Deep within the rolling countryside of the Grand Duchy of Saxe-Meiningen, a stone building stands. Decorated in Roman style, the markings above the tall stone pillars give testament: "We Defend Monarchy and Therefore We Defend Man." The large doors open to reveal marble floors and opulent furnishings. Paintings of the national leaders line the walls: the strong and determinantly independent Burgher Alten of Schwarzburg, the opulent Grand Duke Leopold of Saxe-Meiningen, the popular Emperor Dtas, the idealistic Paul VI of Phillipsania, the left-leaning Edward II of Morenstad, and other faces of glorious monarchs line the walls. A final set of doors opens up to display a committee room. Chairs line both sides of the room, with markers for each nation. It is here that the discussions of the Commonwealth of Monarchies occur, political intrigue, policy suggestions, and the like. Welcome!

The Morenstad Independent

MONARCHY RESTORED
GUTTENHAL- A traumatic year in the nation today has ended with the restoration of the traditional monarchy. Beginning with the new year, President James Connely made his intentions to sieze dictatorial powers clear. The Radical-Democratic government, led by Thomas Paine and Andrea Morgan, as well as the Nationalist opposition led by Daniel Uther searched for a solution. They found Edward, the grandson of the last king, Charles Augustus. A liberal and democrat, they found a return to the monarchy superior to a despotic regime. As Connely prepared a militia, the democratic elements in the Army seized him.
At this time Prime Minister Paine and Opposition Leader Uther proposed to a special session of Parliament, the restoration of the monarchy under Edward. Only the Communists voted against. Thus the Constitution was changed, replacing the President with the Monarch and a special referendum held for the people. The new Constitution passed, 89% pro and 7% against, with 4% casting blank ballots. Thomas Paine was forced into retirement for his serving during the Connely Presidency and Andrea Morgan made Prime Minister of the Government of National Unity. Edward was made Edward II, King of Morenstad by the Will of the People.

Edward II is the grandson of Charles Augustus, last King of Morenstad. He was raised ingrained with Morenstad's traditional values, freedom, equality and justice. Serving in the Armed Forces he gained a respect for all Morenstaders and decided he would serve the people wherever he could. After completing his service he served as a social worker. Politically he is a registered Socialist and constantly speaks as an advocate for organized labor. He is an idealist and wishes to concilliate all those with opposing opinions.

The new creation of the Commonwealth of Monarchies Chancellory came as a pleasant event to the people of Phillipsania. On this day, King Paul VI appointed the popular Minister Sir George Hutchinson as his attaché to the Chancellory. However, this being the first meeting, he wishes to be there in person. The Royal party is slated to arrive within the week. The king and representatives of the three estates will prepare to embark soon. However, for the time being, the King is contented to enjoy himself at the Palace of St. Gregory outside the Capital of Phillipsburgh. More news as it comes...

The Government of the Free Land of Morenstad and HRH King Edward II celebrate the creation of the Commonwealth of Monarchies Chancellory. The Government sees this as a vital step towards a powerful organization to defend the institution of monarchy across the world.
Acting Prime Minister Morgan and Foreign Minister Uther announced on behalf of the Government of National Unity that Charles Emmons would be appointed Morenstad's Envoy the Commonwealth of Monarchies. Regardless of the results of the upcoming elections, both major parties agreed to his appointment. Former President James Connely was killed in a prision fight today, unfortunately guards could not stop an unknown prisoner from killing him with a shank.
For the first major meeting of the Chancellory, King Edward II will be present with the incoming Prime and Foreign Ministers. May our future be great.

THE ESTATES GENERAL APPROVES CM
PALACE OF SAINT GREGORY- This day a meeting of the Estates General took place in order to discuss the importance of the Commonwealth of Monarchies in future Phillipsian affairs. Lord Alan Winchester (Tory), Prime Minister of the Third Estate, stated, "We have our greatest friends in this group, of which they have appointed us their delegate! It is our duty." However, some were skeptical, notably Francis Howard (Whig), who queried, "And are we to lose our national sovereignity in the process?" News from the second etsate was more unanimous as the Nobility, under the Lord Chancellor the Marquis Gerould passed the measure without difficulty. The meeting of the first estate, under Cardinal the Archbishop Pares led to a stalemate.
When it came to voting time, the three estates met in the grand ballroom of the Palace at St. Grgory. His majesty, King Paul opened the ceremonies with extreme pomp and vigour, in full regalia. His speech called for unity amongst monarchs against outside threats. The speech stirred up strong sentiment amongst the estates. His majesty's Estates General voted as follows:

The measure to take up position in the Commonwealth of Monarchies officially passed and Sir George Hutchinson was given official leave to start for Saxe-Meiningen. The King will join him there shortly for the first meeting.

