After a long long period of internal organisation into seperate peoples proltariat communes within Sovietsa, we are throwing open our diplomatic channels, and are welcoming foreign nations to build embassies and establish trade with our nation.
We also are looking for someone to help us with our terribly out of date army, navy and airforce, with both organisation and supplies.

Speaking on behalf of the Archduke and of all the citizens of the Grand Duchy of Monte Ozarka, I would much like to extend the hand of friendship to Sovietsa. If you are to open diplomatic channels, would you like to exchange embassies? I'm sure our two countries can come to an agreement.
Also, if you are in need of various weapons manufacturers, I can easily TG you a list of many. Since your nation is very small and new to the world stage, go with quantity right now over quality. My armed forces, right now, are clothed by Terronian and armed mainly by Seversky. Both are reputable dealers with fairly good prices for a newcomer.

we will welcome your embassy and your soldiers, however it is illegal to carry weapons without a National Soviet permit, so they may not carry weapons outside of the embassy grounds once built.
we will also take as many T-90's as you have left, and would be honoured to be counted as your ally
The T-90s arent mine, they belong to intelligent neighbours, but i can contact him(ive already tried just now, hopefully he should see that)
If he doesnt check it then i will be willing to sell you some T-90s of my own, second hand, but cheap, never been used in war! I am looking to sell them cheap because a new type of tank we have just completed the designs for is coming into production, and its nice! We will also paint the tanks with anti-EMP paint for you at no extra charge(even if you buy Intel Neighs tanks) as a gesture of goodwill.
