At 10:56 pm March 13, a 7.9 earthquake hit the capital city of Berlinn. Hundreds are dead. We need assistance, our natural disasters and search and rescue teams are overwhelmed. Please assist!

7.9 earthquake? That's like nuking a city.
I will send enough helicopters so I can evacuate the city! Is your leader alright? I am also sending engineers to rebuild the city and i am sending 6 medical teams (12 people each).
The Tomeni government will send 200 rescue workers, and 20 K-9 units to aid in this time of distress. Furthermore the reknowned Tomeni architect Renzo Devrano has offered his services in designing a new, even grander capitol city.
