March 15, 2004 - After years of civil war and economical distraught, Ciceras corrupted leader, King Drake, was assasinated at the capital while passing a law to legalize slavery. Ascending the thrown is King Juan Carlos Mateo, who will hopefully bring peace to the nation. After the coronation, King Juan Carlos Mateo adressed the Nations of the world to send support to the Islands of Cicera, and asked if any nations would also send Military Support to Cicera, to drive out the followers of King Drake.

From the Office of Foreign Relations in the Holy Empire of Grand Hobgoblonia:
Whereas the nation of Cicera has announced its pledge to stabalize with a benevolent monarchy, the Holy Empire of Grand Hobgoblonia hereby issues its support in the form of recognition of the reign of the new monarch of King Juan Carlos Mateo of Cicera in opposition to the late King Drake.
As a token of support, the One True Monarch of Grand Hobgoblonia, whose name is blessed, has instructed that support be given to the new monarchy in Cicera in the form of advice, being that should the new monarch of Cicera hope to retain stability and peaceful governance of Cicera, that he may rule firmly, and rely on the strength of none but his own, lest he should grow weak and dependent and be deposed by unwanted monarchs such as the weak King Drake.
