Taking bids for nuclear power plant construction project

The Incoporated States of Whyzardia is overjoyed to learn that a huge uranium deposit has just been discovered in our barren land! We are just beginning mining operations, which we are quite capable of managing on our own, but we seek assistance in the design and construction of a processing facility and a 100 megawatt nuclear power plant.

Rest assured that we have no intention of exporting any of our valuable find to anyone nor do we have the need or desire for nuclear weapons capability, we are a peaceful nation. But we would like to begin shutting down our cow-dung fired steam plants and replacing them with a less smelly alternative.

That depends on how much you are willing to bid for the contract. In keeping with our strict laws regarding government contracts they can only be awarded to the lowest bidder.

However, in addition to the actual contract amount we will also be willing to throw in the 500,000 metric tons per year of rather smelly organic fertilizer that our dung-fired steam plants will no longer require.

We appreciate your incredibly low bid price. However, we believe you have seriously underestimated the cost of constructing such a large project, $2.5 million is less than we spent on our new state of the art public library. Our stockholders seriously disapprove of huge cost overruns and insist that we accept only realistic bids for government projects, particularly those involving something with such advanced engineering requirements.

In light of your latest transmission I made the decision to refer the question of whether or not to accept your bid as a legitimate one to our Board of Directors, which has led to one of the most bitterly contested votes in our short history.

CFO Penny Pinscher put up a spirited defense in your favor, pointing out the huge savings benefits that acceptance of your bid would entail, but a slim majority of our board members expressed deep concern that the huge losses you would unavoidably incur would spell economic disaster for a nation with double our population and only a third of our GDP. Since our entire economy is based on beef, cheese, and organic fertilizer exports we would hate to see a potential market for our products driven into economic ruin on our behalf so I'm afraid we must reject your offer.

However, in token of the hard work that obviously went into your proposal we have also decided to donate the entire $2.5 million to whatever charities you wish to designate. Please contact our CFO directly and let her know where the funds should be sent.

Please see my replies to Cassopia above. ISoW does not wish to take the risk of wrecking the economy of small nations in order to reduce our costs. Nor do we wish to incur the risk of a nuclear accident, which we feel is increased substantially by nations willing to cut corners on design and construction costs. We would like to point out that we are expending in excess of 100 million Almighty Dollars for the mining operations alone.

[OOC: Please people, consider how much it would actually cost to construct a safe nuclear power plant and uranium processing facility before submitting bids!]

First, let's talk types- you sound like you're looking for Gen 3 or 4 technology-something in the neighbourhood of a Westinghouse A-600 or A-1000 type, with the passive safeties, rather than a Hanford-N type, correct? (The N-type is what most of the RW is running, Chernobyl was an N-type, same with TMI in New York.)
N-Types require active safeties-that is, you have to have power applied to the safeties at all times or they don't work and you can melt-down.
Passive safeties means that if you lose power to something like the cooling units, the reactor shuts down on its own.
(an example: in the A-600 type, loss of coolant means loss of steam-pressure, the reaction elements drop away from each other, shutting the reaction down without a human hand touching a control. Another example is the Argonne Number Six reactor tested in 1987-that system used a different element design that basically used metal-expansion to stop the reaction...)

We have also forsworn the development of Nuclear Weapons, and are quite happy to confine our N-Programmes to power generation. We don't use the N-type reactor because, frankly, it's not safe.
With a (Proportionally) large nuclear power sector, we feel we can offer you the best expertise, combined with the best pricing, of any nation here.
for Thirty-million dollars (United States 1960 equivalent, calculate for your inflation over the last few decades) we can help you build a Gen-3 reactor complex of the A-600 type. We won't build the whole thing for you, but we can show you how, train your workers, engineers, and administrators, and provide some critical components you may not be able to build on your own.
Initial Uranium Processing equipment is a bit more than that, I'm sorry to say-a Uranium smelter requires the closest of tolerances and safeguards, and the most carefully trained handlers. Total cost for one initial-processing facility is 25 Million USD 1960.
Payment plans can be arranged.

Passive safety is cheaper to build than active safeties because it's less complicated mechanically and electronically.
Additionally, I presume you want to reduce waste-containment, which means you want it to be a Plutonium Breeder type, so that you can re-cycle spent fuel rods. While this can be used in a Nuclear Weapons programme, most PLU produced is reactor grade in Gen 3 and 4 systems, and unsuitable for use in weapons.

This is exactly what we are looking for. We already have the construction capability to build the actual physical structures, what we need is assistance in designing the reactor systems, training for the engineers and technicians in how to operate them, and a source for the specialized components that our limited manufacturing sector is unable to fabricate.

