How about selling the all the tech R&D to the Community of Bariloche, under the condition of non-selling it or its products to anyone else of course.
It's not a production contract, it's only the buy of the tech for domestical use.

If you give production rights (wether it's they are for selling or not) you have to hand over the way to build them and how to fabricate the tech involved if the buying nation doesn't have it.