In elections, the former opposition, the Morenstad National Party, was swept into power with a majority of the seats in the National Assembly.
Acting Foreign Minister Daniel Uther was invited by King Edward II to form a Government. Alexander Fox was appointed as Foreign Minister. Acting Prime Minister Angela Morgan of the Radical-Democrats was summarily dismissed as Radical-Democratic leader by a special session of the party council. Caroline Shuttler was elected as R-D leader

A ROYAL SALUTE TO OUR KING

PHILLIPSBURG: His majesty King Paul VI, the Queen, and an entourage of some twelve staff members departed for Saxe-Meiningen today to initiate the first meeting of the Commonwealth of Monarchies. The capital was alight with crowds of people waiting to wish their King a good journey. Soldiers lined the edges of the main avenue as the parade vehicles passed by. His majesty, wearing the white uniform of a Colonel of the Infantry, showed grace and style as the vehicle drove past. Never before has this writer seen such excitement and such hope.

The King attended a concert the previous night at the Royal Opera House. The new national anthem was sung for the first time. Written by Sir Anthony Beazley, "God Save Our King," has loud stirring chords which touched every member of the audience. The lyrics went thus:

God save our noble King!
Long may he live, in pow'r,
In happiness,
In peace to reign!
Dread of his enemies,
Faith's sure defender,
God save our King!

The Royal Military Band played the very same tune this morning at the Pacia Airport outside of Phillipsburg. There are already preperations for the King's arrival in Saxe Meiningen, where Duke Leopold and countless other monarchs are assembling.

His Majesty King Matrex A. Locke and Queen Jillian Locke would like to come to the first meeting of the Commonwealth of Monarchies. The King feels that this should have been done a long time ago. He is sorry that he could not write this letter himself. It is just that he is with his brother in the Kingdom of Jillland. His half-brother Donald Griffendorn is King there and His Majesty is trying to convince him to get involved with the Common wealth too.

His Majesty the Tsar of Dr_Twist, King of the Bulgarian empire, Emperor of the Austrian empire Philip 18th would like to attend the meeting, it is extremely rare for the Tsar to leave Dr_Twist for security reasons and when he does its for important issues only, today the Tsar stated in a speech he would like to attend the meeting as his family line goes back well over 3 millennia. We believe we could help out younger and new monarch nations and out presents in such a discussion would be welcomed.

Firstly, I would like to thank those nations which have invited me to join you today. I believe that if there is one thing we can agree on, it is that monarchies are the best form of government, and when they are threatened, they must be immediately saved.

Unfortunately, my nation needs saving. Recently, we have undergone a change of government under which a constitutional monachy would be established. During the elections, the Constitutional Party (COP), a sacriligeously anti-monarchy party, recieved less seats than they expected. They blamed it on our "slander", and subsequently seceeded.

My nation is now under civil war. They claim dominance over one of our provinces, Arsconia, where they recieved the most votes, although even then only 27% of the populace endorsed them.

I have sent troops, but they have been killed. You see, almost 33% of our army has joined them in this terribly illegitmate government. We have, however, regained 12% of Arsconia, previously under their control.

We can no longer sign the Constitution. It requires 80% of all MPs signatures. Seeing that only 77% remain loyal.... It is difficult.

I usually would not travel so far, especially not when my country is in such turmoil, but I break protocol and come to you in person because I deeply admire your comitments to monarchy. My nation's Crown lineage is over 500 000 years old; it is only recently that we have (tried to) become a constitutional monarchy.

The "Republic of Aberlee's" goal is to abolich the Kingdom, and execute me. Since my nation has but a small armed forces, and since the Republic has already been endorsed by another country, Feline, who is also offering to sell them weapons, I need your prompt and urgent support.

In the interests of supporting the ideal of monarchy, the One True Monarch of the Holy Empire of Grand Hobgoblonia has surmised that the Security Forces of Grand Hobgoblonia shall make an effort to contribute to the restoration of order in Aberlee.

Therefore, the Security Forces of Grand Hobgoblonia find it feasible to grant the use of 8,000 of its Regulars to the cause of Aberlee, on the side of the reigning Monarch, whereby they may used for military actions of any great risk, as a sign that Grand Hobgoblonia is a prestigious monarchy, willing to aid certain neighbors in need of assistance.

