General Hai sat in his residence in Bunker 145.b. He cut off the end of his cigar and lit up, taking a drag. As he was blowing smoke rings, the red phone rang.
"Yes? General Hai speaking."
"Yes, sir, we have a situation. The Republic of His Big Hairy Wak Wak has been attacked by rebels from Territory 13 near the Eastern borders."
"What?! When did this happen?"
"Roughly 2 Hours ago. We just now got word. They seemed to have seized three small tanks, as well as roughly 20 automatic machine guns. We're not sure at this time what the size of there forces are."
"I see. Send out a help message to other Nation States. How long before we can deploy troops..."
