Your best bet is to use one of the many Gross Domestic Product (GDP) calculators available and use that as a basis for determining your national budget.

Once you have a national budget, you can then determine your military budget (usually less than 20% of the national budget- which is in turn usually less than 20% of the GDP). Decide what tech level you wish to play (Modern tech, middle ages, swords and sorcery, far future, etc), and use your military budget to produce or buy the required equipment for your military.

Note that a small country like yours won't have much of a military to begin with, so buying a fleet of aircraft carriers is a little stupid. Start with a few interceptor aircraft, some ground-attack fighters, a few tanks, lots of LAVs (Light Armored Vehicles), lots and lots of SAM batteries, tons of artillery, a few destroyers, a couple of subs, a few dozen helicopters, and probably one AWACS plane.

That sort of set up will make it expensive for an enemy with a larger military to fight their way into your country, but is not capable of setting out on a path of conquest.

The way to develop your military is to post messages stating that your arms manufacturing companies have started delivering such-and-so type of weapons platform to your army/navy/air force/etc. You can post as many details as you wish about the equipment, but if you are buying them from other nations, most people will already have a pretty good idea of what to expect.

As you get larger, you can build up your military by increasing the numbers and types of weapons and weapons platforms you have. A rough rule of thumb that most nations adhere to is to avoid aggressive action until you're at least 100 million population. It would also be a wise move to avoid tangling with really alrge nations. Many nations in the game have more technicians for their Air Force than you have in your whole country.
