"It has come to my attention that the islands in which the Empire exists are running out of room at an alarming rate. It has also come to my attention that hundreds-if not thousands of nations would benefit from the Empire ruling there. Therefore, the Empire will restart its policy of imperialism.

Now, this will not be the imperialism of the ol European powers. Nay, this will be a New Imperialism. one with humane treatment of subject nations, one which places subjects on an equal level acording to law, one in which freedom from the Empire can be achieved by means other than by force of arms, one in which subjects will benefit from having the Empire there.

To protect the rights above, I, Emperor Tiberius Stewart. issue the following Charter to be law for dealing with all nations that become protectorates of the Empire:

ARTICLE I - Rights of the Old Leaders

Should a leader be proven trustworthy and co-operative enough, he or she shall remain in power and shall take the title of Duke of his nation. He shall rule as the highest authority under the Emperor (or whomever the Emperor grants authority to) in that nation. The Duke shall not engage in wars not aproved of by the Empire, dictate foriegn, trade, or diplomatic policy under any circumstances. The Duke shall attend a meeting every year with the Emperor (or whomever the Emperor sends as his mouth) and every other Duke to decide on inter-Empire trade and such things. Foriegn policy is dictated by Imperial ambassadors, the Emperor, or anyone else aproved of by the Emperor-a Duke may not dictate it unless under special Emperial decree (meaning of the Emperor, not the word Imperial). Dukes are elected by the people of the conquered nation every 4 years.

ARTICLE II - Rights of Conquered Peoples

Conquered Peoples shall be treated as equal to all other citizens in the Empire-no one is above another. Conquered peoples shall obey the Duke and Emperor and the Law. Conquered peoples may join in the military, may run for office in elections, vote in non-regional elections, rise in rank in the Services, and may marry any other citizen in the Empire according to marriage laws. No person shall take any other person to be his slave, servant, etc. All people shall pay the Imperial tax as it is a global thing. regional leaders may raise the regional sales tax-all must pay that on items bought with the tax applying to it.

ARTICLE III - Law Matters

Subjagated nations shall create a police force that complies with Imperial Law and Regional Law. Imperial Law always overrides Regional Law. The Police Force shall not become bullies or enemies of the people; it shall be there to defend the people, not assault the people. The people shall vote on Regional Law not in the authoritive power of the Duke, and elections shall be monitered by people from all over the Empire.

ARTICLE IV - Imperial Aid

The Empire is to give money to the people of subjagated nations in order to reconstruct from wars, improve the economy, improve the standard of life, and things of the like.

ARTICLE IIV - Military Aid

It is the patriotic duty of all citizens of the Empire to defend the Empire at times of war. If war is declared on any region in the Empire, it is declared on all of the Empire. Each Duke shall have a regional force of 1,000 soldiers per 1,000,000 people to aid in the defence of the Empire and to defend the region of the Empire long enough for the Empire to fully deploy. Each soldier must swear his undying loyalty to the Emperor and the Empire, but is serving as Servant of the Emperor tthrough the Duke, the Emperor's extended arm"

If it is possible that weapons can be carried on it and it is from a nation that has openly declared that it intends to expand, yes. If it is a civilian plane, ship etc. We will give it a warning, attempt to lead it out and then if it does not comply we attack. Obviously we will destroy any military vehicle on sight with no warning.

Nimzonia Network News (NNN):

Today, General Jaarinen announced that defence spending would be increased in next year's budget, to counter the increasing threat of imperialist super powers. Funds will be invested in improved radar and satellite detection systems, as well as increasing the nation's air defences.

Some groups argued that the increased defense spending only adds to the problem, that an arms race among the countries of the world can only head towards disaster, and that the money can be better spent on education and welfare. Dissenters attempted to speak out at the Anchor Party Conference today, but were quickly censored.

Today, our heroic leader, Generalissimo Paulus Jaarinen, courageously announced that our mighty military forces stand ready to valiantly protect us from evil foreign invaders; communists, terrorists, imperialists, vegetarians, and France. He declared that Nimzonia will retain its sovereignty, and wisely reminded us of the country's motto, 'Pacis et armorum vigiles', 'Vigilant, in peace and arms'. Our future, and the future of our children, will be secured at any cost!
