In an office in Saint Guineford's several leading Officers of the Kriegsmarine were gathered

As one man entered the room the others stood. They had been seated around a long oak table with red cushioned oak chairs for each officer. A few bored looking guards armed with assault rifles stood around by the doorways.

"Greetings Generaladmiral" the Officer at the head of the table said, saluting the newcomer, their dark blue uniforms were almost identical, although the marking's on the collars and wrists pointed out that the most highly ranked officer was the newcomer.

"At ease Gentlemen." he said, "Seat yourselves." he did not follow, although a chair was left vacant at the other head for him to take should he wish.

"I assume you all know what this is about." there were a few nods from around the table as the Generaladmiral began his speech, "Piracy has long been tolerated as a way for young officers to gain experience in the field as well as, in the days of the previous regime, to allow them enough money to buy a promotion...however, and I draw your attention to page 5 of the booklets I have distributed..."

The Generaladmiral paused, allowing the rustling of paper to subside, "Some crews have been becoming sloppy. Recently there has been a raid by a Protected Cruiser... this was restricted to Patrol Boats and Torpedo Boat Destroyers for a very good reason...it is difficult to mistake a Cruiser for a pirate vessel."

"Sir?" a bearded officer asked. He looked the very image of the swarthy Sea dog, looking a little out of place in his well-trimmed uniform.

"Konteradmiral?"

The bearded man licked his lips, perhaps nervously, although he didn't look the type to show outward signs of nervousness, "What has the International reaction been."

The Generaladmiral paused momentarily, "None as of yet, with luck it will all boil over..."

*The young intern handed a slip of paper to the Commander-in-Chief of the Imperial Army.*

"What! The Dyelli Beybi navy has been spoted doing acts of piracy? Send them a comunique. We must know what their up to."

Haton: Prime Minister's Office

"Comrade Prime Minister, we have some interesting footage from one of our spy satelites." The Prime Minister looked up from his newspaper. "Yes?" The Messenger nodded, "Earlier, we picked up a distress signal, and turned one of our satelites towards where it came from. The crew said that they suspected that it was a ship from Dyelli Beybi. Apparently it was a cruiser, not something that pirates have very often." The Prime Minister tapped his pencil on the desk, "May I see the video?" "Yes, it is on channel 3." The PM picked up his remote and turned the large telescreen to channel 3...

A large merchant ship is fleeing a cruiser that is about 300 yards behind it. 2 minutes later, the cruiser catches the merchant ship and docks with it. Bright flashes can be seen on the ship, gunfire.

"A storm came in soon after and obscured our vision." The PM pulled open a drawer and thumbed through some files, finally coming to the one of Dyelli Beybi. "It says here that they have allowed their officers to commit piracy for some time now. Keep me informed, and watch them closely."

ATTN: Pirate Activities

It has been reported an unusually large ship has been used lately by pirates for their illegal activities. Most attacks are carried out by small armed boats, but a yacht has been taken by what our intelligence calls a "Military Cruiser". The ship was unusually well armed and looked like a foreign navy vessel.

Preliminary evidence has stated it might be a vessel of the Dyelli Beybi navy, but this has not been confirmed yet. Any pirate attack must be dealt with seriousness and the Air Force can be called upon to deal with large pirate vessels. Stealth submarines will be patrolling the areas around harbours and naval bases from now on.

*Border of FPS waters, Sector 462*

"What the hell? It's one of ours!" L.t. Marinov, commander of one of FPS's many Coast Guard Cutters, stared at the ship.

Hix executive officer nodded. "The S.S. Curtess. Registered as an FPS Cargo Freightor. Definitly one of ours. Due in the docks of Liberty City...tommorow."

"What? It's at least two days away! What the hell is it stopped for?" Marinov was becoming suspicious. Picking up the loud speaker, he hailed the ship again. "S.S. Curtess, this is the Free Pacific States Coast Guard. Please respond immediatly."

Again, no response.

"Bring us along their port bow, prepare to board the vessel. All personell to be armed." Marinov said, walking towards the armory himself. "I'll lead the party. You have the con."

"Aye sir." the X.O. said. Within minutes, Marinov, along with 11 Coast Guard officers, boarded the ship. What they found there was the most horrible sight the crew had ever seen.

Vice President Daniel O'Conner sat at his desk in the Capital Building. President Terrus was on vacation, and so he had been charged with preparing a response to the freightor's being pirated.

The tape made by the coast guard came to an end, with the commander of the coast guard cutter saying that, judging by the style in which the ship was taken, and the tactics, it was probably the work of an actual naval vessel, not just a random pirate.

O'Conner sighed. "Launch an investigation immediatly. I want to know who would order an innocent freightor's crew killed merceslly......and what type of government would support that kind of person."

The two men sitting across from him nodded, and stood. One was a high ranking FPS Intelligence Agency operative, the other part of the justice system. O'Conner looked at them. "And inform the families before you release any information. I want it broken to them easily, not in the form of a news article."

Both men nodded, and walked out.

IC: The wind out of the north was fairly strong as a taskforce Monkey travled south through the squall straits and into the Southern Klatchian Sea. The problems had been cropping up since the formation of the Nationalist Socialist Government in Dyelli Beybi. And the blatent act of piracy was disconcerting to say the least.

Now with an apparent Armada moving into near Klatchian waters, and several seemeing to be aiming for Cyro. The Admiralty of the Grand Dual Duchy was a bit concerned and had ordered a few ships to keep an eye on things.

It was the normal tactic, the Tzarists minions would get a bit too greedy and the Alconians would send Eight manx armored cruisers, 12 fast frigates, and an assortment of torpedo boats into the area to demonstrate their displeasure to the Tzar.

The Lt. Admiral Jenkins was not standing on board a mere cruiser. The Admiralty had decided to demonstrate a little more profoundly. The normal taskfoce had been suplimented with two additional armored cruisers, a small Helga Class VTOL Aircraft carrier and four of the new Arx Battlecruisers.

Admiral Jenkins smiled at his small little force. It was more symbolic than anything...but he got to play with four of the New Arx class which would be fun...

Greg Warthas, Harbour Master of Andunie, the most important harbour of Sidar Jabari, was reading the daily reports, when a young officer entered his office, giving him an urgent telegram.
Warthas was an old seadog, used to keeping his head in all situations, but as he was reading this message, he let out a swearword, and dashed out.

Three black limousines were parked in front of the Palace of the Doge, Julius I, who ruled the Most Serene Republic of Sidar Jabari.
In an ornate meeting room, three men were seating around a long teak table. There was an empty ebony chair inlaid with carved ivory, at the end of the table.
A young man entered. He wore a long white silken unadorned tunic, and a turban with a small ruby before. He sat in the chair and then one of the three men began to speak.
"Greetings, Your Highness. I am Greg Warthas, Harbour Master of Andunie (OOC:He's approximatively the Minister of Navy). I apologize for summoning this council tonight."
"It's alright. What happened?" said the young man, who was in fact Julius, the 20-year old Doge of Sidar Jabari. "I can see Ezel Rachnov, the Griffin Knight (OOC: ~ Defence Minister) and Enzo Grimald, the Great Legate (OOC: ~ Minister of Foreign Affairs)."
Greg Warthas spoke again, "Earlier, a ship of our Merchant Navy picked up a distress signal and, as our people has always done, decided to go and help that boat. But when our ship arrived in the area, the captain saw a large merchant ship, which was fleeing an unusually well armed ship that was about 300 yards behind it. Two minutes later, the cruiser caught the merchant ship and docked with it. Gunfire and violent explosions could be heard. Our own ship decided to retreat, because it was unarmed; and its captain immediately sent this message."
"It is but an act of piracy which doesn't concern us, does it?" asked Ezel Rachnov.
"It does." replied Greg Warthas. "Indeed, the attacking boat was not a mere pirate boat. It was a Cruiser of the Dyelli Beybi navy... "
"But it strongly violates all international rules!" the Great Legate cried out.
"This cannot be! It is so dishonourable and shameful!" said Julius.
"Unfortunately, in military and intelligence circles, rumour has it that Dyelli Beybi has allowed its officers to commit piracy as a kind of training." said Ezel Rachnov, looking grim.

The young Doge was shocked. He asked his counsellors what they should do. He had confidence in these men who were competent and above all faithful and reliable. They all were friends of his father, the former Doge who died two years ago, and they helped Julius to rule the peaceful Republic of Sidar Jabari.
"I will wire Dyelli Beybi a telegram for us to know what they are up to. I will send messages to some embassies, maybe other countries know about that event” said the Great Legate.
“The naval base in Andunie is already informed and on the alert. They will trace our merchant ships and The Unicorn, our stealth submarine is patrolling in Sidar Jabari waters” said the Harbour Master.
“I will ask our Intelligence Service to investigate, and I will personally contact the Free Pacific States military officials for further information. I have met one of them in an international congress last year, as far as I remember” the Griffin Knight added.

The young Doge nodded: “Please do what we decided. Oh, Enzo, tell the FPS ambassador that I sincerely sympathize with them, that we will do our utmost to help them and cooperate, even if our Army is not really big and our people …”
Ezel Rachnov interrupted him: “Our people is peaceful but fierce and virtuous. We are reluctant to take part in conflicts, but we will ferociously defend ourselves and our ideals. Our people admires you and is proud of you.”
The others energetically nodded. Julius was touched.

The meeting ended at 11:00 pm. Three limousines left the main courtyard of the Palace. It was heavily raining. Eastwards, a flash of lightning streaked the sky.

I hope the Free Pacific States won't be angry because I included them in my part. I wish we could write common parts and they we will include my nation in their stories. :wink:

OOC: No there would have been no flag on the vessel, but it would have quite obviously been Dyelli Beybian from the design (they're the only modern navy that uses Pagoda Masts). The ship that took part would be seen to be fairly small by modern cruiser standards and primarily decked out for AA work.

"Grossadmiral von Scheer" a young looking man said, bouncing to his feet and saluting.

The head of the Kriegsmarine curled his lip in distaste, "Let's cut through the formalities." he said, moving to seat himself behind his desk. There were two other men in the room, standing to attention in front of the swivel chairs they'd been seated in moments before.

The Grossadmiral pressed a button on his desk, and a video came to life on the wall behind. The other two men, turned to watch it, "Sit down. You're blocking my view."

They obediently sat. The video did not last long, but by the time it had finished a grimness had settled over the room, "Right now, it seems we have a small problem on our hands."

"It wasn't very discreet." one of the more junior officers ventured.

"Discreet?" von Scheer's voice rose to near a yell, "It couldn't have been more obvious if they'd been waving Socialist banners and singing 'Oh what a lot of pyramids we have'. Now who is responsible?"

"Kapitän zur See Adelle Collins" the other junior officer responded.

"A woman?" the Grossadmiral gave a crooked smile, "I always said it was a mistake letting them into the Kriegsmarine..." he gave a short laugh, "But it could work in our favour, temporarily stand her down from her command and give her an official reprimand, I meanwhile will draft up an official denial of everything. I don't think it will buy them off for long, but at least the foreigners will be given something to chew on for a bit."

he paused, thinking, "I want patrols stepped up, but remind crews there are to be no 'extracurricular' activities until they're told otherwise. Also get a message out to Konteradmiral Ewing, I want him back here with the Lord Fisher and associated vessels, we could do with them if it comes to a fight."

(OOC) Dyelli Beybi is still a little old fashioned when it comes to women in the military. They are only permitted to enrol in the Luftwaffe and recently as officers in the Kriegsmarine.

The PM sat at his desk thumbing through some recent economic reports. There were a few raps on the door, "Come in." The same man that came in before walked into the room, "Mr. Prime Minister, I took the video to our military analyists. They confirmed that it was Dyelli Beybian. It has Pagoda masks, which no other known nation uses on their ships." The Prime Minister let out a long sigh. He turned to the teletype machine on his desk and sent a message.

Official Message to Dyelli Beybi

Greetings, we have evidence that ships of your navy have been committing acts of piracy. Attached is a video showing one of your crusiers boarding an unarmed merchant ship. We demand that the Captain of the cruiser be sent to the nation that the merchant ship belonged to.

The Kriegsmarine of Dyelli Beybi wishes to deny in the strongest possible terms all involvement in piracy. We are investigating allegations and will present a report on the subject shortly, which we expect to exhonerate all boat crews.

