Official Statement From Emperor Sutton of Credonia
McLeod03, you are in violation of Credonia's repeatitive demands to surrender the Sultan of Sirens of Titans to coalition forces to be brought on charges of supporting, arming, and aiding terrorists who have admitted to conducing terrorist attacks on 3 sovreign nations. You have ignored our deal to surrender the Sultan, in return for Credonia's assurance that the Sultan's family can be extracted to your nation with no harm coming to them or your military forces, but since you have continually ignored our threats, and are clearly obstructing justice, it is with no easy conviction that Credonia must make one last demand for this before appropriate actions are taken to retrieve or execute the Sultan. If you release him to coalition custody, we can guarantee that no harm shall come to him, however, he will be tried in an international tribunal for aiding in the cold blooded murder of thousands of lives worldwide. We also give you our assurances that your forces will not be harmed and they can return to your nation with no problems, but if you refuse to take this offer, we will have no choice to deal with this action most severly.
To SoT, Credonia and other forces have commanded control of your nation and are in the process of rebuilding, and establishing a new pro-democratic government. At this time, you have ZERO control of your nation and will have no control over your nation unless you give in to our demands. You have surrendered your military forces, but we want your Sultan and we want him NOW. Should you surrender your Sultan, another war will not have to be waged because of him. Innocent lives of your "protector" will not need to be lost because of war. If you do not, their blood will be on your hands, and you will be dealt with MOST SEVERLY by international coalition forces.
You have 24 hours to give in to our demands

IC: The USIH feels that this ultimatium should have been delivered more as a request to the government of McLeod03, also an ally of the USIH (i think), and that the Credonian should seriously consider some of the wording in this statement.

OOC: It IS a threat, McLeod03 is fighting coalition forces (he hasnt hit me directly yet but hes still attacking the coalition and i havent really acted against him yet in hopes that he wouldnt take the Sultan). Right now im done asking. Ive given them plenty of chances to cease the extraction of the Sultan, but they never listened so now its time to act.

That is not relevant in this situation. He came into the conflict, from no where, and began attacking our forces, and yes, he was in OUR territory. Coalition forces have divided the nation into 4ths with important nations holding command control over the regions. They are not officially part of any of the coalition nations governments, nor will they be but they are under our control until we install the new government and pull out.

What i am asking it what was the Situation that made him join from what i have seen he got involved because he shot down planes now if those flew over his territory or an allies of his he would have all the rights in the world to do so, what i am trying to find out here is did the coalition do something to start the attack or was it from no where more information would be nice?

oh, no, the coalition mobilized their carriers and armed forces and headed to SoT by sea, where the hell McLeod came from, i dont know, he was never part of the conflict until AFTER we had already invaded and started heading towards his capital. He never even spoke out about the terrorist attacks that actually prompted the invasion of SoT.

We would just like to note that if any unauthorised aircraft flies into Iuthian airspace they will be warned to change course at least once, if they do not comply we will not hesitate to protect our skies and shoot such a craft down.
For the time being we will watch this situation but otherwise we do not want to be involved.

Should one drop of my mens blood be split, your forces in SoT will suddenly find life much harder. Given the colaitions record of justice and kindness, i feel the Sultan would have a fairer trial internationaly. His actions do not justify your own. Why issue an ultimatum to a nation who has already been bombed to hell? He won't over turn over the sultan by himself and he doesn't seem to care about his people. I don't think we can do much more. Anyway I'm pulling out of SoT. My troops are tired and want to go home. My investments are still in one piece and that's the most important to me.

McLeod thabks for your support to our situation. It's a wise choice HP leaves our nation and so should do everyone else. We will not turn over the Sultan and his family because they will have a show trial and be executed by one of the invaders. You've already looted, destroyed and killed in my country and you dare to declare an ultimatum to me? We have nothing left in our nation, most people are starving of thirst and hunger. The Federation of Autonomous City-states is willing to offer its arbitration services as a neutral third-party and preside over the Sultan's trial.
Our conditions for this are an immediate cessation of hostilities and the return of foreign forces from SoT to their homelands. The Federation Navy would take custody of the Sultan and keep him under arrest on board one of our ships until the trial. The trial would take place on board the FNS Leviathan in one NS year, to give the relevant parties time to prepare their case.

Those are terms in which Credonia can agree too, only after a proper goverment has been put into place, which i suspect you would want to help establish since you are neutral. Following the establishment of a new and secure central government, Credonia pledges to withdraw all military forces from SoT. We urge the other coalition members to agree to this, as well as McLeod03 and SoT. More lives need not be lost, and we have given PLENTY chances to prevent more from being lost. If you want your nation back, comply with us, SoT, and if you dont want to be invaded McLeod, hand over the Sultan. You already have been labeled as a terrorist supporting nation, and other nations not involved with this conflict will join in on the attack against you because of this labeling. If you wish to remain in power and to not be invaded, hand over the Sultan, its as simple as that.

Federation tactical monitoring satellites are tasked to begin tracking troop movements and concentrations in the region. The Aerospace Forces' Strategic Reconnaissance Wing is given standby orders in the event specific sectors need to be watched.

