This week, a large-scale international military exercise is planned to begin near the Axackal borders (the marine section is planned to take place in the nearby waters.

The exercised, codename Wings of Freedom, is centered around international cooperation during civil rights enforcement operation.

A part of exercise Wings of Freedom concerns prisons. As oppressive regimes use their legal system as a means of reppression, it is necessary of liberating forces to learn how to strike at prisons and exterminate guards.

The secure command room was readied, but King Boostei (Don't worry, he's elected and has even less power than the US President, more than what you usually think of a king having in countries with them.) had not gone down yet. "Sir, satellite photos coming in." said a low-level intern as the King was discussing the matter with his prime minister, Jason Wurnzen, and the Head Councillor, Fluffy Nanvai. "You're dismissed, Peters." said Wurnzen. "Now that we are in privacy, we can discuss this." said the King. "I need options."

Nanvai said, "I would suggest moving maybe one or two ships, loaded with troops, towards the exercise, but take no further moves. We could easily escalate it quickly."

Wurnzen countered, "This is the perfect opportunity to further our policy of developing a cold war to counter them between us and the Metus-Iron Blood-Etc. bloc. It's also a perfect opportunity to show Allanea that they can't push us around. They helped us put down a reactionary terrorist group, and then they go and piss off the whole UNAO, excuse me, UnAPS. I suggest we deploy 150,000 troopers, 30000 elites, and 60000 commandos. I hate the prospect of war, but it appears we have little choice."

The King thought for a minute, and said, "Jason, Councillor, we'll have to go with a compromise. We don't want to provoke war, but we can't seem afraid of it and we do want a cold war to counter them... we'll reduce those numbers, but still deploy a lot."

He tapped a few buttons on the table, and a tactical view, comprising computer-combined radar, satellites, quantum pingers, individual troop data, etc. of the exercise forming.

"This looks like an invasion force, but we can't be sure. Deploy the troops here, here, and here." the King pointed with his tail. "Of course, ask Edolia for permission first."

The Second Imperial Army, whose headquarters is is Dublin, was put on alert today after the newest Allanea provocation. General Oliver Cromwell, who is the commander of the Second Army, was quoted as saying, "The Imperium will not deign to start a war against Allanea. This heightened alert is simply a warning that any attempt on the part of Allanea to reclaim Axackal will not be tolerated."

Second Army consists of seven mechanized infantry divisions and is the heaviest formation in either the Army or Marine Corps. They are considered a second wave response, they are generally used to reinforce and hold any land taken against from an enemy. However, they are first responders to any crisis within their area of operations.

In other news, the First Airborne Corp, First Army, has been put of twenty-four hour notice...

Erik von Blatterschplitt flicked off the television and smiled at the other members of the War Council. "Bloody great soldiers these Allaneans are! They can kill cardboard Edolians!" The other men and women laughed.
"Seriously though, sir. We ought to take this seriously. The Allaneans are pretty determined to piss us off." General Zhang Daming stood up. "We can't let them get the better of us, though. We'll make a quiet response, let them do their stupid war games and send some Taskforces to make sure that they don't decide to invade."

The two main taskforces, Hammer and Sickle, are being deployed to the waters off of Axackal. They will keep their distance from the Allanean fleet. Their only purpose is to monitor the wargames being conducted by Allanea and allies.

Private Communique to the Cat Government
"We welcome any aid that you would send. However, we ask that for now you limit this aid to naval forces deployed in the Haven Straights outside of the hot zone. We cannot be seen to be the aggressors here and so do not wish to make a large troop build-up in Axackal and Scandavian States."

Off the coast of Axackal, 3 battlegroups(The Sir William Issem, The Revenge and The Itzcoatl) and 2 carrier groups (The Tlaloc and the Hechicero) arrive to monitor the situation.

Command Admiral Lassander Ilek hails the Edolian naval forces " In the name of the Free Republic, we humbly request that our allies allow our ships to monitor the 'war games' and assist our Edolian friends in whatever manner we may. My Life for the Republic."

Meanwhile in Tollan the Supreme Republican Commander actives four Retaliatory Guard armies and 2 Red Jaguar Command Battalions.

