San Gang

San Gang, New Port, has opened up. We are a modern, yet small, city. We desire to become a SAR of Sino.

We were formerly a UK colony. We do not wish to be a lone city-state, we wish to have a degree of autonomy but be part of Sino.

(San Gang, New Port, is the name of a street in the London Chinatown)

We wish the following:

Our own legal system, based on UK law. We would have a Chief Justice.

Our own parliament, the Executive Council. It would have three hundred members. Of this, 10 would be appointed by Sino, 280 would be elected by the Sangang people and 10 would be senior judges.

Our own police, the San Gang Police.

Our own rule of the road.

Everything would be our own, except we would surrender our 1000 strong army to Sino, and request that they send a garrisson to our territory.

Sino would appoint our first Chief Executive. The temporary council suggests Mr Lau Ondung.

We speak Cantonese, some Mandarin (bad mostly) and some English.

Sino, please make us a SAR.

In reply to San Gang's request the following notes are stated from the Sinoese Military Junta.

1. The Sinoese Military Junta is grateful that San Gang is willing to take its place under the protective and caring wing of the Armed Republic of Sino.

2. Sino is located in a small offshore island group at the 175th longitude. Our strategic location in the Pacific Ocean ensures our importance.

3. Sino was founded in 2025 by a General Liu (for detailed history scroll down and view the post: http://www.nationstates.net/forum/viewtopic.php?t=108620&start=20).

4. The Armed Republic of Sino sees itself as a part of China and a bastion of Chinese nationalism. Sino embraces conservative, right-winged, militant nationalism. All separatist actions (Taiwanese, Tibetan, etc.) are vigourously opposed by the Sinoese Military Junta and will be ruthlessly crushed.

The Six Points (Sino's reply to San Gang's request to become an SAR):

1. Sino is most grateful that a small, Chinese-based new nation is willing to take its place on the territorial integrity of China.

2. San Gang is free to keep its 1000 strong defense force, provided that upon becoming a Sinoese SAR, ARSCF (Armed Republic of Sino Combined Forces) personnel are free to be stationed there. The defense forces of San Gang are to be rearmed by the Military Junta as soon as possible.

3. All those who hold San Gang passports are automatically eligiable to a 28-day visa to the Armed Republic of Sino. (Screening process still in place but the pace is quickened).

4. San Gang is most free to uphold and keep UK-based law provided that its government considers the following in lawmaking:

- Capital punishment should be applicable for the worst offenders.
- San Gang must never, in any way, harbor wanted criminals from Sino or its respective allies.

5. San Gang is to be DEMOCRATIC. Any abuse or manipulation of this priveledge is highly unacceptable and the offender(s) must be punished accordingly. San Gang must crack down on all political parties that are considered to be too extreme (e.g. Greens, Anarchists, Communists, Nazis, etc.).

6. The ten places of San Gang's governing counsel to be chaired by Sinoese representatives are due to be decided by the Sinoese Military Junta. The Sinoese CO (Commanding Officer) of San Gang is to be automatically confirmed placing in such vacancy.


We hope that our suggestions above are not of any incovenience to the people and government of San Gang.

Sino is bilingual, we speak both Chinese and English. Concerning the matter of San Gang's defense personnel (OOC: Please give an official force title), they should be incorporated into the ARSCF.

The 1000-strong San Gang Territorial Defence Force (SGTDF) is our army. We will surrender it totally to Sino, if they accept it. Its modern base and the three small surrounding islands can be the San Gang Garrison of the ARSCF's.

The government will not condone extremist politics. It's courts will be bound to surrender any of Sino's wanted criminals if they are found to be in the SAR. It will go through an extradition policy for ANY criminals wanted reasonably by other nations.

We will only permit democracy. We will also not enforce the death penalty. We would prefer simply to send convicted murders Sinoese justice, under the belief that they have wronged our entire nation.

We hope that this is sufficient. Sino may raise any problems. We would like to officially join Sino as its SAR on the 7th March.

We believe that this is the first real NS case of a SAR.

Official Statement Issued the Armed Republic of Sino Ministry of Foreign Affairs:

The Armed Republic of Sino is fully agreeing to the suggestions raised by San Gang.

However, the Military Junta has strong beliefs that the SGTDF should remain and be free to expand. The Sinoese, being militarists condone rigid discipline and military service is a great idea!

The ARSCF SGSAR Special Defense Deployment is due to arrive in a matter of days. It will encompass some 100,000 personnel of the ARSA (Army), ARSAF (Air Force), ARSN (Navy) and ARSMC (Marine Corps).

The SGSDD (San Gang Special Defense Deployment) will erect air and missile defense systems over San Gang with the expansion of the United China SDI network expanding towards the area.

The Military Junta has named an ARSAF Maj. Gen. Lei to be the Commander-in-Chief of the SGSDD. Lei has had prebvious experiences in Sino's colonies and fighting the Tibetan separatist threat in Mainland China.

We wish that inthe future, San Gang and Sino may have brotherly relations as what flows in the viens of San Gang's people also flows in the veins of the Sinoese. Surely, cultural exchanges and joint military exercises will strengthen that blood and bone tie.

NEW HARBOUR SQUARE

The flag of Sino rose beside the flag of San Gang over New Harbour Square. The leaders of Sino sat down as the Standing Committee of the Executive Council of San Gang SAR stood up. They, each holding a copy of the Basic Law of the SAR were introduced.

Executive Secretary for Finance - Professor David Tsang
Secretary of Security - Mr Tse Mun
Secretary of Home Affairs - Miss Cheung Onsei
Secretary of Public Services - Mrs An Yeung Lam

The Head of Government, Mr Lau Ondong, requested that Sino's Head of State became their head of state. The Chief Executive and his government and the just-elected Legislative Council were all sworn in before Sino's leaders. The Chief Executive then swore in all the judges.

General Liu is honored to become the San Gang's Head of State. However, due to his genuine benevolence, he prefers not to be worshipped like some cheap third world dictator.
