Okay, my nation is new, and I'm interested in looking for weapons and attire for my mass ignorant citizens to wear and use when they go into battle. I'm looking for cheap stuff. Quantity, not really Quality. Also interested in Tanks, Orbital Battlestations, and Planetery Defenses (The latter two for future references).
Also, what do you need to do in order to create your own stuff via R&D?

To make your own stuff, write a good RP (or at least announcement) of its production.
Keep the military budget in mind, though.

Well, no one will balk at you arming yourself to the teeth with dated Soviet(i.e. T-72 and MiG-21) or American(M-60 and F-4) systems. Hell, no one will really care if you arm yourself with modern frontline systems, so long as it makes sense.
As for the latter two points, I've never really been a fan of orbital battle stations. Just me, though. I deal with planetary defenses, although it's probably not what you have in mind; aircraft capable of spaceflight and light capital ships, mostly.