"I move to give Admiral Alexei Brusilov command of the 3rd and 4th fleets to send aid to our Edolian comrades." shouted Congressman Zhukov. "I respectfully disagree, we should not make any moves which seem to be overly aggressive." replied Congressman Morozov. "Quiet, everyone. I assume you have all been contacted by your constituents on the results of the referendum in your precincts." There were murmurs of agreement from the Congressmen. "Okay, here is the result." The Commisar of the Congress pressed a button on his podium and displayed 2 bars on a telescreen behind him.

The Admiral sat in the living-room watching late night tv. Currently he was watching a show about new Hattian military technology. His wife had long ago went to sleep, and she suspected he had insomnia. Though he refused to go to the doctor. He picked up the phone when it began to ring. "Admiral Brusilov... What, you want me to deploy now? It's 2 in the morning... Okay, I see your point." he hung up the phone. He went into the bedroom and quickly dressed in his uniform. "Where are you going?" came his wife's voice from the bed. "I have orders to deploy immediately. It's something big this time... Don't worry, I'll be back. I've had 3 battleships shot out from under me, luck is on my side." He leaned over and kissed her, he then walked out of the door and out to the car.

1 hour later...

He arrived at the dock quarter. Around the military ships, marines and sailors prepared quickly for departure. He parked his car and walked up into the bridge, his 1st officer was already there. "Good morning Admiral." The Admiral nodded, "How long until we are ready to go?" "About 3 hours." The Admiral nodded again...

2 hours, 57 minutes later

"Admiral, all preparations complete, ready for departure." The Admiral stood up and looked out of the bridge, "Okay, head for our destination." "Aye aye sir." He could hear the whistles of the boatswains signalling their departure. He ofter wondered why the navy still retained that tradition...

"My Emperor," said James Stewart, a high-ranking Air Force officer, bowing, "Feline has announced that they are moving troops into Edolia. Some quick spy satelite phots have confirmed this. I think they feel threatened by us shooting cardboard."

The Emperor, after a little chuckle, laughed "they have nothing to fear. We are not at war. However, get me Admiral Tokarz."

"Yes, my Lord"

James, returning with the Admiral, bows before the Emperor. "I have brought you Admiral Tokarz"

"Good. You're dismissed Stewart. Tokarz, I do not like Feline placing vessels in the border areas. I want the 1st Expeditionary Legion ready to leave port in four days. Do not deploy them, but keep them ready to leave. I want a quick response in case war breaks out."

"Yes sir. Should I deploy any ships to the region?"

"Not ships, but ship. Send the Vandal to join up with the Allanean navy. The rest of the High Seas Fleet is to be at sea and at Orange Alert. Remember: we are not at war and must not act like it. Sending the fleet would only heighten tensions."

"I understand, my Lord. I will see to it."

In response to Allanea's mobilization of troops near Axackal, the Mintarian military has been put on high alert and will be ready to deploy should the situation... explode.

Re: Military exercises in the region.

Again, this is not an assault. It's an exercise. We invite anybody paranoid enough to fear our peaceful nation to send observers to end observers to the exercise. As a gesture of goodwill, we herefore attach the main program of exercise Wings of Freedom.

Phase One: Air-to-Ground and Air-to-Air Assault. The Allied nations will demonstrate their capability of breaking down the utility of the enemy nation's marine, shore, and AA defences and destroying it's airforce.

Phase Two: Marine Assault. Allied Nations ships aid the Allied aircraft in the completion of the tasks set in Phase I.

Phase One-B: Spider's Nest. (Running simultaneously throughout exercise). Allied long-range weapons strike out against enemy government centers deep inside the enemy nation, seeking to destabilize the oppressive government's grip.

Phase One-C: PSYOPS and propaganda wing spurs anti-government uprising within nation.

Phase Three: Allied Forces begin engagin enemy forces on the ground with the aid of local revolutionaries where available.

Phase Four: Civil Rights Enforcement to conclude liberation.

The exercise will also include demonstration of the new capabilities of Allied nation's military technology.

The President was watching the events unfold before him;

"Johnathon, as a new member of the UnAPS, I dont think we should get involved at all. These after all are just demonstrations, and are not too close to our own borders. However, it is reasonably close to our allies, so I want you to keep a close watch on the events. I dont want one thing to go un-noticed. You are dismissed...Oh yeah, and Johnathon? Fix my damn sattelite feed..."

