"Sir our intelligence agents in Catania-Marinov say that one of their territories may be rebelling again. We still have some units stationed there - should be bring them up to defence level?"

"Yes. Also send a message to the Catania-Marinov government offering our help again."

The Chambers of the Schultarian National Assembly were covered with the din of 400 nervious voices anxiously watching the Directors' Balcony, where they expected a long rhetorically stunning speech from the three representatives of the nation. 45 minutes after being called in emergency session the Central Director Elliot Schultz, flanked on both sides by Secondary Directors Harlen Damien and Joan Covey, appeared before the anxious group.

"By the terms of The Treaty of Protective Union which was hereby ratified no less than several days ago, our ally has now been placed in a situation of defensive compromise. A general election to the Schultarian People was conducted last night regarding the committment of troops to Catania-Marinov's defense. 87 Percent of all eligible voters turned out; 92 percent have agreed to commit troops. We must begin the necessary preparations."