Since we have an economy based mainly on exports from our huge cattle industry (though we are working to change this since we are getting tired of the overpowering stench) safety is of the utmost concern to us, we want no repetition of the widespread contamination generated by the Chernobyl disaster. So a Generation 3 A-600 plant with a passive safety system would be ideal for us.

With Nuevo Kowloon's proven track record of safe production of atomic power we doubt very much that a better bid will come along and will therefore close bidding on the contract at this time. According to our accounting department, your total bid of 55 million USD 1960 when adjusted for inflation works out to a very reasonable 745 million Almighty Dollars, which is well within our estimated budget for the project. We will be happy to wire you a down payment of 300 million AD now, with the balance to be paid upon completion of the project. Please advise us how many advisors you will need to send and when we can expect them to arrive so we can arrange appropriate accomodations for them.

Interestingly enough, we would be willing to provide for the removal of spent nuclear waste from your powerplants.

Our scientists often need this valuable commodity for civilian and military research, but because we lack any sizeable nuclear facility we find it very hard to get hold of.

Do not believe for a second we use this for WMD research and construction. Firstly we already have a small but stable and sufficent nuclear deterrant, and we must also point out both the civil backlash and international outcry we would endure. We can also garauntee this dangerous material will not fall into the wrong hands.

The only thing we ask is for basic security needs to be met within your nation. This arangement, we feel, will benefit the both of us to a great extent.

We are in the process of developing a preliminary plan to implement subsidiary power plants to use the Plutonium from our initial breeder reactor system. We were also planning to construct an extensive long term storage facility in an abandoned salt mine deep under Mt. Isore to take care of our nuclear wastes.

However, your offer looks attractive to us. Not only would it save us the enormous costs of constructing and maintaining the storage facility but it would also placate the small but very vocal minority of environmental activists currently living on the slopes of the mountain. Since they refuse to use automobiles and have to hike or bicycle some 150 miles to reach the capital to launch their protests we prefer to keep them out there and were actually dreading the need to displace them.

You will be welcome to come in and take as much of our nuclear waste as you wish until the subsidiary reactors go online and afterwards to whatever spent fuel comes out of them, though we reserve the right to retain whatever we think we need for our own research purposes. Security will be very tight however, we want to minimize any risk of accidents or hijackings during transport. You may contact our Chief Security Officer Hans Zupp to work out the details.

What your 55 Million Dollars has purchased is a full programme, not just a reactor, but the training for your crews, education to further your industry, and updates in the research and engineering fields so that your programme can progress into a profitable and positive future.

To that end, we will send the first advance-team in one month-this team will help your surveyors select the most geologically stable sites, assist your local development planners in plotting future expansions, and begin the necessary task of training and certifying your local construction contractors. Nuclear Plants (even well-made ones) require certain things that aren't common in standard civil-engineering.
The Advance team will work with you throughout the entire process.
The follow on teams will come in groups of 30, and include experts in each stage of the process. Most of them will be with you through only a portion of the process, and they will work with your people (Please recruit a minimum of five Trainee candidates per expert, to ensure the knowledge stays when our people leave...), and each team will be composed of the appropriate experts/master-craftsmen to really give your industry the old "Jump-Start".
About midway through the process, you'll want to recruit a minimum of 300 people to come here and study on our live reactors-experience and live-equipment training makes for a strong skill-base in application.
OUR intent is that at the end of this, you will be able to train your own people in the art and science of Nuclear Power Generation Technology-including the skills necessary to begin your own research and development in the field.

So, you should figure on peak accomodation for 300 personnel-but it won't be that many for very long.

Not a bad buy for the price...

The FMV Circumference,a specially strengthened vessel designed for this role, will collect the waste from the most convienient port. Our removal team, with the latest, safest equipment, will ensure quick and effiecent transport from your facilities to the vessel. Security for these units will have to be provided by domestic police units, and we will liase with Mr Hans Zupp as to ensuring this is carried out.

Nuevo Kowloon: Understood. We will set aside an entire floor in one of our high-rise casinos to house your advisors. That should be ideal, they will have easy access to all the amenities during their off hours and can use the extra rooms on their floor as classrooms. We have already begun recruiting the trainees and should have more than enough ready by the time your advisors arrive.

Freethinkers: That will be perfect. We will begin construction of a special port facility to use for the transfers as soon as our engineers and their Nuevo Kowloon instructors have selected a site for the facility. Once again, we want to minimize the risk of any accidents and do not feel comfortable in moving the material through any of our present commercial ports.

Aust: We are sorry but bidding was closed early on this project thanks to the fantastic package deal put together by Nuevo Kowloon. We will however keep you in mind when the time comes to construct the smaller subsidiary reactors that will feed off of our primary breeder facility.