It has been some time since our last communication. As you can see, much as changed, and many small nations feel they can shape the world. As you should well know, the McLeodian Empire does not tolerate terror, nor does it tolerate imperialism and the murder of innocent civilians by nations sch as Credonia and their fickle coalition.
However, the man in our custody is more than likely guilty of the crimes he is charged with, and we have always stated that a trial would be held in neutral grounds. I must thank you for provdinig said grounds. The Sultan will be transferred to the Leviathon under heavy military escort, and will be guarded by McLeodian troops at all times. I do not trust teh Credonians any further than i can throw them.
The Sultans family will remain in McLeod03 under heavy guard, to keep them safe from Credonia and her murderous allies.

As the MV-54 transport approaches the massive sea control ship, FNS Leviathan, an automated clearance and control system directs the transport towards the aircraft operations section on the aft deck.

An AeroScout AWACS UAV and six U/F-11 UCAVs patrol the airspace around the Leviathan to keep it clear for friendlies. No other surface contacts are registered.
Once the MV-54 is on final approach, two squads of Federation special forces can be seen securing the deck and the entry hatch to the hangar. One ARMAS accompanies each squad.

The MV-54 touches down gently, and a large cargo ramp at the rear opens. Twenty Royal Marines rush out and form a loose corridor from the ramp to the waiting FACS troops. Then, a group of four more commandos step out, and walking between them is the Sultan, still smartly dressed and looking healthy.

A man and a woman in Federation Navy officers' uniforms walk onto the deck through the open hangar hatch, standing just out of the wash of the landing MV-54. A team of four MPs in combat gear stand just off to the side of them, as if waiting for the order to proceed. Behind them, one can see scores of various robots doing maintenance work in the hangar. There is an occasional human overseeing the process, but the vast majority of the work is automated.
The two naval officers stand at parade rest and await their new visitors.

Afterwards James called in one of the junior officers to clean up the relatively important documents, they would have stains for some time but at least they would still be readable.

The man is wearing a Federation Navy Captain's uniform and appears to be in his late 30s. The woman is wearing a Federation Navy Admiral's uniform and coat and appears to be in her early 50s.

The lead Marine of the close bodyguards halts the Sultan, and waits for the McLeodian officer acting as defence councellor to catch up with them.
Sir Anthony Richard McCrimmon, a descendant of the last king of the McCrimmons, stepped down from the VIP area at the front of the MV-54. His smart suit, leather attache case, and expensive shoes immediately showed him as both civilian, and as a man of great wealth. One of the greatest lawyers in the Empire, it is rumoured he could convince even an innocent man that he was guilty of every crime ever committed.
He strode across the deck, past the Sultan, and strode straight up to the two FACS officials. Looking at the Admiral, he turned straight to the Captain and introduced himself.
"Sir Anthony McCrimmon at your service, sir. May i recommend moving inside, i don't like all these guns around."

The Captain nods at Sir Anthony and smiles faintly. He is the very image of a modern officer. Clean cut, well built, and solid in posture. "Welcome aboard, Sir. I am Captain Nathan Aldridge, commanding officer of the Leviathan. This is Admiral Iliana Vajaran, official representative of the Secretary-General and the designated arbiter."
Admiral Vajaran also nods at Sir Anthony and speaks with a deliberate and firm, yet gentle tone. She has a slight East Indian accent to her speech, belying her heritage. "Sir Anthony, we have everything prepared for the Sultan if you will follow us below."
IC2: The Secretary-General's office extends an invitation to Credonia to send a representative to the arbitration proceedings.

Upon recieval of the coordinates of the ACS naval vessel, Commander James Ashton boards a chinhook helicopter, accompanied by 3 legal and military advisors and 5 body guards. They take off and make the 45 minute flight to the FNS Leviathan. During the flight, James looks out of the window, down at the nation of SoT which seems to be on fire as smoke and flames billow up from below due to allied bombing.
"Jesus, our boys did one hell of a job levelin that city" he thinks to himself before getting snapped out of it by one of his guards telling him to get ready for the landing.
Fast approaching the FNS Leviathan, the pilots call in to get permission to land.
"This is Alpha Tengo Alpha 1 holding four Credonian dignitaries, request permission to land, repeat, request permisson to land."

The table on Vajaran's left is designated for Credonia and the right for McLeod. An ensign is assigned to each of the two tables in the event evidence and/or information is to be passed from one of the delegations to the arbiter.
The Admiral calls out, "All representatives may now take their seats to open these proceedings."

The four walked over, standing behind McCrimmon, staring directly at the Credonian delegate, unmoving, expressionless, hardly even blinking.