(OOC) Here's a small note on Dyelli Beybi's territorial waters. During previous regimes expansivbe areas of minefield have been layed down, restricting surface vessels to hugging close to the coastline from either Fasta Benj or Jiggardy. The Current administration has spent a fair amount of effort clearing small coastal areas for fishing while ensuring waters are still dangerous further out. The Kriegsmarine itself doesn't have access to an accurate chart as to where the mines actually are.

Check the Alcona and Hubris supplied to get a better idea as to what I'm talking about.

Oh yes and the definition of a Pagoda mast: A style of conning tower and foremast used in several Japanese warships. It is a bulky and large foremast that dominates a ships profile. Below is a picture of one, it is the front mast.

SECRET MESSAGE for the Prime Minister Dimitri Nikolai of Hattia


I am glad that our nations will henceforth cooperate. I wish both our people would become friends and work together in the future, even when that pirate incident is finished.
I propose the establishment of embassies between us. I have personally reserved you (and your future ambassador) the Horse House, an ancient and rich building of historical interest, located in the main avenue of Abu Gosh, the capital of Sidar Jabari. If you agree, M. Albert De Viera, one of our senior diplomats, will go to Hattia for him to become our representative in your country. Please, welcome him.


Concerning piracy, five frigates SeaHawk are moving to the area. Captain Alexander is currently in command. He is told to radio ahead as soon as he arrives there, and to coordinate his actions with yours, in case you attack or are attacked. He will then place his taskforce under your command because you better know of that area, which is relatively far from our territorial waters. We would be grateful to you, if you accepted to escort our own merchant ships, as we cannot send enough battleships in that area.

We insist on official acknowledgement and apologies from you, and we require that not only the Captain of the Cruiser, but also those who gave such orders are tried for illegal act of piracy and crime against peace, before an international criminal court.

Grossadmiral von Scheer's face set into an expression of grim determination as he read the Jabarian message, "Right. We need an immediate response." he declared to a clerk.

"Also I want it made abundantly clear to all persons involved, in particular the Captain of the offending vessel, that we will not sacrifice officers for some foreign crusade." the way he pronouced 'foreign' was almost as if it were some kind of swear word.

Later that day a further declaration came forth from the Kriegsmarine, sent to the Government of Sidar Jabari specifically, but encoded so poorly that anyone could read it...

We apreciate your concern, however we are yet to find any evidence of Kriegsmarine elements commiting piracy in International waters. We would ask for some evidence of such behaviour before we go into a process of sorting through our Captains for a 'pirate'.

Pirate vessel strikes minefield

It was reported a pirate ship operating near Jeruselem territorial waters struck a minefield protecting the Solomon oilfields. While the navy found fragments of the pirates ship still floating, it is believed the ship did not sink and managed to stagger home. Most local vessels are aware of the ever-present minefields in particular areas in Jeruselem, but pirates often strike them as they are not totally aware of their location.

Navy spokeman said "It is evident the ship was not a small speedboat or vessel, but much larger. It would have been sunk. In this case, one of the mines of the outer area was hit and the vessel was attempting to skim past it without detection. For pirates it was lucky it struck one of the old-fashioned mine as our newer Vader mines are far more deadly"

Lord Time Lapse was at his desk attempting to get a crappy old Macintosh SE to run when one of his trade advisors adn military adisors knonked to come in. He grunted for them to come in, never taking his eyes of the odd mixture of components inside the computer.
"Yeah?" he asked after sevral minutes which they were both standing there doing nothing. "What do you want?"
"Sir-" started the trade advisor
"There have being cases of piracy sir" burst in the military advisor
"Where?" Asked Time Lapse
"er... in a large radius of aroun 1000km of Dyelli Beybi Sir."
"and why does this concern me admiral?"
"well... sir-" hesitated the military advisor
"We have trade routes going through the area, we fear that we may lose billions of dollars of goods if we travel through there. i say that we dont send ships through, there, its just to dangerous. We must find another way to gate to our trading ally" said the trade and finance advisor
"I argue the feeble trade ministers arguments sir. I think that we need to sniff these pirates out once and for all. I believe we have to face the pirates, our navy is more than well enough equipped." said the military advisor
"I have to agree with you admiral" Replied Lord Time Lapse "We will lose to much money if we bouycott the area."
"Sir-" argued the trade minister
"My descision is final officer" replied Time Lapse, "With the next convoy going through, make sure you smuggle in a ship carrying several billion dollars of equipment, and have a 'light' visible escort. This means 2 catfish Skirmish II ships and 4 catfish Gunboats. That is all the enemy wil see. But also have about 15 Catfish Torpedo subs within 2 kilometers, that way, the enemy wont see them, and we can capture the enemy ships, and identify the pirates nation."
"Yes sir!" Replied the admiral as the advisors left the room

The convoy

The Lapse convoy left the harbour of Citrana early in the morning, It had 7 large argo ships in it, each carrying several million dollars of cargo, and one ship which was carrying 4 billion dollars in gold. This one ship was being closely guarded by 2 of the catfish Gunboats detailed with the convoy, the other two were further to the back of bthe line. One Catfish Skirmish II ship was up the very front of the convoy and the other was down the back. Surrounding the convoy, in a 2 km diameter were 15 Catfish Torpedo subs, all hidden from enemy view. It would not be long before they were in the pirate area, and there they would serve a purpose.

"WE NEED TO DO THE SAME TO THEM! EYE FOR AN EYE!"

As military advisors, congressman, senators, and even some of the guards fought, Vice President O'Conner sighed. "ORDER." he yelled again, banging his gavel. No one listened. Of course, when you have twenty men in high positions fighting with each other, the chances of getting them to shut up are slim and none.

Walking over to his secret service agent, O'Conner smiled. The woman looked at him strangely. "Yes, Mr. President?"

"Give me your gun, will you, agent?" O'Conner asked.

"Of course sir." She responded. He took the gun, walked back to the table, and fired seven shots into the ceiling. Immediatly, everyone shut up. Giving the gun back to the agent, and waving off the police officers and soldiers who had just run into the room, O'Conner sat down.

"I need a course of action people. What the hell is it?" O'Conner asked. One of the senators turned to him in response.

"We respond to Sidar Jabari, thanking them for the information, and asking them what their current course of action is. Then we contact Hattia, see what their planning."

"What about Dyelli Beybi?" a general asked.

"We do nothing." O'Conner replied, seeing what the senator was planning. "We need evidence, and everything everyone knows about what happened before we can try to confront Dyelli Beybi. Turning back to the table, O'Conner banged the gavel. "Dismissed. Get those telegrams out ASAP, and Admiral, get some ships out there immediatly. That's it. Get some sleep, people, you'll need it tommorow."

I'd formally like to thank you both for telling us that it was Dyelli Beybi who enjineered the attack. We've had little dipomatic contact with the nation, and would never have realized it was them. At this point, we are sending some ships to meet with your fleets, but that is all. We are not quite sure how to respond to this emergency.

In any case, what is your plan of action in regard to these acts of piracy? Which side are you on, or do you wish to remain nuetral? Also, would you please send any and all evidence you may have on the attack? We may need it in the future.

Dyelli Beybi sent this to Sidar Jabari specifically, but the code was so simple that it was equivalent to a public declaration. A so poorly encoded telegram was so easy to be intercepted.

"So they deny everything..." thought Greg Warthas, "they are making fun of us..." He thumped his fist on the table.
BIP...BIP... The Harbour Master looked at his computer screen. He pressed a button, and a large telescreen stuck out from the wall opposite the desk. The faces of Ezel Rachnov, of Enzo Grimald and of the Doge Julius appeared on the screen. The video-conference began.

"Have you read Dyelli Beybi message yet?" asked Ezel Rachnov.
"Yes, and I feel disgusted: what a dishonesty!" replied Greg Warthas.
"It was quite predictable," said Enzo Grimald, with a weary voice.
"So, what should we do?" the Harbour Master asked.
"Enzo will immediately send Dyelli Beybi a copy of the videotape Hattia gave us and ask them how they can explain it," the Doge said, looking stern.
"We have also received an official message from the Free Pacific States. They thank us for having shared information and intelligence," said Enzo Grimald, "they want to know our policy in regard of these act of piracy."

The video-conference continued until 8:00 am and finally, communiqués were sent to different nations.

In the dense fog of the Squall straights, at a supposed oil rig the D.B.P.S. Corvid was undergoing a somewhat illegal retrofit operation...

Kapitän zur See Thompson was talking a nap in his cabin. The ship had been mostly loaded up with the new weapons, and they were really waiting for the Word from HQ to get moving North. While what they were carrying was technically illegal, it had been decided that it could make all the difference for Klatch in the Northern War.

There came a rap on the door, "What is it?" Thompson demanded, opening one bleary eye.

"Major problems coming up on screen Sir."

"$*^&^$(@@*!!" And everything had been going so well too. The Kapitän was quick to make it to the bridge, where a band of lesser officers were pouring over sonar and radar screens.

"We're picking up a small surface fleet at 15 nautical miles (OOC: c. 30 km) Herr Kapitän" one Officer explained, "It seems to be some form of merchant convoy, normally we wouldn't have woken you up, but we're getting no fewer than 8 sonar pickups...there's a bloody submarine Armada down there."

The Kapitän nodded, "They won't pick us up as a distinct object while we're still docked at this rig will they?"

The other officers shook their heads, the Kapitän nodded, "In that case we'll stay where we are, we'll radio back to base that something fishy is going on, pardon the pun."

Meanwhile the Kriegsmarine propaganda machine was working overtime, "I heard a rumour one of ours hit a mine in Jerusalem waters." one clerk said to another.

The other shook his head, "Nah, that's propaganda. Raiding out that far would be just stupid when there's plenty of pickings in the Squall straights. And anyway the Captains have been order not to raid anymore."

The first clerk gave the second a suspicious look, "How do you know that?"

The second gave a grin, "Typed the memo up yesterday."

"The only one not on Patrol is the Armoured Cruiser D.B.P.S. Welles, she's berthed in Cyro right now, but the Kapitän zur See is sick with a case of Dyelli Fever."

The Grossadmiral rolled his eyes in disgust, "We must have a capable Kapitän zur See hanging about in port somewhere?"

The aide coughed uncertainly, "Oddly enough Sir we only have one Officer of sufficient rank in Cyro, but they might not be entirely suitable..."

The Grossadmiral glared at the aide, "Well? This is an emergency, if he's a good commander we need him on that ship."

"Well actually" the aide began, "It's a woman..."

And so it was that one of Dyelli Beybi's heaviest ASW vessels found itself commanded by the country's most controversial commander, on a mission to deal with a problem she had served to start.

"That doesn't make sense," muttered Greg Warthas.
"But we must reckon that we haven't considered that possibility," said Enzo Grimald, "maybe have we acted impulsively."
"No, I am quite sure they effectively committed that act of piracy," retorted the Harbour Master, who was quite angry, "I have sailed for 40 years nearly all over, I have fought many times against pirates, and never, never have I heard about pirates who possess such a strong strike force. Pirates prefer rapid boats, small and easy to handle ones. They bet on speed and number. No, believe me, this cruiser is too powerful for being a mere pirate ship."
Greg Wartas paused and sighed, then spoke again.
"Further more, if the attackers were true pirates, why would they imitate Dyelli Beybian cruisers?" asked the Harbour Master.
"This can easily be explained," replied the Great Legate calmly "They wanted Dyelli Beybi to be accused. Do you aknowledge this is a potential explanation?"
"...yes..." Greg Warthas said, grudgingly, "But, on the videotape Hattia sent us, our military analysts positively identified the Pagoda Masts... Those pirates seem to know a lot about Dyelli Beybi navy and their ships' design. For mere pirates, they are pretty good at disguising their ship as a Dyelli Beybi cruiser and shipbuilding. Even our best naval architects cannot build such a ship just by looking at it, without accurate designs."
"That's a point in your favour," said Enzo Grimald, "Could it have been a stolen Dyelli Beybian cruiser?"
"No," replied Greg Warthas with a slight smile, "I understand that, if it was the case, Dyelli Beybi Kriegsmarine would hide it so that nothing leaks out. After all, they have their pride... But now that they are accused of piracy by several nations, they would have revealed the loss of one of their cruisers in order to exonerate themselves, wouldn't they? Further more, the Kriegsmarine security is so tight that such an enormous theft is impossible. No, I'm sure they are lying, there is something up with Dyelli Beybi, and I cannot guess what..."
Both men stood silent for a while.
Enzo Grimald spoke again, grinning: "Yes, you're right. As a diplomat, I tried to test your resolve and your logical argument... But, from the beginning, I smelled a rat. You may call it the sixth sense of diplomats. Their excuses are too lame and feeble to be honest."