Our hobgoblin Regulars are armed with older AK-47 model assault rifles and have a limited overall amount of ammunition that may be expended.

It may not seem like much, but it is a significant portion of the currently activated security force in Grand Hobgoblonia.

This grant provides for the use of Grand Hobgoblonia's force of 8,000 Regulars to be used in military excercise in the internal strife of Aberlee, and upon determination of quashing of said strife, shall return home to Grand Hobgoblonia.

GUTTENHALL: Prime Minister Uther presented the National Assembly with a binding resolution today that would endow the Government with the power to deploy troops to the Kingdom of Aberlee to help those forces in their Civil War. In accordance with the Constitution the National Assembly must approve any oversees deplyment of the Armed Forces. As the Prime Minister and his Cabinet presented the proposal, the National Assembly exploded with boos and cheers. Radical-Democrats, Socialists, Union for a New Republic, People's Front, Democratic Front, Communist, and Independent Voice members all signaled their intention to vote against the resolution. Reasons ranged from Aberlee must maintain their own affairs to the Republicans who favored a Republic. Out in the streets, labor unions called a general strike to force to government to withdrawl its pledge. The Government has stated that it is vital to the Commonwealth of Monarchies to work that it must be proven to the world that the members will stand united. This explanation met with more mixed response. The National Party is also threatened with a split over the issue. With the announcement of the Resolution, Defense Minister Robert Spencer announced that a force of Observers and Medical Personnel were being voluntered immediately for any multi-lateral mission. It is unclear how the Government will handle its first major crisis in office and whether it will survive.

WAR!

The National Assemby voted 182 for, and 177 against, for the resolution authorizing the Government to deploy forces in the ongoing Civil War in Aberlee. 26 National Party members voted against the Resolution and resigned from the party. They joined Independent Voice soon afterwards. With those defections the Resolution would have been defeated but the Conservative Party joined with the Nationalists. It is understood now that the Government rests upon the support of the Conservatives.
"Although not as great a show of strenght as we had hoped, it is a victory," Prime Minister Uther said to the press, "6000 soldiers will be deployed as part of this force, as well as our previous commitment of meidcal personnel."
Socialists, Union for a New Republic, People's Front, Democrats, Communists, and Independent Voice established the United Council for Peace as an opposition coalition in the National Assembly. The new group has 75 members in the National Assembly. The Radical-Democrats opted to oppose the war on their own. Labor unions and student groups have vehamently protested the war.
King Edward II has been strangely silent on the issue, only issuing a press release today stating that he hopes the entire country will stand behind the fighting forces. As a Socialist monarch, Edward II is deeply divided. He hopes that all sides will find common ground. Unfortunately that looks unlucky.

Statement by the Zampresian Ministry of Foreign Affairs Concerning Insurgency in Aberlee, and the Royal Government's Request for Assistance:

The Imperial Zampresian Government notes with concern the existence of civil unrest in Aberlee. The Government of His Imperial Majesty deplores the acts of the factious, who by unlawful acts of usurptation, amounting to insurgency, have impeded the exercise of the Royal authority in parts of the Kingdom.

The Government of His Imperial Majesty, as a part of the Commonwealth of Monarchies, takes note of the King's request to that body for aid and support. The Government of His Imperial Majesty, viewing the tragic events in Aberlee with extreme disquiet, announces its willingness, in concert with other concerned governments to aid the legitimate King in the restoration of the Royal authority. as well as law and order in Aberlee.

Consequently, His Imperial Majesty's government has issued orders to the appropriate military commanders to prepare the Imperial forces for active service.

King Edward II's Address to the Nation:

"There comes a time every generation where every man must stand and be counted. Theses times are hardly ever easy and support is almost never unanimous. But it is in these times that the forces of good must present a united front against the forces of evil. Prime Minister Uther and the Government believe that it is right and just for Morenstad to intervene in Aberlee's Civil War. Much of the populace does not. But regardless it is time that we stand firm and united against the threats to our nation. I ask that all groups come to an understanding and that the rights of the people of Aberlee be put over the rights of either the Royalists or the Republicans. Any government must be made by their consent. As King I ask all people to listen and try and understand each other in these troubled times. Thank you and long live Morenstad."

