We would like to contract you for creation of a combat simulator for the Allanean airforce. Basically, what we need is Windows XP/NT compatible software that will allow to simulate the actions of several aircraft and will be able to train pilots for air-to-air and air-to-ground tactics.
The system needs to be modular, allowing for use both from VT simulators and regular PC's and display of the events on main screens for instructors, and additions of new kinds of craft.
Also possibility for AI simulating foreign ROE.

Would you agree to make such a program for 15 million Gunch(being that this is a sub-contract for goverment needs, nevermind the tariff)?

P.S. The program should include AI and approximate simulations for Menelmacar gravships. You should includ some other sample ROE's and craft, but the gravships are a must.

We would be happy to provide a combat simulator for the Allanean airforce. No tariff would be imposed, given that this trade is permitted under HCO-217-83 and no tariffs exists under trades that are permitted under similar High Council orders.

15,000,000 Gunch [ooc: 58 million USD] seems to us to be an acceptable and fair price, with a possible addition of additional expenditures for AI development other than the Menelmacari devices and samples specified. We would appreciate 3 million Gunch up front with the rest payable on delivery.

Goobergunchian staff would probably expect to be paid approximately 21,000 Gunch a year, but that would be a matter between the Allanean military and the programmers' union.

We suggest that, due to the availability of weapons in Allanea, that the engineers undergo some free safety course before commencing work to avoid tragic accidents.