"Blast!" The PM slammed his fist down on the table. "Do they think my military analysts are stupid, we know that is one of their ships. No pirate in this day and age would be so stupid as to use a cruiser, even if they could get one. It's not stealthy enough." his secretary looked around, "What should we do then?" The PM pulled out a list of fleet deployments and looked through it. "Send the.. 2nd fleet. Park them and out other fleet in the area right outside their territorial waters. And make sure they see it!" The secretary nodded, "Any other orders?" The PM sat and thought for a minute, "Initiate Operation EAGLE EYE in Dyelli Beybi..." The secretary nodded once more, "Yes comrade!"

Vladimir Alexandrov felt something in his bag that he didn't put there. He pulled out a small folder with EAGLE EYE on the front. He opened it and thumbed through it. He then went into his room, loaded up his gear and walked out to his car. "To the airport..."

Julius I, the young Doge of Sidar Jabari, was relaxing when the large painting that decorated the lounge silently went up, revealing a hidden video screen.
The faces of Ezel Rachnov, Enzo Grimald and Greg Warthas appeared on the screen.

"Greetings, My Lord" the three men said.
"Good evening," replied the Doge, "what's new?"
"We have discussed together about the latest communiqué written by Grossadmiral Von Scheer," Ezel Rachnov said.
"We are almost certain that Dyelli Beybi is involved in that pirate attack. Their Kriegsmarine denies it, but we believe that there is something in the wind..." Greg Warthas added.
"What is our room for manoeuvre?" Julius I asked his counsellors.
"We cannot go to war against Dyelli Beybi, whether with allies or alone, with our sole convictions," Enzo Grimald answered, with an embarrassed look.
"I do not intend to dismiss this issue," Julius I said calmly.

A long silence followed these words. The young Doge felt ill-at-ease, even if he did not show it. Would his counsellors disapprove his current decision? Would it be better to henceforth ignore Dyelli Beybi and act as if nothing had happened?

Then Enzo Grimald began to speak again. The fantasy vanished like a puff of smoke.

"There's no question of our giving it up."
"You know that all of us will follow your decisions," Ezel Rachnov added.
"So, I propose that we wait for our allies' reactions. I will ask the Prime Minister of Hattia what he intends to do, for us to help him if necessary. We are also waiting for the answer of the Free Pacific States. I will call Si Jacobi, their Chief Ambassador," Enzo Grimald went on.
"Well, what is our taskforce's position?" Julius asked.
"Captain Alexander is reporting daily. He is planning to arrive near Dyelli Beybi territorial waters in four days," Greg Warthas replied.
"Tell him to be careful," said Ezel Rachnov, "that area is known to be mined, and nobody can tell where the areas of minefield exactly are."
"He will be immediately informed," Greg Warthas answered, "And I will tell him to radio the Hattian fleet as soon as possible, to take concerted actions."

The meeting ended a few hours later. Meanwhile, the taskforce commanded by Captain Alexander was continuing his way. The small Jabarian fleet was sailing near Jeruselem territorial waters, when the watch officer knocked at the door of the Captain's cabin.
"Excuse me Sir, we have a radar contact moving north. It seems that this large ship has struck a mine but didn't sink. It seems to withdraw," he said.
"Has it been identified?" Captain Alexander asked.
"No, Sir" the officer replied.
"Well, because of that, we are now aware that the area is protected by a minefield" the Captain said, "What is our current position?"
"We are at 10 nautical miles from the Solomon oilfields, Sir."
"I am going to radio the Jeruselem naval base..."
Captain Alexander left his cabin and went to the bridge.

High overhead, some Vrakian satellites, at least what could be spared, monitored the South Klatchian Sea more closely. There were rumours swirling about the FKC Parliament that Dyelli Beybi was engaging in piracy - which caused a few people to smirk. After all, wasn't that the Jiggadian specialty?

Analysists again prepared reports for their large and impatient masters while satellite task masters kept themselves busy with new data. Still, this was considered a low priority, due to the Dolze menace and possible conflict with the UE.

No vessels were sent in that area - due to the majority of the fleet either rounding the Vrakian penninsula with their allies or restocking at Base#10.

There was a crunch and the ship slowed a little momentarily, "What was that?" the voice belonged to Konteradmiral Ewing.

"Ahh..."

The Konteradmiral gave the Kapitän a rebuking look, "What just happened Kapitän zur See?"

The Kapitän detected he might have made a grave error, "Well you remember when I said we were testing the ram?"

Ewing nodded, he had a very bad feeling about this, "You followed non-standard military proceedure didn't you?"

The Kapitän nodded, "Err yes Konteradmiral."

The Konteradmiral swore violently, "Let's just hope nobody gets wind of this one. Don't you realise what kind of problem this could cause."

"I'll tell one of the Cruisers to pick up survivors."

The Konteradmiral nodded, "This was an accident, and let us hear no more on the subject."

At 0017 hours an unidentified squid fishing ship was accidentally hit by the "D.B.P.S. Lord Fisher" in International waters off the South West coast of the Klatchian continent. This was the result of an unfortunate simultaneous failure of all Sea Search radar. Survivors have been picked up and are being brought back to Cyro.

Our analysis of the metal found by the suspected pirate vessel hit by the mine confirms it is not a normal civilian vessel. Military-grade alloys and steels were found to have been used and the type used in major vessels for long range missions.

Overnight the Tigershark class (http://www.nationstates.net/forum/viewtopic.php?p=2132825#2132825) Diesel Electric Submarine has slipped into the are of operations, submerged at periscope depth, goign at a near silent, but slow 6 knots. The government of United Elias needed to know what the hell was going on around Dyelli Beybi and submarines seemed to be the best way. Right now, they were in the dark, and the MoD hatedbeing in the dark.

OOC: This looks liek a damn good RP so is it okay if I join? If so can someone just do a little summary as it is not toally clear what is going on. Thanks.

A Dyelli Beybi frigate pirated one of my merchant ships. Hattia got satilite photos and Sidar Jabari has witnesses and a tape of the event. My own intelligence and coast guard has some military grade weapons shells, footprints, fingerprints, DNA samples, clothing samples, etc.

Anyway, just about everyone has moved a small fleet to international waters just outside of Dyellie Beybi. That's the best description I can give.

In response to your question, The Retrod and the other ship like it is a lapse made catfish Skirmish II class ship. It is a large ship and is able to submerse to a depth. It is heavily armed, and is definatly the strongest ship in the Lapsian fleet. The smaller ships are Catfish Gunboats, also Lapse made. They are not able to submerse and are considerably smaller than the skrimish II ships. they are also less heavily armed and faster. The submarines with us (please dont feel threatened by them) are Catfish Torpedo subs, these are torpedo submarines which are purely designed to sink ships and manueverability underwater[/code:1:d93fbe18ac]

It is not the kind of place that is easy to infiltrate and shut down, it is crawling with heavily armed police officers and spies. The current leaders of the Government are mostly pseudo-retired spies and terrorists.

In the Headquarters of the Kriegsmarine, things were not looking positive, the clatter of keyboards echoed in an open plan Checka Office to the side, "We're getting a request from Pacific States, to explain our position." one agent called out.

This is a gross invasion of Dyelli Beybian territorial waters. You have encroached within our exclusive economic zone by a full 10 nautical miles. We demand an immediate withdrawl of all shipping, or we will be forced to regard this as a declaration of war.


All along the South Coast, the Luftwaffe prepared for the full scale invasion from the Sea Dyelli Beybi had always prepared for, but never actually encountered. Enemies had previously turned away at the sight of the massive shore batteries, or her Navy. With most of the large vessels in Vrak, she was still a formidable oponent, with several hundred vessels ranging from a speckling of small Cruisers down to Motorised Patrol Boats and the 'Prefects' which had never seen ship-to-ship combat.

OOC: The Prefects are a large river craft with a pair of enormous battleship, heavy amounts of armour and a big engine. The problem is, like the Monitors, they are very unseaworthy... In any river other than the Djel, they would be a pointless investment as they have a very deep draught.
Another thing to note is Dyelli Beybi classifies cruisers as things of 4,000 Tons of displacement upwards.

The Naval intelligence officer hit the lights on in the wardroom was full of officers as everyone looked back at Captian Michals. "So, we have oversized sumbersible cruisers, that are overly missle heavy, and a good number of subs..."

"So they don't think we are much of a threat. Being just a poor, standard ship design..."

"It would be a torp fight with us throwing slag shells and depth charges into the water and killing the gunboats with the 5 inch rapid fire guns...."

And if he chooses war, then the military will begin operating against Dyelli Beybi."

The captain of the vessel smiled. "Well, Admiral, sir, if I may say so, I'm sure they'll be able to use any help, small or large, they can get. Those coastal defenses are quite....strong. Not to mention, that carrier task force is still en route here."

"Yes I know..." the Admiral leaned back against one of the bridge's many control panels. "Contact the Hattian fleet. Tell them I'd like to come aboard their command ship to took to whoever is incharge over there. And have our ships fall into formation with theres, ASAP."

"Aye aye, captain." said the helsman and CQ officer simultaneously. The admiral smiled. He remembered when he'd been like that, living to please higher ranking officers. He'd always hated it. But then again, command had it's own negatives. Such as the fact that, worst come to worst, he was going to have to take his force, and push it against an enemy that has been preparing for such a force for years.

Not to mention, he couldn't call on most of his normal friends, because it had been a join session, and everyone would simply root for their side.

If he went for war, many of his nation's people would die. If he didn't, Dyelli Beybi might kill more in pirate attacks. Either way, death would occur.

He'd become a mayor, and then representative because he cared about his constituents. But right now, it seemed any decision he made would be disastrous.

Alcona and Hubris forces have been positioned close to our naval forces as well.

A large merchant ship is fleeing a cruiser that is about 300 yards behind it. 2 minutes later, the cruiser catches the merchant ship and docks with it. Bright flashes can be seen on the ship, gunfire.

The crusier has a pagoda mast, Dyelli Beybi's navy is the only known navy to use them and it is very unlikely that a pirate not affiliated with a nation would use a cruiser. They also have a history of allowing their captains to pirate. We will not allow this to continue, a vital trade line of ours extends relatively nearby. Our trade ships are not trained nor expected to fight military ships. This crime was commited on international waters and therefore requires an international court to try the accused captain. We will leave as soon as the offending captain is turned over to an international court, this is all that we wish.

“Peace stands on the edge of a knife…” the Great Legate said, “Even FPS is about to wage war upon Dyelli Beybi, although I heard from senior FPS diplomats that the Vice-President O’Connor is reluctant to go to war.”
“We must support him, and back up peace,” the Doge said, “Contact M. O’Connor, ensure him that we are willing to help him solve that issue lawfully, and try to pressure that congressman.”
“I will do it.”
“News from our taskforce?” the Doge asked.
“Captain Alexander has just reported. His four frigates are to arrive at the limits of Dyelli Beybi territorial waters in 3 hours. Impressive fleets are already in position in the area: North Germania, Alconia, FPS and Hattia. They seem to have stopped their manoeuvres and to size up each other,” the Harbour Master said.
“Our intelligence report that the Dyelli Beybian coastal defence are really impressive, not to speak about their huge and powerful Kriegsmarine…” the Griffin Knight added, grimly, “I am not sure that we will manage to crush them…”
“One more reason to avoid useless casualties,” the Doge replied.
“I have heard that North Germania was about to organize a meeting with all parties involved in that case…” said the Great Legate, after a while.
“We must take part in it!” the Doge interrupted.
“I will personally look after it.”
“Good, and Greg, please tell Captain Alexander to radio the Hattian fleet. Ezel, send planes with medical field facilities, just in case,” the Doge said, with a determined expression.

(OOC) Ok I'm going to give info on Dyelli Beybian shipping, but it's strictly OOC at this point. The classification system used is the 1940's International Classification System, which is why a lot of the classifications are a little different. All Tonages are given for fully loaded ships.

The largest Dyelli Beybian ship in the area is the Coastal Protection ship, D.B.P.S. Vrak, which is 11,984 Tons and moored in Cyro harbour.

Bearing in from the West is the D.B.P.S. Lord Fisher which Dyelli Beybi claims is a Battlecruiser, but in reality is a Super Heavy Battleship of 88,487 Tons. Among it's escort is one of the BC Goeben class, in this particular case, the D.B.P.S. Goeben (which I consider to be the most dangerous anti-shipping vessel Dyelli Beybi has), of 22,613 Tons. These ships would probably be coming into the very edge of the Western section of the map.

