How do you have war with someone?
There is this nation tht's really bugging me and I want to know how to go to war with it!

Okay. First, wait a while. Your nation isn't of a size where it could afford a war, especially not with a struggling economy. Once you are in the shape to wage war, you would declare war against someone in the forums, and then proceed to roleplay out the war. Don't godmod while doing that by telling them what their losses are. Also, don't let them godmod the losses so that a tank firing into another tank does no damage. There are more thorough threads on this around, you just have to look.
