behalf of His Imperial Majesty". She then walked over to the huge shell and stood at attention to have her picture taken.

[Asiya Saleh is the Imperium's chief diplomat and niece of the Emperor, so she has more authority to speak on his behalf than Admiral Tzu.]

He scanned the document carefully once more, as he had always been advised to do before placing his name on anything. Prime Minister Inte Anoit stood up and beamed.

"It is done. I now formally announce the creation of the Organization of Maritime Powers. To celebrate this, I ask all delegates to board the Doujin. It is time for launch."

With that, several officers of the Doujin Navy helped guide all the delegates aboard the Doujin.

"Attention!"

All the Navy Personnel stood at attention for the crowd, and the Doujin National Anthem began playing.

Several Officers played their whistles as the Doujin began slowly moving, tugs pulling the massive behemoth out of the drydock. Ahead of the tugs and the Doujin was the FNS Centaur, a Centaur Class Guided Missile Destroyer, slowly moved leading the Doujin out of the Harbor.

In the background, a loud "BOOOM" was heard as several Doujin Naval ships fired blank rounds. Fireworks suddenly leapt out of seemingly everywhere, filling the sky with a pyrotechnic show that would be remembered for years to come.

The Minister smiled and looked at Admiral Miller.

"We have finally done it, Admiral. How do you like your new ship?"

"Minister, she is beautiful. Words can't even begin to describe this ship. She is the most magnificant thing I have ever seen, a true marval of of the seas."

"Good, good. Better bring back good reports during sea trials."

"Yes, sir. You can count on that."

"Simply breathtaking" she remarked to the minister.

"One of the greatest naval feats in the history of man. In behalf of the Credonian Empire, and striaght from Emperor Sutton himself, we congradulate you on this monumental feat. And it is an honor to be onboard such a fine vessel such as this."

She extends her hand to shake with the Admiral and Minister.

The fireworks were visible from the airport as the Kilean foriegn minister arrived. Hopefully, this new alliance would vote in Kilean once it was formed. His being here was a big victory for Kilean's relatively small navy- it was rumored in Neuwald that the Navy had gained enough political clout to finally push it's long-sought naval expansion program through.....

The Fleet Admiral glances around before heading up to the Doujin delegation, and what he assumes as the commander of the ship... He walks up and offers to shake each of the delegation members' hands and giving a curt salute to the ship's commanding officer, "You've got one helluva ship here... Congratulations. "

He turns to the delegation, "We're wondering if you'd need any naval assistance in this upcoming conflict, if you do, we can have one or more expeditionary fleets dispatched, but..." looks around at each turret on the deck of the Doujin and smiles, "I doubt you'll need it."

IC: Barham walked from representative to representative, small-talking, joking, commenting on the size of the Doujin and other important matters of state. The evening sun shone brightly in the air as the ship made its way through the main harbour, dwarfing the half a million ton supertankers resting in the basin.

A military band slowly played. Fireworks still came up, but smaller ones, springing up from the millions strong crowds gathered at every conceivable vantage point. The Doujin had been part of the Navarre skyline for twenty years, and she would be missed in the Freethinker capital.

Champagne glasses tinkled along with the clump of military boats on the polished teak deck (not that the deck was entirely teak*, underneath lay a foot and a half of a titanium composite). Barham moved over to Admiral Miller and shook his hand, beaming.

"She's an incredible ship, long may she serve you and long may you remember who hands built her. Good luck Admiral." He saluted, slightly uncough for a civilian, but Barham had the excuse of spending his military service aboard the FNS Formidable.

A Communications officer ran towards the Admiral and the Prime Minister.

"Minister, Admiral, we need to talk in the Briefing room."

"What is it?" the Prime Minister asked.

"Come with me and I'll explain."

The Admiral and Minister followed the Comms Officer to the Briefing room, where two other Admirals were waiting.

"Minister, it appears we have a situation. As you already know, our friend WestUkraine has declared it's independance from Russian Forces. However, our planes are not able to penetrate the country due to unexpected SAM sites. Other nations are trying to help, but a possible Naval problem keeps that from happening. It is the belief of our military advisors that we dispatch a Fleet there to help West Ukraine."

"This is an interesting situation. What is the status of our current Fleets?"

"Well, Assault Fleet 3 is currently at port, most personnel on military leave. Assault Fleet 2 is off the coast of our military base near Hogsweat, and Assault Fleet 1 I believe is assisting Feazanthia in some kind of Naval Conflict."

Admiral Miller grunted, "Leaving us only with the Main Fleet to send."

"Well, frankly.. yes."

"I don't know.. hmm.." The Minister stood and thought deeply.

"Direct the Fleet towards West Ukraine. Wether or not we will enter the conflict with the Fleet is uncertain at this point, but it is better to maintain a presence with out friends. Along the way we will test our guns, though to make sure they are in proper working order, and other various things.. Sea Trials will be hastened extremely in case conflict does end up being initiated."

"Yes, Minister." Admiral Miller sighed. "When are we going to tell the Delegates and accompanying ships?"

"In due time, but long before we get withing 1000 KM of WestUkraine."

"Understood."

With that, the Admiral went to the Bridge to give the proper orders to the Main Fleet.