Following them in a day or so real time will be 10 Carriers and 2 Hybrid Battleship-Carriers of mixed tonnage as well as 4 Battleships (the 3 BA Benito Mussolini, 45,286 Tons, and the D.B.P.S. Erwin Rommel of 19,447 Tons) and a further 13 of the BC Goeben Class. That is the full compliment of Dyelli Beybian capitol vessels.

Excluding the D.B.P.S. Vrak, there are 84 ships from the 10,000 - 12,000 Ton range and a further 180 Dyelli Beybi regards as Cruisers .i.e upwards of 4,000 Tons, although on the oficial documents they've given all kinds of strange designations to them, including, in one particularly big lie, calling one class 'River Gunboats'.

At this point Dyelli beybi has 40 of it's medium to small sized Cruisers hanging around in it's waters, along with 30 Scout Cruisers/Destroyer Leaders, 100 Escorts, Destroyers and Destroyer Escorts and 150 Patrol Boats of various forms, plus of course the non-combatant ships. 74 Submarines are also currently sitting in pens in Jesuitlem, Cyro and Saint Guineford's.
All the remaining Cruisers and Battle Cruisers are returning from Vrak, along with 14 Destroyer Escorts. A further 36 Submarines are at large in the world , and that accounts for the whole Kriegsmarine.

OOC: Alright, Port Olympus is the Captiol of the FKC and is located north of D.B. on Lake Olympus. Since I created the city I'll just do a general discription...and N.G. wouldn't it be one of your Key's or Electors who meet the group? FKC individuals, I'm just going to assume your personel can find it...not that hard it's the big domed building...And Port Olympus never did go in for domes like Vrak.

IC:The city seemed to spiral out over the ground below. Most of it seemed to lay across a stretch of lightly hilly ground, at the center was the Benji as it began it's march towards the sea. A good deal of the city lay on an island, or a wide valley just to the north. five massive hills formed a circle around the city center. All of the foreign aircraft were directed to the central hill. It was capped with sprawling fortress that seemed to have been build down the sides of the hill as time went on.

The helicopters landed on platforms. The foreign dignitaries were met by two individuals in black jackets and pants with only a blue hydra on the right pocket. They introduced themselves as Klatchian Marshalls and that armed guards would not be needed. Although they could guard the helicopter or ammuse themselves in the nearby base cantina.

Each diginitary was shown into a black limo with the JDF flag on the fenders. They were driven across a long, narrow bridge that coneccted the Arx with Parliment Hill.

Parliment Hill was almost a park like setting, the road was a bulavard format with various structures pushed back from the tree lined road. At varing intervals armored vehicles with anti-air chain guns came in to vew. The car turned following above a large ravine. On the far side stood a building that looked like a cross between the doges palace in Venice and a romanesque church. A belltower rose five stories above the three story building.

The cars pulled into a circular drive that appoached a square building caped with a large dome. The portico on the front raised up the full two stories to the roof.
Inside was ordered mayhem as people ran in and out along the massive corridor. At the end, a set of broad stairs went upwards to a set of 20 foot bronze doors. Inside the doors was a circular chamber with desks aranged around a central, circular table. It appeared to be fully wired with imbeded monitors for each seating location.

Grossadmiral von Scheer arrived in Port Olympus escorted by a pair of black clad and jackbooted bodyguards armed with Dyelli Beybi's peculiar 'assault musket'. Each had a NSWP arm band on their right arm, adding a splash of red and white.
von Scheer had never seen the Capitol of Klatch before, although he had served onboard the Battlecruiser H.E.S. Sevastopol in all parts of the globe, until her retrofit and renaming as the D.B.P.S. Archer.
He wondered how the Keys would react to his appearance and suspected it would not be with warm greetings. They tended to fiercely guard their right to carry out all negotiations in Port Olympus. However, it had been felt back at home, that being as basically nobody apart from von Scheer knew what was going on, and most of the politicians didn't want to, that it would be best if he did the negotiating.


(OOC) Is this Kirov, the same as a Russian Kirov? That's something I'd actually worry about. It's the basis for the BC Goeben class I'm using.

Luitenant Micheal Christolf looked around the conference room. It was a very nice place...above what he usually got. He was only a Luitenant, but, due to his experience in the FPS diplomatic core, and his position in JAG, he had been given the job.

He walked over to one of the desks, and, pulling out the chair, sat down. It was quite comfortable..extremely comfortable actually. The luitenant sunk into the chairs cushions. "Well." he said, "Shall we get started, or is there something else to do first?"

OOC: Note, he was brought by blackhawk to the area. Two pilots, two guards, all stayed with the chopper (playing cards).

Frankly, I don't think anyone wants war that much. But when a nation refuses to investigate a captain on charges of piracy...refuses to even respond to our telegrams...people get mad.

As for his mood...besides not having slept at all in two days, and knowing he'll decide the history of his nation in a little under twelve hours, he might be a little slow to understand/respond, but should be in a rather good moood.

Make the conversation as long as you wish...just note, he isn't decided, and probably won't offer much resistance to what you say. But remember, other nation leaders and high ranking people have already called him, so everything you say he's probably heard.

After exchanging brief greeting the other dignitaries, von Scheer seated himself in one chair and did his best to look interested, "There is no sense in waiting." he declared, "I won't lie to you, we know full well which Captain was responsible, and Dyelli Beybi is taking internal disciplinary measures. What we will do is punish the Captain in accordance with Dyelli Beybian law. What we won't do is hand the Captain over to pakrahs"
The Grossadmiral used Vrakian more or less entirely, for the benefit of the other Klatchians, although the sentiment could be felt from the tone. He was not entirely happy, firstly he had had to travel in a plane, something he was never particularly fond of, he regarded planes in much the same light as submarines. Very handy to have on your side, but very dangerous to be in. Secondly, he was worried by the whole piracy problem. If the foreigners decided to go digging up through the past, they could find trails linking over 2/3rds of the Navy to piracy, and he was no exception. But lastly, and most vexing of all was the fact that he was negotiating with a mere Lieutenant. Obviously the foreigners weren't taking the negotitations very seriously.

The D.B.P.S. Lord Fisher tore through the water at close to 40 knotts, leaving behind her a huge wake and a dense cloud of thick black smoke. They were ahead of the rest of the convoy by a fair margin now, as they swung towards the gap that would carry them behind the minefield. Normally they would have slowed down to allow the ASW craft to keep pace but, the Kriegsmarine was informed Ewing that several Tench Class Subarines were in the area.
While they couldn't pick them up on sonar, a helicopter pilot had reported spotting one of the huge submarines moving through the water some 8 nautical miles to the Southeast of Ewing's position, which was comforting, he had known passive wouldn't work.
Soon they would be behind the safety of the mine field, then it was just under 3 hours sailing and they'd be back in Cyro, Ewing was happy. He had a family, and had been at Sea for too long. By the end of today, he mused, he would be able to change into civies and relax, at least until von Scheer finished negotiating.

In Cyro a few bored police officers watched thesmall band of anti-war protesters from a pleasant cafe, "It's definantely a bonus, watching the demonstrators." one remarked, as he sipped at a glass of some kind of fortified wine.

"In the old days we would have shot them." one older member of the team recounted. Some of the others gave him a sideways look, he was the only man who had bothered to bring his Assault Musket, it was propped up against the side of his chair, just in case the dozen or so demonstrators decided to cause a riot and try to overthrow the Government.

"You T.W.E.P. guys never change."

"Hey!" the older man scolded, "I caught that Johnson, and I'll have you know I've changed quite a bit. I used to have a tank."

A few chuckles were shared about the table, many of the men here had been shooting at each other during the First Battle of Cyro, but in the nature of Dyelli Beybians, had pretty much forgotten who had been fighting for who, and got on with the business of living.

"I remember, when we got one of those AH-1s off you guys." This was a new officer, his jacket draped over the back of his chair, unlike the others who were all drinking alcohol he was drinking orange juice. Water glistened on the outside of the cup, causing passers by to realise just how hot it got in Cyro, despite the cooling Sea breeze.

"Yeah." the older man replied, "You dropped a shell right in front of my Hyrax, totally shredded my tracks.

"Lucky for you, nobody tried loading one of the 'special shells'." A general snigger ran across the table.

"Not many demonstrators really." it was the first man again, "Not like what you see overseas. A bit disapointing really, there's as many of us as there are of them."

After a fairly lengthy pause, a further officer who had been standing, to watch the proceedings "It's probably because there have been so many wars, nobody really cares anymore."

They all fell silent to consider this. Out on the street, the small group blew whistles and shouted slogans, but were generally ignored.

(OOC) The "Assault musket" is the same as an assault rifle, but with no rifling in the barrel. The Dyelli Beybians use them quite extensively as a cheap alternative for situations where long range accuracy isn't important.

As the various dignitaries assembled. With most of the Klatchians to the right side of the circular room, and the visitors to the left. A sound could be heard from somewhere behind a pillar. It sounded like men snapping at attention and the bing of an elevator door opening.

A woman with red hair and green eyes strode out. She was wearing a kaki uniform with green tabs on the collar with a rampant golden griffen. She eyed both groups, although she was a bit surprised at a human in a Vrakian uniform by himself, not the minder of some large wal-vak. Behind her strode nothing more than an eight foot figure covered in a black hooded robe. In a three fingered claw the creature carried a ten foot pole that had 24 inch blades on each end. Both the height and the gait showed it was not human.

As she took her seat at the central table she began to speak. "Gentlemen, and Ladies I am Victoria Crawford, the Landgravine of Hubris and Outer Consul of the Federated Klatchian Coast. At the present time the Privy Council is somewhat streatched thin at the moment, so I will be mediating the discussion of the problem. First, I would like an explination from each visiting party as to who they are, who they represent, and their role in this sudden event. I will also make..." A Klatchian Marshall had by this time moved around and whispered in her ear.

"Ah, so then the Kreigsmarine does admit one of their officers apparently committed an act of piracy on the high seas? So nice for them to tell us...again I ask then if any problem now exists from our visitors?...it appears that individual will be punished under Dyellbian military code..."

Micheal sat back again. He knew that he probably wouldn't be respected very well here...he was only a luitenant, and these people were admirals and nation leaders. None the less, he was still most experienced in this area, and so, here he was. He got a horrible feeling that not only his career, but most likely his life, depended on what happened here.

He just hoped Dyelli Beybi and the others took it as seriously as he did.

Ustinov stood up, he was about 6"6', and his twin .45 caliber pistols glittered in their holsters attached to a black belt on his uniform. His frowning face criscrossed with multiple scars from many battles throughout his distinguished career. "I agree with Mr. Christolf here." nodding over in Mr. Cristolf's direction. "And I believe that the crime was commited on international waters, doesn't that warrant an International court? he said with a heavy Russian accent.

She seems quite unwilling to allow this to turn into the rhetorical equivalent of s*** slinging by homosexual monkeys. And the Lieutenant had speed across the line between substantiated fact and unsubstantiated rumor like a rocket.

(Note: If he thinks, because no one else in the room is a lawyer, that he can pontificate as he desires without fear of objection well then, the Consul is going to wack that notion right out of his skull.)

The Luitenant frowned. "Your most likely right. We definitly need to show all evidence of the incident before we start throwing anything around...be it acusations or each other. And speaking of, Consul, please, could we try to keep threats out of this? I think we all have the idea that if you decide you don't like us, were fucked. So frankly, I'd just like to get on with it."

He pulled out four tapes. "These tapes comprise what we have on the incident. One is a satilite imagery of the Pagoda mast ship attacking our freightor, the second a tape/witness account of the Pagoda mast ship attacking our freightor, the third is the tape the coast guard made of the vessel, showing a military like taking of the ship. As for the fourth..."

The luitenant picked up it, and looked it over. Finally, he found a title. "Uh...I'm not sure what the hell this is. Tag says it's a tape showing evidence of a naval vessel being hit by a mine...guess it's been assumed that's yours. I apologize, but this tape must have just come from intelligance when I left. Pretty circumstancial. Anyway, that's all we got. Also, of course, we all know that Dyelli Beybi refused to accept or deny it's captain's actions to us...in fact they didn't respond."

Unterfeldmarshal Alexander Haff: Greetings from North Germania to all. I am Unterfeldmarshal First Class Alexander Haff, I will be speaking on behalf of North Germania. Now, pardoning my interruption, I will continue.

