Premier Boris Chlevenkov glanced to the intelligence reports of the situation in Zvarinograd... He shifted his jaw before setting the papers down on his desk... The ARSB did have a relationship with Zvarinograd, just not an extensive one. Chlevenkov thought to himself for a few minutes before calling in a communications technician.
"I want you to send a communique to the leader of Zvarinograd..." he spoke as he handed a handwritten note to the technician, who accepted the paper and nodded as he stepped out of Boris' office.
The technician walked briskly to his station and sat down at his desk and typed up the following encrypted communique to be sent to the leader of Zvarinograd (not Tratsky):
To: Zvarinograd
From: Boris Chlevenkov, Premier, ARSB
Subject: Current Situation
Contents:
Comrade, from recent intelligence reports, we see that a rebellion has begun and a coup de etat is possible. We are willing to provide any support we can to the native leadership of Zvarinograd, including military aid or asylum in the event a coup de etat does take place. We await your reply.

Chlevenkov then raised the National Defense rating to a 3 out of 7 (7 lowest, 1 highest, don't ask...) and alerted numerous interceptor attachments (outfitted with the DP-21A and DP-21G [both of which contain Zvarinograd hardware]) as well as fighter-bomber squadrons with the DP-21G, DP-02A, and the EA-135A/B/C. Four CL-17 early warning radar aircraft were put airborne and all air-defense battalions and emplacements were activated.

The situation is already out of hand, they have occupied every single airbase in the country, and are threatening to attack nearby nations to the Arctic Circle. As you might surmise, the Novaya Zemlya archipelago (north of Russia, the archipelago is my country's homeland) has access to Northern America, Canada, Europe and Northern Asia. We have recieved word that Tratsky has put both Pacific and Atlantic carrier fleets on full alert. He can initiate a massive air campaign anywhere in the world, posing a severe threat to the international community.
We will denounce this reform, but I and my remaining supporters have no choice but to seek asylum in your country and instate an out of country government until this situation is resolved. We are powerless, and peaceful means of negotiation has failed.
