As a young nation, The Most Serene Republic of Sidar Jabari would like to modernize its army. We currently spend 2.815 billion for military purposes.
We are making an invitation to bid.

Your nations are invited to propose us a "complete army" : naval, ground and air force, and maybe police. (OOC: modern army with the newest high-tech as far as possible, but not sci-fi)

Please note that the Most Serene Republic of Sidar Jabari consists in a main island (plus a few little archipelagos).
Uranium fields have been discovered in some of our isles and are being exploited, we own the most recent civil nuclear technology ( so nuclear military technology conceivable). We insist on the fact that our army is dedicated to take part in regional or international peace-keeping operations and to defend our territory. We don't intend to invade other countries or attack them unprovokedly. So we are not interested in biological, chemical weapons or such. We want to possess a strong deterrent force and a modern army able to withstand any attack, to send taskforce abroad and to react as quick as possible, especially to maintain peace.

You understand that we will consider it with care, and wait for other proposals. We shall give you a final answer within a week.

We understand that you would greatly prefer a larger naval contingent. Unfortunately, due to the size of your nation, and of the budget put forth, constructing a practical army has restricted our options. To put matters into perspective - Your entire budget would not have purchased one of the Dominion's large aircraft carriers, or even one of the smaller escort carriers. You could barely afford a single Juneau-class Battleship.

As well, the ship's company of a single Dominion-class Aircraft Carrier is larger than you are currently able to support, and that is without your air wing. Increasing the size of your navy too dramatically would have crippled one of the other arms of your military. The Dominion would, however, be happy to continue to supply your nation with naval assets as you grow, and could even alter the patrol route of one of our carrier battlegroups to protect your nation in case of invasion.

We apologize for having so badly evaluated the situation. We are a young nation. Thanks to your explanations, we understand better your offer.
We hope that, in the future, you will supply our nation with military assets as we grow, whether we accept your current bid or not.

The Empire and the Emperor wish to express to your fledgling nation the utmost luck in the building of your military force. We pride ourselves on our military, in particularly our navy, despite the fact we are not an island nation. Our navy is considered one of the largest and strongest in the world, and with your permission we would very much so aid you in building a force to reckon with.

First, we will send you military attaches and advisors to train a paramilitary force. Later these can be trained to further specializations or kept as a paramilitary/police force. We will provide our M-16 rifles, which we have recently decommisioned from a great military and police record. The M-16 comes with its bayonet/combat knife, or grenade launcer depending upon your preferance. Along the same lines we offer you a selection of pistols to choose from. All sorts are offered, but we do have a surplus of Glocks that we can offer for this service. Following this stage would be stage two of training.

Stage two would commense one year (ingame) after training of your paramilitary force. It would consist of more military attaches, advisors, and this time professors and generals to help teach your outstanding citizens tactics. This stage would also bring in different sorts of weapons, any of which can be decided upon when the time comes (in other words tg me what you want). This would allow you to also have a trained infantry force. With that we offer the opportunity for some of your men to come to our nation and train on our tank simulators, or jet simulators. As to give your future tank brigades and squadrons the opportunity to learn the basis to their weapon. Following this would be stage three.

Stage three would begin six months after stage two. This would bring in naval personel. We offer you our outdated ships of war which can vary upon what you wish. Currently your nation can not handle large battleships or battlecruisers, like our Juka Class or Chamberlain class ships. Upon your advancement these ships would be offered to you for a lower price then most other nations. We will offer missile frigates, cruisers, a Nimitz or Xev-Nac class Carrier, Virginia class subs, and patrol boats. We also will offer you F-16's, and F-15's at this point for your Aircorp. And will offer you M1A2 Abram tanks, Bradley Fighting Vechiles, and Devastator Assualt tanks depending on your preferance. Following this would be the fourth and final stage.

Stage four would begin two months after stage three. This would bring in advanced fighter jets, such as the NAF Phoenix or the NAF Twillight Bomber. Both of which are some of the most advanced fighters and bombers on the market today. We shall also bring in airforce personel to aid your corp. We shall also offer a Juka Battleship or Battlecruiser or a Chamberlain Battlecruiser (battleship is not for offer as it is our newest weapon and we do not offer it for sale). We also will train paratroopers, and special ops. At this point the option of a stage five will be brought before you. This would allow training in biological, chemical, and nuclear warfare. This would be your choice and would cost much more than your currently offered price.

Think about it

In response to a request from the Most Serene Republic, the Dominion has retooled our offer to reflect their desire to employ domestically produced firearms rather than rely on foreign suppliers for such basic supplies. As a result, we now offer you a full squadron of our tail-rotorless stealth attack helicopters to compliment the VTOL-capable stealth fighters we have offered you in the F-37E Shalakh. The price of the package has increased, but it is still well below your budget.

As well, in the interest of furthering relations between our two nations, we will offer training with the equipment we will be selling you. The Dominion will fly in instructors to train all aspects of your military except for one: The crews of your armoured vehicles, as well as the infantrymen assigned to your IFVs, and the crews of your attack helicopters will be flown to the Dominion to be trained at our elite Salem's Field Armoured Cavalry Training Center. There, they will undergo one of the finest combined arms training programs in the world, training in the equipment sold to your government, at our government's expense.