Lieutenant Christolf, for what reason have you desired to begin cursing at the Privy Council of the Federated Klatchian Coast? You appear quite disgruntled at our lack of humor for foreign nations peeking into our internal affairs. Why is this, may I ask?

Moving on to the actual subject of this meeting, what proof do you have that this Dyellian captain was necessarily under command from Dyelli Beybi's Kriegsmarine? If you do not know, the Federated Klatchian Coast is at war. Our people are being slaughtered on battlefields and in cities defending their homeland, every day. As a lieutenant, I am sure you know the chaos and disarray of war. Often times, soldiers in an army at war will break direct commands in order to suit their fancy. While Dyelli Beybi admitted they knew which Captain is responsible, never did they claim it was under command of his superiors.

Furthermore, Lieutenant Christolf, what proof do you have that is substantial enough to convince the FKC that we should take time away from our war - in which we are being killed by the millions - in order to address a slight disturbance in international waters? In contrast to the slaughter of millions, the raiding of a merchant ship seems quite...minuscule, would you not agree?

As for you, Admiral Ustinov, is there a particular reason you are blatantly armed at a peace convention? It seems quite bizarre. Not even in times of war are representatives from seperate, respective countries, upon meeting, personally armed.

I now would like to ask the Privy Council why - if we are being disrespected, personally threatened with weapons, being shown inconclusive evidence, and slaughtered by foreign opponents in our own land - considering punishing one of our own states? There has yet to be proof shown that Dyelli Beybi itself is responsible.

Thus, I must conclude by saying that it seems most appropriate that the said Captain be dealt with by our own means. Thank you.

Notes: Unterfeldmarshal First Class Alexander Haff is third in command of the Imperial Reich, and a veteran of every North Germanian war within the past 45 years. He is also an Advanced Post-Humanoid, a race indigenous to North Germania.

They were created through select labratory breeding and gene modification. They were designed to be stronger, smarter, and more advanced than humans, but still carry similar traits. They differ in many respects from humans, as the average height for a male is 6'2", and the average I.Q. for both male and female is 135. They cannot be bred with humans.

Jacob Vrut, one of the Vrakian keys sat in his seat, idly tapping his hands on the arms of the chair while listening to the Grossadmiral. He chuckled when “pakrah” was used and stole a look at the foreign dignitaries. Surely with the admittance that there is a problem and that von Scheer promising to handle the matter then these meddlers can leave? It would be nice. After all, he was a busy man. His golf score was suffering.

He spied his colleague Ian Urisk at the far end of the conference room. Now, why is he here?

A brief exchange between the two in Vrakian and they caught the last remarks from the Landgravine.

-“What are you here for Ian?” whispered Jacob, “the Diplomatic Corps getting ansy?”
-“You know how they are. I don’t have to tell you about the Chief Ambassador’s mood lately. The more people here, the bigger the show. I don’t know exactly why this suddenly was bumped up. Maybe reduce the sabre rattling I guess.”
-“Right. Well, maybe these meddlers will go away. By Bok’s maw, one of those foreigners send a mere lieutenant. What an insult.”

After watching the exchange between Unterfeldmarshal First Class Alexander Haff and Admiral Ustinov, the Vrakian envoy cleared his throat and said,

“Gentlemen, let’s calm down here.” He then turned his gaze upon Ustinov, ‘If you feel that your personal safety is at risk, I can have four Vrakian Royal marines provide an escort. But I must say, bringing arms to a peace negotiation gives us a bad…impression of your nation.”

Herr Ustinov, I do not take you for an idiot. Quite the contrary, I have much respect for you as a military commander. You have led your people through countless great battles to protect the sovereignty of Hattia. I do not believe that this position is limited to only North Germania. Rather, I'm sure the entire FKC respects your leadership. I owe you an apology for my...vague comments.

However, sir, we are civilized nations here. We do not attack peace representatives without warrant. That I can assure you, as it has never been recorded. I hope you will feel a bit more comfortable with us in the very near future.

To continue with Dyelli Beybi, perhaps it was denied that it was a Dyellian ship because they were unaware of its actions. Or perhaps Dyelli Beybi did not wish to reveal the entire workings of its inner command. Much of what we do right now has more relevancy to the war than most would presume.

Ehh, battlecrusiers, battleships. Battlecruisers are only smaller battleships basically, right? I'm not that knowlegeble on naval stuff sadly... :(

OOC: Actually Battlecruisers and Battleships are the same size in tonneage, but a Battlecruiser has less armour and usually goes a bit faster. They tend to be cheaper to build as well and are probably more generally useful in today's world.

"We cannot hand people over to an international court, simply because it would appear hypocritical, especially considering the previous careers of many of the Kriegsmarine. Let the International delegates be assured, we are doing our best to deal with the problem."

The phone rang. At the sixth ring, someone picked up the phone.
"Yeah..."someone said, with a weary voice.
"Mr Rikers?" Enzo Grimald asked.
"Yeah..." he replied, suddenly more suspicious.
"Good morning, Mr Rikers. I am Enzo Grimald, The Great Legate of Sidar Jabari."

"You may not know me, but I wanted to talk with you. I know that you bear the fate of your people, and ..."
"I know!" Rikers shouted. Then, after a length, he spoke again: "I apologize, Mr Grimald."
"No hard feelings."
"You are not the only one to have called me since everyone learne that the vote depends on my choice. As if I had the choice..."
"I would like you to carefully listen to me, Mr Rikers", said Enzo Grimald in a soft tone. He guessed how unbearable the situation could be.
"Okay..."
"I know that you are a sensitive man, concerned by the good of your people. One of your ships has been attacked and its crew slaughtered... But war will only make the number of your casualties rise."
"But, those damn bastards must be punished!"
"Of course, of course, but not by waging war. While we are speaking, a conference is held in Port Olympus to solve this case diplomatically. The FPS, Hattian and Jabarian representatives are trying to make their legitime claims to prevail. But, if FPS declares war against Dyelli Beybi, the summit will be useless, because you will end negotiations."
Mr Rikers didn't answer.
"Do you understand, Mr Rikers? ... Do you, Mr Rikers?"
"...Yeah. But there are many warmongers in the Congress, and they tried to pressure me. It is unbearable, you know?"
"Yes, I do. But half the Congress, Mr O'Connor himself and the Doge of Sidar Jabari supports a diplomatic resolution of this conflict. You are not alone. So, please, I beg you to give peace a chance. Vote against war."
"I will," Mr Rikers said, with an unsteady voice.
"Thank you, Mr Rikers."
"Good bye!"

Rikers hanged up. He decided to vote against war, but he wished he had enough courage to claim it, in front of the Congress, and in front his own people.

Captain Mathieu Alexander, the Commander of the Jabarian taskforce, sat in one of the comfortable chairs, not far from the Hattian and FPS Representatives. He was quite impressed by the worth of the assembly. There were many high-ranked militaries, and he was only a Captain. But The Doge and The Harbour Master entrusted him with a vital mission, so he intended to do it. He mustered his forces and began to put in order his ideas.
After a while, the Landgravine of Hubris and Outer Consul of the Federated Klatchian Coast appeared, and a sudden shiver ran through Captain Alexander. She was so intimidating. He repeated to himself that he had to equal to the situation.

Grossadmiral Von Scheer began to speak, then Lieutenant Christolf, but had been rebuffed by the Landgravine. Captain Alexander bit his tongue: it won't be easy... Fortunately, the Hattian representative, Admiral Ustinov, seemed to be well-respected here.
Captain Alexander was carefully listening to each speaker, for him to have a better comprehension of the whole situation which was far more complicated than expected. He remembered having read some stuff about the Klatchian conflicts...
The explanation given by Von Scheer cast new light on their behaviour.

A silence followed Von Scheer's speech. Captain Alexander cleared his throat, stood up and began to speak.
"Ladies and Gentlemen, I want first to pay my respects to Her Excellency Victoria Crawford, the Landgravine of Hubris and Outer Consul of the Federated Klatchian Coast. I also salute the representatives of the nations who decided to attend this meeting, in order to find out a political and diplomatic resolution of that issue."
Captain Alexander stood 6', he was slender built and handsome, he wore his parade uniform. Although he was nervous, he spoke with ease and a clear charming voice.
"I want to introduce myself. I am Captain Mathieu Alexander, Sidar Jabari Navy, Commander of the Jabarian taskforce. I will hither speak on behalf of His Highness Julius the First, The Doge of Sidar Jabari, and of the Harbour Master, Admiral Greg Warthas." (OOC: Please, could you pretend that he is well-known among high navy officials? He may be a little famous)

Captain Alexander paused, then spoke again.
"I have carefully listened to each contributor and I want to expose the position of Sidar Jabari.
First, one of our merchant ships has witnessed the act of piracy committed against the freighter of the Free Pacific States. Here is the recorded testimony of the Jabarian crew, but I know that that tape alone is not conclusive" he said, pointing at the dossier on his table.
"I acknowledge that Sidar Jabari does not know all the ins and outs of the devastating conflict which lays waste in Klatchia. I reckon that your great nations are far more concerned by this conflict, rather than that pirate act. That's why I want to thank you for taking part in this round table. Nevertheless, however minuscule that incident may be, justice must be dispensed. The FPS demand the handing over of the culprit to the FPS justice, and their claim is legitimate. Yet, I understand the viewpoint of Grossadmiral Von Scheer.
Were the hierarchy of Kriegsmarine not to be blamed for the act of one person, I don't see where the problem of an international Court is.
Were the hierarchy of Kriegsmarine willing to "stamp out" those "old habits", we see no reason for an international court to be hypocritical. Maybe, the grant of a general amnesty for past acts is negotiable, provided those pirate acts won't occur any more. But if other officers of Dyelli Beybi or whatever nation committed again acts of piracy, they would be handed over to this international court.
That is the position of The Most Republic of Sidar Jabari.

The NCWC set up by Ur is essentially dead while the EOTED proposal doesn’t seem to be active. And who would sit on this court? Yourselves? OOC: Actually the 'Battlecruiser' was so misused in WWI that it died out...some were turned into armored aircraft carriers (The Lexington Class) but few were built after 1920. The Kriov has a bit of light protection on the bridge, conning room and nuclear reactors but if a SS-N-12 hit her she'd be toast...or basicly can't stand up to the firepower that she dishes out...which is actually true of most modern cruisers...

Also, Port Olympus is in a neutral territory similar to washington D.C. located in Vrak. Not Alcona...

IC: The Landgravine fumes at the implied swearing but then attempts to listen to everyone. "I'm afraid he is right, I have personally watched the whole NCWC fall appart. There is presently no recognized body to attempt any such trial. However, could we possibly find some middle ground between the two postions?"

"I agree with you, Your Excellency. There is currently no international court. The Most Serene Republic of Sidar Jabari is determined to solve this conflict politically and to avoid useless war. We are not tying to judge here the actions of the Kriegsmarine in the past. The Free Pacific States only want to judge the officer responsible for that act of piracy. Only one person has to be handed to them. But, in order to avoid such actions in the future, I propose an agreement: Every person responsible for pirate attacks will be handed down to the nation who owns the ship attacked, to be judged in accordance with the laws of the attacked side.
Or maybe could we create a new International Court to try such cases. There could be one judge per nation who recognizes the competence of this Court. the Constitution of the Court could naturally be discussed and negotiated."

Captain Alexander was not really convinced that such powerful nations would like to take part in such a Court, but he had to try. Maybe...

The luitenant shot up in his chair. "In international court?" he asked, tentatively. It was exactly what FPS wanted...sure, they'd be okay if the man got tried in their own court system, but in truth FPS had been hoping for exactly this.

Of course, that wasn't the only reason for his being glad at the idea. Any lawyer would love the idea of an international court...allowing law debates to go between nations, have more nuetral judges (which would be much more diverse)...the results would be great.

"FPS would, of course, love the idea of an international court. Frankly, it is exactly what we've wanted. Sure, we were ready to settle for trying the captain ourselves, but this type of thing...would be great."

The Landgravine appears to be trying not to stiffle people but his having a hard time. "Will you people stop standing everytime you want to make a point. She attempts to become a bit more sane..."The problem is that no international court has ever survived even one court case. The World Court on Christofi fell appart when the procecution decided it didn't care anymore and never showed, bleeding elves. The only case of the NCWC, on the war crimes of Dante by the Reich, fell apart because the defense consul kept on trying to kill the defendant. All three of them finally wanted him dead. I personally drugged the bastard...And if I meet him again I'll put a bullet through his skull immediatly."

