I'm guessing you misunderstood OOC and IC. IC means In-Character, the player's persona, which means the character of the player, not the player himself. OOC means Out of Character, the player himself is talking. Now you probably heard that you can't invade other nations in IC, but you can, you just need to roleplay it properly.
Role play? Like in the forums? How is that even done?
Go to a topic saying something like "war with..." and learn of that. That's what I did.

I don't think that's why they ignore you, I'm almost sure there are two basic thigs you don't do: 1) OOC-TG them before starting RPing and 2) You do not need provocation to start a war, but you do need a reason, even if it's megalomania :lol: .
