I am Casimir the third, Prime Directorate of the Confederacy of Frozenhells.
As some might already know through their intelligence services, the nation I am the proud ruler of has been formed quite recently as a haven and gathering point of people of scientific background. We are a peaceful nation of science, research and technological progress.
Since foundation, the great majority of this nations R&D capability has been oriented towards one specific research subject. The advancement of theorical knowledge and practical application of exotic energy sources, more specifically methods and theories regarding zero-point energy, "vacuum" energy and what has been called the Casimir Effect, also known as negative energy extraction from fluctuations of the quantum void space.
Researches are gradually progressing toward the ultimate barrier, a limit where systems designed to use theories and concepts presented here actually generate as much power as they require to generate said power. This point is also known, in scientific terms, as a Q=1 power factor. A.k.a. the effective output of the system becomes equal to it's input. When said barrier is reached, it is believed that exceeding Q=1 will be far easier than reaching it, in a similar fashion to what has been achieved in the research concerning near-Mach aeronautics, where exceeding Mach 1 was far easier than reaching it.
However, as a nation of scientists, theorists and physicists, we are far too aware that any concrete realisation in our fields of study can or might be used for war, directly of indirectly, with potentially apocalyptic results... total anihilation of an entire solar system being, in such destructive scale, considered relatively small.
As such and in a purely preventive manner, I, Casimir III, will soon propose to the United Nations a resolution proposal to establish clear and effective legislation to permanently ban the direct use of exotic and/or non-conservative power generation systems in military engagements as well as any research concerning the direct application of such technology as weapons.
Evidently, the construction of the first large-scale experimental prototype will be announced soon after. Collaboration in the titanic construction of said prototype is hereby proposed as my nation, which I previously mentionned is still quite small and populated mostly by scientists, has evidently a very limited technical workforce and even any single large nation's economy would be incapable of covering the massive costs engaged in the hypothetical construction of said prototype, which would be physically quite large in order to compensate both for its inefficiency as an experimental platform and it's voluntarily sub-critical, highly secure design.