She continues to look around the room, her voice slightly echoing in the domed, three story chamber.
"We are not here to resurect a new international court over a single act of piracy. Might I remind you that the number of nations at war presently includes some 180 known letters of Marquee? Most nations would care to ignore valid letters from opposing states and prosecute those individuals under the guise of an international piracy court. It is common practice by most nations to dispose of pirates at sea trial."

Her voice becomes colder...
"To get back to the issue at hand, I am prepared to offer two viable options. First, that the Kreigsmarine allow international observers to the court marshall of this puffed up officer. Or, we have said individual tried for treason against the Federation in the Great Court of the Klatch. Those are the only two options we have for dealing with this matter."

Von Scheer had seemingly completely lost interest in the proceedings, he sat smoking contentedly in his corner while the delegates argued, but now things seemd to be sorting themselves out more or less exactly as Dyelli Beybi had wanted them to,

"We see no reason at all why the Landgravine should see this as an act of treason, I can think of no manner in which this could be considered a betrayal of the Klatchian Nation."

He stubbed his cigar out in an ash tray, "Payment. We will repay the cost of the cargo, but not the vessel, as we believe that has been recovered. We are not a charity. Of course reparations will also be paid to any victims. The costs of the cargo will be analysed by Klatchian experts in the field."

"Courtmarshal proceedings are due to proceed as soon as the Captain returns to port from the latest patrol." he paused to see if anyone had reacted to the fact that they had been sending the offender to sea again, "We're short of Cruiser Captains." Von Scheer explained vaguely.

(OOC: We can run the Court Martial on the same thread, starting tomorrow if you want, anyone remember the Dyelli Beybi court system from the Christofi International court?)

Why does Von Scheer show such a goodwill, whereas he denied the act of piracy and was only filled with scorn for us..?
Captain Alexander was more and more ill-at-ease but showed nothing. His instinct told him that something was fishy. Even if they were short of Cruiser Captains, why would have they allowed an officer proved guilty of pirate acts sail again? They knew that it would be poorly thought of...
Why did they need so much a Captain? Why?

"I really see no need to involve the higher FKC courts here. Perhaps just sending international observers to the court martial would be sufficient. That way, they can report back to their respective governments when this whole business is wrapped up."

The Iowa’s belt armor was designed to withstand a 1000 lb TNT bomb…the deck armor isn’t as good, however there are two armored decks over the important compartments…which is why activating them after the Kriov was launched wasn’t the worst idea in the world. The S-N-12 will due damage, but they won’t kill one outright. (Note a full wave of twenty of those things smacking into the side of an Iowa at once is likely going to cause a good deal of damage and put her out of commission if not sink her…)

IC: “You don’t see how attacking neutral shipping at a time of war is an act of treason? However, it will be far easier to allow you to send one observer each to the court-martial. The Klatchian Marshals appear to be herding everyone out of the Main Chamber and into a smaller conference room, the discussion involving the Privy Council proper is over. The Landgravine rises and returns to the elevator with her Var guardian behind her.

As the luitenant sat down in the smaller conference room, he couldn't help but frown at what Von Sheer had said. Too few captains? Why wouldn't they have enough captains? Was the war going that badly? Or did they simply not care that the captain had commited acts of piracy? Somehow, he got the idea it was the latter, but, seeing as they were court martialing him, they must have cared somewhat.

But why, out of nowhere, was the grossadmiral suddenly being so diplomatic? Originally, he had refused to even respond to the FPS telegram, and now...it was as if all he'd ever wanted was to negotiate. Hell, he hadn't even spoken for the majority of the meeting.

"Dah" the luitenant thought to himself, "No matter." The negotiations were going well, and that's what counted.

"I believe we can all agree that a Dyelli Beybi court martial with international observers would be the best option. But when, and how many observers from each nation?"the luitenant said, keeping his face nuetral.

(OOC) The reason there are very few Cruiser Captains is because the Navy is the most Tzarist of the armed services. The only way they managed to stop them in the civil war was by nicking all the supplies then waiting until they ran out of oil/ammunition and had to come to some form of agreement with the guys on land. Basically the Socialist Government is trying very hard to make sure no suspected Tzarist gets in command of such a dangerous vessel. Normally the low numbers of Captains isn't a problem because not all the Cruisers are at Sea at once, however with most of the Cruisers out by Vrak and now all the ones assigned to Coastal patrol duties being fielded at once, as opposed to the usual maximum of 4, the Kriegsmarine is having trouble with the number of Captains at the less important Naval bases (Cyro and Jesuitlem).

Von Scheer checked his watch, it was possible he was becoming impatient. His voice however remained pleasant, "We see no particular reason why any Nation would wish to send more than one observer to the Court Martial. However, we are not plannig to put any cap on it. You may send 500 if you wish, although we cannot guarantee seating in the Court Room."

Von Scheer's voice remained dry throughout, not giving away whether his comment was meant as sarcasm or not, "It will be held in Saint Guineford's. We are informed it may start as early as tomorrow, provided your respective Nations feel they are capable of sending a delegate at such short notice."

Meanwhile in Saint Guineford's things were taking an interesting twist. The fact that the Kriegsmarine was actually court marshalling an officer was practically unheard of, and throngs of curious spectators gathered outside the Admiralty Headquarters. A few Military Police wearing field grey uniforms and armed with the usual Assault Muskets wandered up and down the walls of the Admiralty compound. There were more of them than usual, although there seemed no likelihood of any form of riot, more it seemed they had assembled to impress foreign dignitaries with the tightness of the security at the sprawling facility.

Tradesmen had also gathered to peddle their wares to the crowd, selling 'sausages in buns' and all other manners of snack food. One man had even set up a stall selling T-shirts printed with 'I came to see the Courtmarshall, and all I got was this lousy T-shirt'

The Luftwaffe airbase, where dignitaries were expected to land had similarly had security tightened. Desert sands whipped across the airbase. Out here soldiers were wearing the desert uniform, it was sand coloured, many soldiers had opted to leave the Germanic style helments behind and instead just wear a floppy cap, about half the troops were also wearing shorts and knee-high socks as opposed to propped trousers.

"So when do you reckon they'll arrive?" one man asked, removing his helmet to wipe his brow.

"Not a clue." the other soldier replied. These men had been issued Assault Rifles, he stared off into the desert suspiciously, "It's just a case of waitnig I guess."

Kapitän Ackermann: None. Radars pick up nothing, and MiG-33's and F-117's on patrol spot nothing as well. Satellites detect nothing in our area besides this ship and ours. As well, no satellites watching us.

Admiral Ostheim: Good. Naval traffic? Submarines?

Kapitän Ackermann: Not for the past three hours. This merchant ship is travelling alone.

Admiral Ostheim: Excellent. Prepare the boarding party. Set up a three person sniper team on deck. Watch for any armed sailors. Take the ship, Kapitän, and you will have your promotion.

IC:

Three transport crafts sped towards the merchant ship. Each boat held 10 of the successful North Germanian special ops group, the Schultzpolizei. They were disguised in trade shipping clothes and flew an assistance flag.

Unteroffizier Schenck: We have had an accident on board our fishing ship! We have injured sailors in the boats! Request permission to board! Please help us!

20 or so SP soldiers were lying in the boats with fake blood on their clothes. Some appeared burned. On board the disguised K.M.B. Putzkammer, several black smoke grenades were detonated to give the appearance of a fire. The three snipers positioned on the boat watched carefully for any signs of trouble...

But get the guns ready just in case, there have been reports of pirates in the area, and better safe than sorry." The first officer nodded and ran out of the bridge.

Unteroffizier Schenk: Thank you! Thank you for helping us! We are transporting oil and one of the barrels cracked open...I think someone dropped a cigarette on the oil. But those barrels exploded, it was like a bomb went off!

The Schultzpolizei forces were pulled onboard. Several Hattian guards stood nearby with sub-machineguns, watching the Germanians. Several men began to examine where the blood was coming from on the soldiers. One Hattian man ripped a guard's shirt off to reveal no wound. Just as the man looked up, a sniper bullet struck him in the eye...

(OOC) For thsoe of you watching Nekoa bays, there are two Commisaars named Dzerzhinsky, this one is the more Senior one. This is a last call for anyone who wants an international obsever. Feel free to just post them arriving at the Saint Guineford's Admiralty compound.

It is a very large compound, big enough to be a town in itself. The buildings are all square and blocky on the outside. About half are looking well repaired and new, whereas the other half are undergoing repairs. A few are still piles of rubble (the results of the Civil war). On the inside, the administrative ones are tastefull decorated in a pseudo-Napoleonic style on the inside. The tribunal will be held in the "Naval Offences Court".

In the Bridge

"What the hell!" shouted the man before the sniper round impacted with his face, leaving nothing more than a bloody stump. Gorkov pulled open a drawer in the bridge and pulled a older AK-47 out. Sighting down the barrel, he fired off a burst of shots at what appeared to be the officer, he was rewarded with a puff of red as the man collapsed. He heard the door open behind him and tried to turn around but was caught in the face by rounds from a pistol.

On the deck

"Come on boys, drive them back!" The sailors, although they were using tactic's employed by the Hattian marines, they were not trained for this. A few of the Germanians fell to their bayonets, more were killed by their sub machine guns. They put up a valient fight but it was a losing battle from the start. Mikhail Gomorovich was only 16, but it seemed like he was going to die. He looked for an opportunity to escape and saw one. He dashed over to the hatch into the hold, shooting 2 Germanians with his .44 magnum in the process, he threw open the hatch and jumped inside. He hid himself quite throughly behind some boxes and kept his pistol close.

Back on the deck

The deck was littered with the corpses of the sailors and the Germanians. Pools of blood slid around on the deck to the rocking of the ship and there was the ghastly smell of death and gunpowder. The Germanians examined their new prize, it had come at a high cost, about 29 men were killed in the fighting. They delved down into the hold but did not see the child hiding behind the boxes. One of the men on the deck fired off a flare to signal their victory.

(Hope you don't mind me saying your casualties, you did say to take over.)

Captain C.J. Mender's helicopter landed, and, stepping outside, he looked around. The base was humongous...big enough to be a town, probably. Looking around, he spotted the building where the court martial would be taking place, and began walking towards it. Behind him, the black hawk took off again, heading back towards the U.S.S. Sinder (named after the fourth FPS President).

In Saint Guineford's the Military Tribunal was beginning...the three judges moved to take their seats, "Generalfeldmarshall Lunchtime O'Booze." a military police officer announced as the first judge, a portly, balding man in a field grey uniform seated himself.

"Commisaar Felix Dzerzhinsky" A slender looking man, also wearing field grey, but with blue Cheka piping, followed, also seating himself.

"Konteradmiral Richard Ewing" the last of the three judges seated himself in the centre of the trio. He alone of the three wore the navy blue of the Kriegsmarine, and he was the first to speak,

"Ladies and Gentlemen." he began, "We are hear today to hear evidence that Kapitän zur See Adelle Collins, did commit acts of piracy upon the High Seas. So without further wasting of our precious time, I will put the question. How do you plead?"

As one the courtroom turned to face the young blonde woman seated behind a bench. She stood, offering a slight smile to the courtroom. Her face gave off an aura of angelic innocence. There was a softness and beauty about her that would look quite out of place on the decks of one of Dyelli Beybi's naval vessels. "Not guilty."

The Konteradmiral nodded, "We now will hand you over to the case for the prosecution to open their debate."

Silence filled the court room. It dragged on, then finally a man who's uniform bore the blue piping of the Cheka stood up, clearing his throat loudly.

"Yes Comrade Commisaar?" the Konteradmiral asked.

"It seems." the Cheka agent said, dryly, "That the council for the prosecution accidentally brutally stabbed himself to death while preparing a pork roast."

The Konteradmiral looked appalled, "That is truly terrible, Comrade Commisaar. However we cannot allow this to impede upon the fairness of the court. Is there anyone else who wishes to step forward and act as prosecution, under these tragic circumstances?"

In the court were two figures in Klatchian Marshalls uniforms and they looked at each other with blank expressions. They had been informed of the Landgravine's instructions....

Hall of the Privy Council....just after she left the trial
She did not directly return to the communications center but went up a level. Here there was an office door with the word Guild Master on the door. She sniffed in distain but still opened the door.

