Perhaps I missed something, but why is Syria being attacked? Is that controlled/occupied by Al Anbar?

What is the problem with me coming to the region about WMD's? Al Anbar is under the suspicion that he has some, and I only plan to fire if he uses them. If he doesn't use them, or fire on me, I leave him alone. Simple.