Commence Phase 1

250 Anne Coulter Mark II's get of the carriers and start moving towards the Allanean shore.

Simultaneously, 50 Howard Dean heavy bombers, escorted by 100 AC-II's, are en route to the "enemy positions" from the land side.

Aboard the HEN Vandal

Captain Reginald over looks his map of the operations, pointing at the "enemy" positions.

Pointing to a specific point on the map, "it seems that this point is the strongest. Helmsman! Move us into range this position, I shall call it Position Alpha. The begin the bombarding of it"

"Yes Captain"

The Vandal moves into position, bombing the enemy with dummy shells loaded in the port 5" guns and the fore and aft 12" guns. After an awesome show of dummy gunfire, it returns to Allanean fleet

In Tollan Fire Control, Staff Seargent Assad prods the Supreme Republican Commander , he snorts and the blinks sleepily "What?"

Seargent Assad smiles "FluffyWuffy and Allanea have begun their training exercises." She points to one of the huge plasma screens showing the Vandal's bombardment in real time. The picture is perfectly clear and from nearly directly above.

The Supreme Republican Commander leans forward "What are they using, toy boats? Wait, I think I've seen this before isn't this where the Japanese Navy bombards Godzilla in 'Godzilla: We Hardly Knew Ye' ?"

There is laughter in the room from the several hundred officers at their terminals.

He then settles back into his chair "Ignore it Mirai, all they are showing us is how out of date their weapons are." He yawns and resumes his well deserved nap.

Staff Seargent Assad shrugs and keeps an eye on things.

In orbit arounf Antiquity and Haven Regions, the Battle Station Epirus I was placed on alert.

"They are too close for comfort, send message to the Secretary of War and seek advisement. Keep a close monitor of the situation and this 'so called' training exercise. Go to condition Yellow, close blast doors, open drops doors and have the Alliance stand by for further orders. Prepare the drop ships for immediate drop on my command."

The Y-3 missiles scream out from the Anne Coulters towards the targets - various dummy AA systems and shore guns, while the second group bombard the place designated as "Enemy capital".

In the meanwhile, flying remote-controlled targets fly out towards the allied forces, but the Bisonian AA systems (BUK-1 and similar) exterminate most of them.

Five or six targets go all the way through towards the Fluffywuffyan Vandal , when a Coulter silences them forever with one single Slander air-to-air missile.

The large transport planes, all of various designs, began to land in Allanea, and men began to disembark by the thousands. The Agrigentian High Command, in all its wisdom, had decided to greenlight the involvement of Eight Marine Divisions in the Allanean War Games. The total amount of troops equated to over 100,000 Marine Personel alone, amounting to a massive deployment, yet still a 5:1 Ratio in favor of the Allaneans.

War Minister Nelson Ginfalt looked at a monitor intently.

"Well, the situation appears to be as Allanea has described it," he noted. "Nevertheless, we must continue the observation process - it's always a good idea to monitor our borders."

The assembled task force, composed of top War Ministry officials, sounded their collective agreement.


Meanwhile, Fort Philipshead in the far corner of the nation was reactivating from its usual state of inactivity, as troops poured in from around Goobergunchia. There are rumors, although unsubstantiated at this time, that other UnAPS nations have sent observers to Ft. Philipshead to ready the facilities for possible foreign troops.

The Marathon-C stealth transport switched off it's active camoflage as it touched down in Roxbury. They had sent ahead their credentials to their Goobergunchian allies and landed without incident.

The ramp of the transport opened as Command General Adan Ring and his Command Staff of the 4th Red Jaguar disembarked. There are 25 of them all with their active camoflage coats switched to blood red, jaguar pelts draped over their shoulders and their spartan style helmets have their obverse crests attached, all very formal.

Command General Ring approached the officers sent out to meet him, he raised his fist in salute "My life for the republic! Well, we've all got prime seats for the show, it's been boring so far I'm anxious to see what else they have!"

He introduced himself all around and set about observing and having a general tour of things as his gracious hosts saw fit.

Sanchez dropped the report after quickly skimming through.

"That all? It doesn't seem too serious... some nations just trying to provoke UnAPS."