The well dressed man inside looked up from reading his paper with a bit of a start. He just nodded and started to say "I'll see if..." as she brushed past and into the inner office.

The inner office was a recreation of the orginal Guild Master's office in the Assasin's Guild. Unfortunatly for the Assasins guild they had picked a fight with the Privy Council after Port Olympus had been 'nominated' as the new Klatchian Capital. After the tanks had finished turning the Guild Hall into rubble and those still alive had found themselves rounded up in the middle of the night. They had two choices. Get buried with the rubble in a distant land fill, or work for the Privy Council.

The Guild Master was a plump looking jolly fellow who could have been mistaken for Santa. The outside demenor covered the fact that this man played the politics game better than anyone. Although he had scored poorly on most of his qualifiers, espcially in the dagger and hand gun tests.

"Bathus, I want three Marshalls sent to a naval court marshall. Specificly of the one of this pirate captain. If it becomes a whitewash I want you to, remove any futher problems...is that understood?"

Bathus just looked back at her and nodded...

She snorted and left...

Back at St. Guineford's
A car appeared at the gate, inside was a fairly young man in a naval uniform of a Commisaar appeared. He honked the horn and smiled lightly as he showed his papers.

Ian cursed as he was told to go to St. Guineford's. He didn’t mind at all going to Dyelli Beybi but hated to waste his time observing the observers. For that was exactly what he was supposed to do. Most likely, the international observers would be displeased at whatever the outcome of the trial, save for the particular captain’s head. Idly, he wondered if what Jacob said was true. The Klatch was beginning to attract attention from all these meddlers. Perhaps some of these poking around in FKC affairs will need to be thrashed. As if Dozle wasn't enough.

He smiled and made a mental note to himself to contact the North Germanian he met at the negotiations. His thoughts drifted again as he wondered how the negotiations in Nekoa Bay were proceeding. Pakrahs he cursed to himself as the thought of the United Emirates, especially that of Drakonia and Menelmacar, almost brought bile to his throat.

His limousine arrived at the gates of the compound and, after the proper papers were shown, was waved through.

The Vrakian key meanwhile stayed behind at Port Olympus, watching the negotiations wrap up with a detached air. He inwardly laughed as his colleague boarded the jet to Dyelli Bebyi. Ah, being an envoy isn’t all it’s cracked up to be, eh Ian. Another chuckle. He would have to get back to his office and chase his new secretary around the desk a few times.

"Spencer." he yelled over his shoulder, "Go through the necessary proceedures will you."

An "Aye Sir." sounded from the Guardhouse that was built into the wall.

"Off you go Comrade Comisaar" the Oberscharführer waved the supposed agent off.

Capten Mender was tempted to accept the job, but he was here to be an observer...not a prosecutor. And judging by how he had little to no knowledge of the Dyelli Beybian legal system, his taking the job would most likely mean the captains getting off. Not a good thing.

So he simply sat back and waited, looking around to see if anyone accepted the position.

"What the hell?" Captain Bergis responded. Picking up his binoculars, he looked through the bridge windows...and, in the distance, could just barely see the ship. "Any idea why their not responding?"

"No, sir...wait...is that smoke coming off the ship?"

The captain grabbed his binoculars again and looked out..sure enough, a pillar of smoke was coming off the ship. It was a freightor...and it was way too high on the waterline to be carying any cargo. So what the hell was burning...and then a thought occured to him.

"Contact the admiral, and advise him of the situation. Also, let him know that it may be the result of a pirating act...a ship burning without cargo usually represents that kind of thing."

"Aye aye, captain."

The black hawk and two littlebird helicopters, carying a combined total of 14 soldiers and 6 pilots, flew towards the smoking freightor. As they came near, any doubt of the ships not having been pirated disapeared. There were dead bodies laying all over the deck.

The three choppers came in, dropping off their men in the middle of the freightors deck. Three teams of four men each, plus a medic and the commander of the operation, Luitenant Woser. Turning, he faced the men.

"Team one, take the med and head up to the bridge via the leftwards door. Once there, hold position. Team two, head up to the bridge via the rightwards door, and then swing around, and begin securing the upper decks and rooms. Team three with me, were going to secure the storage compartments and then enjineering.

The teams moved out in their assigned direction. Team three, in the meantime, found the fastest route downstairs, and opened the door. The team rushed in, just in case a pirate had stayed behind. None saw anything. As the team lowered their weapons, the luitenant saw what looked like a cracked open box of suplies. Steping over to it, he the the box aside to see what had destroyed it. Sitting there was a teenage child, almost completly curled into a ball.

Pointing the gun at Gomorovich, the luitenant, now backed up by the rest of the team, asked calmy, "Who are you?"

"My God." he said. "Who would do such a thing.....slaughtered them all." he turned to follow team two to look for survivors when one of the bodies next to him suddenly moved. The medic pulled out his kit and jumped over to him.

The man, who seemed to be the captain, had been shot what looked like twenty times in the chest. Turning around, the medic motioned to the commander of team one. "Contact the black hawk, tell them I got a severely injured person I need airlifted back to the destroyer ASAP. And get them to tell medbay to prepare an extreme trauma team." The commander nodded, and the medic wen't to work attempting to stabilize the man.

He repressed a desire to stand up, either to act as a prosecutor, or shout and flare up! Who were Dyelli Beybian making fun at? In this court, there wasn't any substitute prosecutor ?! What a pitiful court!
He looked to the other observers. Captain Mender of the FPS was also watching the others' reactions. Captain Alexander wondered if anyone would have guts and act as a prosecutor... He would do, but he smelled a rat, as he wasn't used to Dyelli Beybian laws, rules, and manners...
They would probably take advantage of this fact... Damn!

Unterfeldmarshal First Class Alexander Haff stumbled into the court room late. His uniform was wrinkled and undone at the top. It had wet spots on the front. A cigarette dangled limply from his lips, and he reeked of alcohol.

Haff: Good afternoon, the court! Pardon my absence! I was engaged with pressing matters! What's new?

[translated from very slurred Vrakian...]

Haff: Hey there, Ian! Good to see you again! You wouldn't believe how much liquor Dyelli Beybi has! And it all tastes like bananas! I found these cigarettes too!

He tossed a pack towards Ian, but it landed far from him. Haff stumbled forward, took his seat and slumped down. His head appeared to be shaking a bit.

Cargo crates and various good had been piled in the storage bays and on deck...

In the Courtroom, the Commisaar acting as judge leaned over to the Konteradmiral, "It looks like we don't have a prosecution." he observed dryly. Something to do with his manner suggested that the lack of a prosecution was entirely his own doing, and he was proud of it.

The Konteradmiral sighed, "A second call will go out for the prosecution to show up once the opening statement for the defence has been made. Who is representing the defendant?"

Meanwhile a guard guided Unterfeldmarshal to a chair, "It's all going splendidly." the guard said glowingly, "It's another spledid example of justice in our country." he seemed to genuinely believe this.

The Kapitän zur See stood up, "Please your honour." she spoke, "I will be defending myself."

The Konteradmiral nodded, "Very well, proceed."

"Well." the young Kapitän flashed a vibrant smile at the court room, seeming very sure of herself, "My case is simple and is based upon the lack of evidence of the oposition for acts of piracy by the vessel then under my command, or the Dyelli Beybian navy as a whole, but seeing as there is no prosecution it seems that there is no need to continue."

She smiled again then sat down amid great applause from the left side of the hall which seemed to be full of off-duty Naval officers. The Konteradmiral waved for silence, and when the room had settled down again, he spoke, "Once again the court calls for the prosecution to step forward. Failure to do so will result in the case being thrown out."

He paused, waiting for a reply.

OOC: Okay..I'm totally lost. I'll go with what you've done, but could you explain it a little better? I take it you made the Hattian vessel look like one of your freightors, and that you made your ship look like a hatian pirate ship. Am I right?

Konteradmiral Ewing sighed, "I will not allow this waste of all our time to continue. Once again we call for the prosecution to step forward."

Commisaar Dzerzhinsky cleared his throat loudly, "May I make a suggestion Konteradmiral?"

The Konteradmiral turned to the Commisaar sitting next to him, "If the International observers see it as apropriate, I am sure Commisaar Bell can take over the role."

The Commisaar in question, the same one who had announced the 'accident' previously, nodded his willingness. Ewing, however, did not look entirely convinced, "That is, if nobody else wishes to take the stand, someone from the agrieved Nation perhaps?"

A third Commisaar entered the hall, wandering over to the 'General Political Officer', he whispered something in his ear, although the only audible part was "News....not good."

Dzerzhinsky smiled at the defendant, could you possibly follow Commisaar Watts for just a moment. She stood obligingly, smoothing down her skirts before following the other Commisaar out of the room, only to return about a minute later wearing a bulky jacket and minus the Commisaar.

"Well?" Ewing demanded, "Anyone?"

(OOC) The Kriewgsmarine don't usually have trials, so anything the Judge says goes as nobody else knows any better. Ditto with Vrak, any further indecision and there will be a Cheka agent acting as prosectuion.

Then, he turned towards Captain Mender and the Hattian representative (OOC: Sorry, I don't remember who attends the trial) and whispered:
"As FPS has been the victim of the pirate act, it would be better and more legitimate if you prosecuted. I'll help you if you want. Otherwise, Hattia or Sidar Jabari should represent you and prosecute. I don't think that it would be a good idea to let a Dyelli Beybian prosecute. Something tells me that we won't win... Look! The Kapitän seems very confident... I fear that we are not safe... Sixth sense, maybe..."
Captain Alexander looked at them, waiting for their answer.

Meanwhile, on one of the four Jabarian frigates, Lieutenant Lirard, the second in command, was permanently communicating with Admiral Warthas (the Minister of Navy who was in Sidar Jabari). The lieutenant had received orders from Captain Alexander: to stay vigilant, to let nobody to go aboard and stay in communication with Sidar Jabari, in case of "surprises". Encrypted communications of course.
He barely saw the cars who entered St Guineford, late after the beginning of the trial...

One of the guarss from the back room appeared. He likewise was in the darker grey of the SS. "Commisaar Jogiches will see you now." he seemed to have preempted the request.

OOC: Okay, I'll take it then that my helicopters are finding what seems to be a Dyelli Beybian ship that had been pirated by what looks like a Hattian frigate. If I'm wrong, tell me before I make the IC, which will be in a bit. You see (and I'm not kidding), I'm currently in Mexico, and the only reason I even got to this site was because I was able to get my dad's laptop hooked into a phone jack. I'm not sure I'll be able to pull it off again.

Thereby, I may be unable to post untill late wednesday/early thursday. You can either plow on without me or wait for me, it's up to you. See ya later...

Out at Sea the Dyelli Beybian Armada Armada had split again. One half drifted near the Alconian vessels while the other motored on towards the Squall Straights, aparently heading back towards Vrak.

Meanwhile, in Vrak, troops formerly earmarked for the war with Dozle began making their slow treck back towards the border. None of them had actually seen any combat, although a few SS units had heard it off in the distance.

The movements of ships from their protective stance, to their present stance caused some concern about Dellybian thinking. Of course the question was What are they up to?. This became What the f*** is Himmler up to? when word of the troop reversal was heard. It might mean nothing, but then Himmler was to be as trusted as a pedophile carrying the plauge.

The Dyellian pullout certainly caused concern among the Vrakians. Faced with Dozle, it was viewed that nearly every asset of the FKC should be used to fight off the robots. Naturally, some Vrakians mumbled and a few fistfights broke out among Vrakian and Dyellian soldiers - with officers on both sides struggling to regain control of their men. But, for the most part, the Vrakians allowed the Dyellian troops to pull out with a minimum of hinderance.

OOC: Mind you, the Dozle storyline has been mothballed for a while which leaves much of the FKC in limbo. I would think that the reactions between the troops would be somewhat natural. Most likely some of the Vrakians calling the Dyellians "cowards" with Dyellian troops calling the Vrakians a few choice words as well. :)

The withdrawal of Dyelli Beybian troops from the North continued the process of pulling out. Most troops responded in kind to any insult leveled by the Vrakians, stretching the officers to their limit as they attempted to control the notoriously roudy Dyelli Beybian Grenadiers. Still there was no attempt to inform the Klatchians what was going on, although a leaked Cheka report mentioned something about the possibility of "imminent invasion."
Divisions within Dyelli Beybi were also on the move with quite a few Divisions, although by no means all, making their way towards the Coast.