GUTTENHALL: The United Association of Morenstader Students (UAMS) has announced a student strike across the country until Morenstad's forces are wiuthdrawn from Aberlee. Also, in Revolution Square, several protestors have taken to a hunger strike in front of the National Assembly. The United Council for Peace has said it will not stop nationwide protests until troops are withdrawn. Three Socialist Assemblymen ( a member of the UCP,) have begun a hunger strike chained to their desks within the National Assembly. Police clashed with and arrested several protestors who threw rocks at National Party headquarters. No one was injured.

The Ministry of War today released the following proclamation from the commander of the Imperial Zampresian Navy 5th Fleet:

Notification of the Blockade of Insurgent Provinces on the Coast of Aberlee:

I, the undersigned, Admiral of the Fleet, commanding the naval forces of His Imperial Majesty the Emperor of the Zampresians on the coasts of Aberlee, in consideration of the declarations of the various powers of the Commonwealth of Monarchies, and the commands of His Imperial Majesty, acting by virtue of the powers confided to me by His Imperial Majesty, declare that from 0100 hours local time on the 20th of March, 2004, all of that part of the coasts of Aberlee, declared by proclamation of His Majesty the King of Aberlee, to be in a state of unlawful revolt against Royal authority, with its ports, rivers, harbours, roads and creeks, is held in a state of effective blockade by the naval forces under my command, and that a delay of five days will be granted to friendly or neutral vessels in order to finish loading and leave the blockaded districts.

Steps will be taken against any vessel which may endeavour to violate the said blockade, in accordance with international law and the treaties now in force with neutral powers.

The newly formed nation of Acciaio would like to make one of its first foreign affairs actions to be a noble one. Because of this, an almost unanimous vote in the parliament (276 pro 34 con) voted to send a force of troops to assist the monarchy of Aberlee to throw off its rogue "republicans" who are trying to force their will upon the good people of said nation. The majority party in Acciaio, the Maggioranza party, especially lobbied for support of the downtrodden monarchy in Aberlee. The majority leader, Anthony Sforza, claimed that, "such a monarchy as the one at Aberlee requires any necessary assistance to continue its reign and better the Commonwealth of Monarchies." Thus Acciaio, a compulsory military state, is sending 200,000 troops to assist Aberlee to quell the rebellion, if the troops are still needed at this time. If any other nation would like to inquire military assistance of Acciaio, they need only ask, at which point the parliament will decide if said military action will be in our best interests. Earlier in the day a nationalist mob battled police and military forces across the capital. The protestors felt Morenstad's control over Little Morenstad to be insulting to Little Morenstad's dignity. "Good Morning. Recent demonstrations and terrorist actions across Little Morenstad have caused great civil disruption. This disruption is unacceptable and dangerous to the people of Little Morenstad. As of now the civil authorities are unable to handle the needs of the country's defense. That is why, as per my rights under the Second Guttenhall Pact, I hereby accept the responsibilities of Head of State of Little Morenstad. I hereby declare martical law throughout the country as well as suspending the writ of habeus corpus. A dusk to dawn curfew is also declared with soldiers given the order to shoot on sight anyone who may be engaging in treasonous action. All universities are closed indefinetly as well as all political organizations dissolved. Any public meeting of more than 4 people is considered to be a demonstration, which are also hereby banned. As of today, the Little Morenstad Special Security Service (LMSSS) is formed to root out traitors. We are well able to control the situation with these measures. Thank you, that is all."

As Prime Minister Baragh IV goes over his daily reports, he comes upon the deployment report for Grand Hobgoblonia's regulars currently peace keeping in Aberlee.

"Hmm, still no action, eh?" he verifies with Gor Morb, his Security Mnister. He tosses the 2 page report back in its manilla folder on his desk.

"What are our hobgoblins doing over there, anyway? I thought there was going to be some civil strife! Some monarchic repression of evil dissidents!" The Prime Minister seemed a little upset.

Grumk Nargol, the Intelligence Division Director, shrugged and attempted to compensate, "We haven't been receiving much intelligence on what's going on over there. A few other nations, some much bigger than ours, have stationed armies in Aberlee on the same mission, so this could explain the enemy's lack of will to fight."

"Well that's no reason for our people to be there then, is it?" asked Baragh, "What is morale like?"

The Security Minister answered, "A recent survey puts morale at an extreme low. The grunts are getting bored, and starting not to like looking at the local humans."

PM Baragh: "Is there anyway to save the situation? Cause a little trouble, rotate our troops, and still come out looking good?"

"Extremely risky, too many large nations there already."

"Pull them out then."