"That's it sir," Loren Smith, director of the MSN (Mintarian Security Network) "and, yes, frankly, I doubt anything will come of it, but we should be ready just in case."

"That's fair enough; I'll have the military put on alert, and have them start drawing up plans for a strike on Allanea, just in case."

"Of course sir."

Sanchez dropped the report after quickly skimming through.

"That all? It doesn't seem too serious... some nations just trying to provoke UnAPS."

"That's it sir," Loren Smith, director of the MSN (Mintarian Security Network) "and, yes, frankly, I doubt anything will come of it, but we should be ready just in case."

The Secretary of War will be arriving in Blatterschplitt to address the Alliance under Article VI Section II. An enemy has been recognized and operating within the zone of influence for the UnAPS Alliance. Upon arrival, the Secretary of War will be assuming command of allied forces as per Article III Section IV.

Under the Constitution, the Joint Cheifs of staff has orderd all production facilities under the direct control of the Dept of Defense. Air Craft manufacturers will assume war time production.

Harbor Masters and shipyards are to start immediate construction of replacement carriers, battleships and cruisers.

A total of 4550 war planes are being sent to Edolia, Mintar and Riannen for defensive stances only. 1500 F22, 1200 X35, 1200 F15, 600 F117 and 50 B2 are in this category and available for immediate use by UnAPS. SAC has readied and mobilized 300,000 troops to Edolia, Mintar and Riannen.

The 22nd, 23rd, and 24th Battle Fleets along with the 4th and 6th Assault Fleets are enroute to Iuthia Military Outpost for a port of call and then rendezvous with alliance forces in the Haven Straights.

While we thank those in Phyrric for their support, we would like to remind them that there are, perhaps, others more in need of protection than we. We are a large nation and have adequate defense.

However, should Phyrric still wish to deploy, they will not be hindered.

The Howard Deans and Coulters close upon the site of the supposed "enemy city". Yakhont -3 missiles streak out towards the targets, leaving long trails of flame behind.

Thousands of tanks and troops of all countries strike out towards the "enemy". White flashes of flame and explosions rock the countryside...

Onboard the Titan:

"Authenticate...the message is authenticated Captain."

"Very well, inform the squadron we have orders to proceed to the waters of Allanea. Flood tubes, enter firing sequence, engage catepillar. Send final message to Epirus I for ECM measures of satellites until out of range."

"On my mark....dive dive dive bearing 108."

"Bearing 108 sir, depth at 100........120.......140.......160......"

The Ineffable 4th Fleet became visible just on the horizon. The 3rd was nearby, in international waters, observing.
Transmission to Allanean, FluffyWuffian and allied fleets:
"Greetings. Apologies for our lateness, but icebergs seem to take more than a few torpedoes to remove. It's a pity we seem to have missed some of the action. Is there anything we can do?"

The Supreme Republican Commander and his most trusted Command Generals sat and watched 'The Family Guy' reruns on the giant plasma screens in Tollan Fire Control.

The Supreme Republican Commander turned to his most senior Command General, General Itzcoatl "Well what do you think of the Allanea/Fluffywuffian joint wargames?"

Itzcoatl shrugged "By far the smallest 'massive' wargames I've ever seen."

The Commander nodded "I expected more booms" he turned to Staff Seargent Assad "What do the Black Guard think about their technology?"

Staff Seargent Assad shrugged "their preliminary reports say that both are technologically behind us and need at least 10 years and 100 billion DR to catch up, none of them seem impressed at all..........what the deuce......a whole bunch of The Ineffable Bob's ships just showed up off Allanea....."

The Supreme Republican Commander did his best Peter Griffen "Awh crap!" everyone chuckled " They're a little late for the 'massive' wargames maybe they're invading?"

Command General Baibars looked thoughtful "But invading whom?"

Command Genral Lassiter butted in "who cares, let's put in the season three DVD this one is over."

The Supreme Republican Commander nodded gravely "Make it so, oh and Seargent, send a message of welcome and a fruit basket to whoever the Ineffable Commander is.

Staff Seargent Assad nodded

General Thompson allowed the messenger on board, after a standard ultrasound scan of the fruit basket to ensure it wasn't a bomb, and transmitted a message of thanks to the Supreme Republican Commander.