James rises and proceeds to the front of his table and begins slowly pacing the floor looking at both delegated parties and the Admiral.
"Ladies and Gentlemen, today we stand here in front of an international court of law to determine whether or not the Sultan of Sirens of Titan is guilty of funding terrorists, aiding terrorists, and harboring them. The delegates from McLeod believe he has done nothing wrong. They insist that they do not harbor or aid terrorists, but let there be no mistake, if you harbor or aid terrorists, you are just as much of a terrorists as the people who go out and perform those acts of terror. This holds true for the Sultan. He is just as responsible for the lives of innocent men women and children who died at the mercy of the terrorists that he aided and supported. He openly admitted to it. He openly challenged and threatened an international coalition. He was bent on ensuring that we would pay for trying to bring those who commit acts of terror to justice, those same people that he aided, funded, and harbored. Credonia invaded Sirens of Titan after hesitating. Our first move was to send an ultimatum to the nation before ANY kind of military action was taken, however, the nations who were attacked by the terrorist group from Sirens of Titan proceeded with their invasion before the Ultimatum could take effect, thus forcing Credonia to mobilize and prepare for war against them. Even then, Credonia did not engage in hostilities until after major cities were already in coalition hands, all we did was invade, assume southern coalition command and prepare to install a new anti-terrorist government."
He stops and takes a sip of water before continuing.
"This man is a criminal, and he admits to everything that he has done. The terroist group has openly admitted and even bragged about performing terrorist attacks on three nations, Holy Panooly, Camewot, and Brittish Communists. He deserves to be served justice, just like the other terrorists who at one time ran rampant within his nations borders. Because of the Sultan's actions and his open attempt to assist the terrorists in killing hundreds and thousands of innocent men, women, and children, Credonia seeks to give the Sultan the death penalty if not life behind bars in a high security prison, stripped of all rights. Thank you."
James takes his seat. An aid whispers into his ear.
"Well done James, lets see what the McLeodians have to say in response"

"Admiral. This trial here today is not of my country, but of those involved in the crisis surrounding the Sultan and the acts of his countrymen. Perhaps, before leaping to conclusions, our learned friends from Credonia should think about what this man supposedly did. Killed innocent citizens, destroyed civilian targets, and blew up civilian areas. Maybe we should investigate the actions undertaken by the coalition. Air raids on civilian targets, blowing up civilian areas, and invading a country because certain groups within that country performed terrorist acts.
The coalition and its members used multiple nuclear weapons on civilian targets, killing perhaps ten to fifteen times more innocent people than died through the hands of the terrorists. That, in my humble opinion, makes them mass murderers and war criminals.
What can possibly justify the murder of more than fifty thousand civilians, the toppling of a government, and threatening the life of the Sultan and his family? As far as i can tell, madam arbiter, nothing. This coalition is merely a facade for imperialistic nations to make land grabs to satisfy their hunger for war. Where were they when our country was under attack from terrorists? Where were they when McLeodian forces were blockading a known terrorist nation? They do not fight against terror, and should not attempt to hide their heinous crimes behind a veil of 'anti-terrorism'."
Anthony paused, took a sip from a glass beside him, and continued.
"Yes, this man here" he said, pointing at the Sultan "WAS in charge of a country from which certain terrorist groups operated. But to say that he was directly responsible is a fallacy. Instead of attempting to gather evidence for this trial, and proof that there were no other factors involved in the terrorist attacks, the Credonians brutally murdered civilians, and condoned nuclear strikes and air raids against innocent people. As such, it is my belief that the charges should be dropped, and since they would have destroyed or doctored any evidence during their invasion, that the Sultan be given chance to live a quiet life elsewhere.
Under orders from His Royal Highness King James V, I move to press murder charges against the Credonians, and forward a motion that they should pay for complete reconstruction of any damage caused, as well as removing all coalition troops from Sirens of Titan, and allowing international aid workers and peacekeepers to take their place."
Sir Anthony sat back down in his chair, looking over his glasses at the Credonians with hatred and disgust in his eyes, before shaking his head and turning back to face Vajaran.

Vajaran reclines in her chair slightly, looking pensive as she considers the arguments presented.
"This situation presents a dilemma which will face our nations long after these proceedings are over. The Credonians are correct in that nations which harbor terrorists must be held accountable for their actions; however, the McLeodians are also correct in that excessive force against the civilian population of such nations is equally reprehensible.
"It is the ruling of this arbitration that the Sultan and his family live in permanent exile from Sirens of Titan, never to hold public office or set foot in that country again, as punishment for their sins of omission. The Sultan and his immediate family are also barred from any professional involvement in the affairs of Sirens of Titan from abroad. Beyond familial contact, you are to sever all ties immediately.
"The question of excessive force used by Credonia and its allies is a valid one, given the devastation and misery wrought upon a populace overwhelmingly innocent of the mistakes of their government. It is the ruling of this arbitration that Credonia and its allies stand before an international tribunal, headed by three nonaligned nations, to answer the war crimes charges raised by the McLeodians."
"These proceedings are now closed. Delegations may confer with their governments to implement the judgments rendered. Arrangements for the war crimes tribunal may be made through the Federation State Department."
Vajaran rises from her chair impassively and turns to head out. She is immediately met by four special forces soldiers who form a cordon around her as she exits the bay.

McCrimmon glances at the Credonians, smiles, and picks up his attache case. Throwing his jacket casually over one shoulder, he walks from the room, followed by the four guards. The Sultan too is escorted from the room, flanked by six armed guards. Both men walk together towards the transport as more McLeodian marines surround the Credonian transport, blocking any view of the events beyond.
