Negotiations between rebels in Dobsinia and Hoboland-Invite

President Vincent Hook sat down at the table across from the new rebel leader, Joseph Harding. He light a cigerette and offered one to the man, who politely refused.

"Alright," said the President, "Lets get down to business. What seems to be the problem? Why has your group been attacking Dobsinia and His Big Hairy Wak Wak?"

The rebel leader leaned forward, and started to explain...

"Man, We hobos have been here for hundreds and hundreds of years. Then, out of nowhere, all of the free land is being consolidated by this country or that. While most of our fellow Hoboland residents have joined these countries, we just want things back to the way they used to be. Sitting in the shade of a tree all day without a government agent asking questions."

Harding then shrugged his shoulders and looked at President hook imploringly.

The president nodded his head, knowing exactly what to do.

"Alright, you just want to be able to just sit in the shade of a tree, with no one asking questions? Here's what you do. We can arrange for the ride and everything, and we can give you Territory 16, with all the trees you want. Hell, we'll even let you name it. What do you say to that?"

Willy Macks, the Official Elected Representive of the Allied States of Korallia, as chosen by the people, pounded his fist angrily on the desk, interrupting the rebel leader.

"A Ministry of Intelligence only blinds the people! You keep things from them because you want to do the thinking for them! I will not stand by and watch HUMAN BEINGS be deprived of the human rights of truth! I motion that all nations of Hoboland disregard the idea of a regional Ministry of Intelligence. To show my lack of support for an Intelligence Ministry, I offer the rebels a home in Korallia, where they will be treated as humans. Where they will know the truth!"

OER Macks pounded his fist on the table once again and stared across the table at the representitive from Dobsinia.

"Hide the truth, Minister. See what will happen."

Harding stared long and hard at Hook.

"I dunno, man. What about this IDO shit. What does that even mean? Sure, they start by arresting people in "their country," but where are they going to end? Intelligence quickly becomes secrecy in times like these. Who is to say we will even make it out of Dobsinia alive? No one, and the people in the know are the people in charge. It's scary stuff, man. What do you expect us to do?"

"In that case, Let's discuss the IDO as a region. What do you all feel the powers of the IDO should be. Should they be forced to disclose all information gathered to the leaders of the individual governments? And once the governments have the information, should they be allowed to do what ever they want with it? Let's discuss this issue in a sane manner (Looking at Mr. Macks)."

Macks takes a calming, deep breath. He glances across the table at his peers.

"By doing this, then you are making it pointless to even have the department, wasting funding that could be spent on better things. Let us just live as we shall, knowing what we know, and sharing what we share. Information wants to be free, sirs, so let us make it so."

The Intelligence Departments Representitive, Richard Phillips, begins by stating:

"We are not here to cause a problem. We are not hiding the truth, we are not corrupting your youth, or doing anything other than protecting all nations within the region."

"Before Dobsinia became a part of HL, rebel attacks were being carried out on the nations surrounding 'Territory 13', which is where Dobsinia is now located. We are suffering from attacks from rebels just as we are from the mouths of nations leaders who object to our protecting and preventing the spread of rebels and rebel attacks. If you noticed, we are not killing them, we are trying to contain the attacks to just Dobsinia."

Richard adds:

"If you have an insecurity disorder where you find it neccesary to jeapordize the lives of countless IDO operatives by requesting information that would other-wise be useless to others. Also, you say you will offer the rebels to live in your nation, while at the same time you want more information...Maybe its not you that needs to know more, but maybe us, and the nations whos' security is at stake."

"I think that it is perfectly reasonable to have a Ministry of Intelligence, even if it is just to warn us when attacks may take place. Also, we are not here to limit what other nations do with in their soverignty. We're here to help each other out. This is Hoboland, not the Middle East. I, personally, will allow this Ministry to operate within my country. If anything seems out of place, however, I will be sure to make a complaint, and follow through with action if it persists."

Macks closes his eyes while attempting to remain calm.

"One... two... three.... Okay. Okay."

Macks opens his eyes and his suddenly rather cheerful.

"As Harding as already said; in times like these, secrets will be kept. They will be held. War will bring about technologies that will not be released to the public for 'security' reasons. From these secrets, others will rise, and from these, even more. It is a vicious cycle that, once started, will never end. Let people live by themselves as they wish."

"All I'm saying, is that the Ministry of Intelligence's power should just be regulated by the different countries...Their power in your country might be close to nothing, in his country, it may be the government. Let the individual nations regulate there power, or not allow them if if that may be the case."

"We appriciate the 'official approval' of the ID's existence within HL. Our next issue is the force that may be used by IDOs in the different nations within the region."

"Occasionally, IDO's may be deployed to your nation with little notifcation, although you will be notified, and asked to keep the IDO's presence unknown until otherwise stated."

"We do not see the need to know everything when it is often too much knowladge that will allow a criminal to gain the advantage. Why broadcast a live stakeout on a drug lab? Because the police officers who are involved are putting their lives on the line already, and do not need any more media attention that can not only distract them from the objective at hand, but abolish the suprise and allow the criminal to see what is going on to try and capture him...Therefore, information will be released when it is safe for Operators or anyone else involved with the Intelligence Department, or with the government of any nation within the region."

[OCC: Alright, here's what we can do. Everyone write up a national policy on the Ministry of Intelligence. Include force, presence, power, everything. This will go on you nation's page on the Hoboland site. And Korallia? I need you to look at the pages for the other nations, and give me specs like those so I can put up a page for you. Official Statement as released from the desk of President Macks.

"The Allied Sates of Korallia, as a collective voice, refuse to acknowledge any powers of the ID and/or IDO's within its borders, and advise that all truth loving nations do all the same. Korallia also refuses to allow any ID and/or IDO's for reasons of Intelligence gathering, or any other action of the sorts."

"Well you note, Sir, that I have very powerful allies in very powerful regions, and currently, with these allies, the resources are available to not only supply the terrorists, but also 'crash' this region. However, know that we have no plans to do anything of the sorts. We here in Korallia are a peaceful people. Unless, of course, you force us to do otherwise."

"I can dig that, man. We just don't want those IDO's getting into our shit. And we are glad to move if it means that the true hobos can sleep the days away like our hobo ancestors before us."

Vincent Hook set what was left of his cigerette in an ashtray in front of him. "Alright," he said. "We'll have you on a plane to Korallia tommorow morning. You and your buddies. No more fighting."

With that, the negotiations ended. Everyone shook hands and went their ways, know that they'd be able to sleep that night in peace.
