We would respectfully ask what purpose there is to these reports, since most of them seem to be entirely invented by the submitting nations.

My guess is that he doesn't know what the International Incidents forum is for. Everything here, aside from OOC (Out of Character) comments is roleplay. It does not necessarily mean game terms, however most people would want to you abide by certain standards. Read the stickies on top of the topic list to learn what those standards are. Above all else, at least try to read or look at everything and learn from what other experienced players are doing so you would not look stupid.