Out to Sea it was noted all the Carriers were present in the group steaming towards the Squall Straights, leaving a thick trail of black smoke behind it (OOC: Dyelli Beybi has no nuclear powered ships).
The other half of the fleet drifted aimlessly in their own waters, although there was usually at least one ship of some description visible to the Alconian crews of either task force at any one time (OOC: They're just milling around).

Alexander III listens to the report without saying a word. Then spoke "Well how long have we feared this day would come...since joining the Federation. Now the enemy has used this pirate attack as a preclude to invite an invasion force and distract us."
"They think we are weak because we seek peace..."
"They think we lay on our backs, fattening ourselves on our rich lands..."

Authorize "Blanco, stage 1. Alert all miltia forces. Alert all the main military forces. Activate Naval Bomber command to prepare the Calaphs..."

The military officers bowed. This was why the Duke was incharge of the military.

Within a few hours two carrier taskforces moved out of their berths. Those from Torrhall moved south. Out of the Westmore base in Alcona another taskforce moved to the west. Several small escort carriers appeared to filling the inner sea with battleships, heavy cruisers, and battlecruisers, and missle ships. The groups couldn't completely spread out in the narrow bit of ocean between Newbayern and the Ring Islands.

O'Conner stormed into the briefing room, nearly knocking over an orderly. "What the hell is going on that, on the first day in three weeks I've asked to sleep in, I'm woken at 7:00 AM!" The room, which had been in the relative chaos of any conference room before a breifing suddenly became quiet. An admiral stepped forward.

"Sir, were monitoring multiple troop and ship movements back into Dyelli Beybi and into the areas around it. They may be preparing for an offensive stri----" a diplomat cut him off before he could finish.

"Or just for defense! We can't be sure what is going on!" the woman said, then, realizing she might have just spoken way out of turn, she stepped back and sat down.

"Alright, people, let me see the charts. How many troops and ships." O'Conner had been expecting something like a couple divisions and maybe a small war fleet. What he saw forced him to sit down. "Can we tell if their being moved to attack?" he asked.

"Negative, sir. But I'd like to send backup to the men we have out there. The only way to respond to the threats thrown at us by these dogs is to send threats right back at them. Violence, and power, are the only things they understand." This time it was an older general who spoke, and what he said was so stereotypical of the man that O'Conner couldn't help but smile. That is, before frowning deeply.

"Before you start calling them dogs, please consider the fact that one captain and her crew, and not the entire nation, pirated that ship. Let me guess. You were going to suggest a tactical nuclear strike as the first offensive measure." O'Conner said, turning on the general.

"Actually, yes sir." he responded. O'Conner shook his head.

"Have the fleet go to increased readiness, and go to defcon 4. But no more mobilization. I want it made clear to them that we don't want war." with that, he stood, ignoring anything any of them said, and walked out of the room. All he wanted was to get some damn sleep.

The vice-president didn't stop untill he was about to climb into bed. That's when he realized what the significance of the time was. Congress would be re-voting on the declaration of war in a little under an hour. Turning around, he started putting his suite on. This was going to be a long day.

Around Liberty City, Senators and Congressman were preparing for today's session. Unlike most sessions, the debate would be...non-existant. Another vote would be held, and if enough people agreed, Kyle would be forced to change his abstain vote. What to would be his choice.

As he got out of bed that morning, Kyle realized his political career, and his life, most likely...no, definitly, rode on this decision. He'd been up all night thinking, and he'd finally made his decision. He just hoped he was doing the right thing.

The captain was about to stand to say he would help (but not be the main person) in the prosecution when an FPS crewman rushed in. Not waiting for approval from anyone, he rushed over to the captain, and whispered something in his ear. Nodding, CJ turned to the three judges.

"I'm afraid a situation has arisen. It seems one of our fleet vessels has found one of your freightors....adrift and burning. From what they can tell, it's been pirated, and the majority of the crew seems to be on the deck, dead." As the captain finished saying this, he paused for a breath, and a gasp when up from around the room.

Having gotten enough air, he continued. "From what we can tell of it's position, it'd take you around an hour to reach it with an helicopters or other transports...besides aircraft, but as it's not a carrier, landing on it would be dificult." Taking another breath, he continued.

Thereby, my government would like to board the vessel, arrest any pirates remaining on board, and attempt to save any crewmembers still living. However, as it is a flagship of your fleet, UN maritine naval law forbids us from boarding it without your permission. Do we have it?" CJ looked extremely sincere and hopefull when he finished, and anyone could tell he truly wanted to be with the team that would be securing that ship, killing...or at least arresting....the bastards who would do such a thing.

A couple hundred miles away, a chinook and two black hawks, escorted by a group of littlebirds waited. On board the black hawks, a group of special forces personell rechecked their gear, hoping they'd be securing a ship, and even more hopefully arresting a group of pirates within minutes.

On the chinook, a group of less hopefull medical personell, along with some enjineers and fireman, also checked their equitment. But the only ones who did it with enthusiasm were the fireman and enjineers. All the medical crews knew the truth. The chance of finding a survivor was slim and none. And that was if all went well.

Assuming all did go well, within a few minutes a call would come to the choppers giving the clearence to board the ship. An estimated one minute later, the special forces team, consisting of ten specially trained personell, a medic, and a bomb expert, would finish clearing the ship, and the medics would be able to move in. But even those few minutes could, and most likely would, mean the diffirence between saving a life, and saving five or six.

OOC: Of course, they don't know that the entire crew has already been slaughtered mercissly. They'd be lucky to find one person who wasn't killed within seconds of being spotted by an enemy.

There was confusion among the judges, the Konteradmiral turned to an aide, muttered something to him, "One of our freighters?" he looked distinctly unconvinced, "Is this a Kreigsmarine vessel? If it is, you most certainly do not have permission to investigate. If it is civilian you may do as you wish, however, we wish that no evidence be touched by your crew before we can contact the nearest vessel to investigate for ourselves."

The Dyelli Beybian Fleet continued to move ponderously towards the Squall straights, it appeared to be in no particular hurry.

Meanwhile, troops along the coastline were beginning to dig entrenchments, similar activities were going on in the 'Dyellian Coridoor' between Vrak and Fasta Benj, while the Artois line (OOC: Line of forts between Old Dyelli Beybi and Vrak) was fully manned for the first time since the early Tzarist era.

Recruitment posters were finding their way up in most of the population centres around the country with slogans such as 'Defend the Fatherland' featured on nearly all of them. Television channels were broadcasting a similar message as were the radios and news papers.

In the Vrakian corridor

Intel posts were able to catch some of the broadcasts while nearby border guards reported increased activity along the Dyelli Beybi/Vrak border. The raw data was feed to analysts who composed reports for their whiskered masters. Still, no increased alert was given, since similar activity was seen before during the Dyellian civil war and conflict with Fasta Benj.

OOC: I like the dispute over the names. :) Kind of like Korea and Japan over the East Sea/Sea of Japan thing.

"Are you really sure about this?" The man who had spoken was well over 6 feet, with a well trimmed black moustache. He wore a dark blue uniform, marking him as one of the Metropolitan Police, the rank insignia at his neck marked him as the Chief of Police in person.

"Of course." I am. This man was shorter, yet still tall, his short blonde hair and glasses leant him a somewhat sinister aura. He smiled, thinly, "I trust your judgement to keep the city under control, so trust mine as a politician."

They were standing on a runway outside one of Cyro's many military bases. Black coated bodyguards looked about suspiciously, while off in the distance troops in sand coloured uniforms did the same. The sun was setting in a blazing ball of fire, promising a frigid desert night to come.

The Chief of Police nodded, "Of course mein Führer...I am merely suggesting you could have chosen your allies more carefully." his mouth turned up in distaste, almost as if the mere thought of the 'allies' in question brought bile up in his throat.

Himmler laughed, it was an unusual sound for him, "Yes, unsere schmutzigen Vetter and that strange band of hicks, but there is something we have in common with these people. Geography. They like us understand die Lage des Südens."

The Chief of Police still looked a little unconvinced, he chewed his lip absently for a moment, then shook his head, "I trust in your judgment." he conceded, "You have not let the Province down in the past...just remember though, that if you fail, you can destroy all the tenuous freedoms we have striven to create."

The Chancellor nodded, his face quite unreadable as usual, "I will heed your warning." he turned and strode out towards the plane.

When the door closed behind the Chancellor, the police Chief turned to leave. "Bloody fool." came a voice from behind him.

The voice shocked him, it was young and female, and he recognised the woman speaking, "Madame Laroque..." he began, his voice not betraying how surprised he was to see her here.

"Please." she waved her hand absently, "So he's off on his little excursion is he?"

The Chief of Police nodded, the leader of the Communist Party, and hence only opposition to the ruling NSWP worried him. Firstly she was in his opinion, far too young and attractive to be a politician, but more importantly she had a disturbing ability to move around without being noticed. She was what most people would regard as a terrorist once, he reminded himself, "Yes, he is."

"I hope you undestand." she said, her dark eyes reflected the seriousness in her voice, "That I am having no part in this, in fact I don't even know it's going on."

He nodded, he had discussed this with both the Chancellor and Miss Laroque before Himmler had stepped onto the runway, 'If things go pear shaped, we need you to come out unscathed' Himmler had told her.

"Of course." the policeman nodded again.

Someone (North Germania or Dyelli Beybi) attack a Hattian ship and, realizing they'd get cought again, disguised it to look like Hattia attacked a merchant ship of his/her nation. But who? I'm lost! Help me!

(OOC) North Germania attacked a Hatian ship and disguised it for reasons that are unknown to us at this point, but I doubt it's because they thought they'd get caught. Theoretically an attack near Dyelli Beybi would be blamed on Dyelli Beybi at this point.

They have disguised the ship as some form of Dyelli Beybian vessel by putting a pagoda mast on it, or at least something which looks like a pagoda mast enough to fool people who havn't inspected one up close before.

The five choppers (two more black hawks full of troops having come to support as well) began moving towards the Dyelli Beybi ship. The chinook began circling, a couple snipers on board checking for enemies. Meanwhile, the four black hawks landed, unloading a total of twenty four men. They also began to circle the ship, their minigunner operators checking for targets as well.

On board the ship, the teams split up, and began searching the ship.

OOC: Assuming the Hattian surviver didn't just stay put, it won't be untill my next post that I find him.

Meanwhile, the Kriegsmarine had also called in a vessel. A K-Boat that had been lounging on the surface began to rapidly close on the area pouring out a thick cloud of smoke as it did.

Sergeant Baxter Norms stood outside the ships small medbay. One of the choppers had reported heat signitures inside...it seemed someone was on the ship. And somehow, he doubted it was a survivor.

Motioning to the other three members of the team, he took up position on the left of the door, with one man behind him, while the other two soldiers took positions on the opposite side of the door.

With a quick motion of his finger, one of the men shot the lock, and kicked the door open. Immediatly, Baxter threw in a flashbang. As soon as it went off, he ran in himself, followed by his teammates. What he saw was not what he'd been expecting.

Rather than a man with a machine gun, or a doped up pirate who had been left by his comrades, Baxter found....

A 16 year old Hattian, lying on the floor, his hands covering his eyes. But then again, from the looks of things on the deck, the Hattians had been the attackers...but why leave a 16 year old on board to prove it?

"Don't move. Who are you?" Baxter asked as the other men searched the sickbay for other pirates, survivors, or weapons.

Luitenant Commander Jenalkson stood on the bridge of the freightor. The report he had just heard from one of team three's members had scared him. Jenalkson just hoped Baxter knew not to trust the pirate.....no matter what his age, he had still been a part of the attack.

Pulling out his radio, he hit the transmitting button. "Chinook, this is Jenalkson. Ship is cleared. We have five survivors, two in enjineering, one in medbay, one on bridge, and one in the communications room. All but the survivor in medbay are in critical condition."

As he looked out the bridges broken windows, the chinnok suddenly turned, coming into land in front of him in the middle of the empty cargo deck. A group of fireman exited first, running towards the enjine room, and other locations where oil had exploded.

Behind them came the medics, enjineers, and a few more soldiers. The medics immediatly began running towards the locations of the few survivors. The soldiers and enjineers started walking towards the main building as the chinook took off.

OOC: By the way, if you've never seen a freightor before, allow me to describe it for you so you won't be overly confused by my post. Most freightors are long and narrow, with a large building at the stern, and a very small building at the bow. The stern building allows passage to the lower decks, and just about everything else needed on a ship.

The forward building is not much more than a ship based lighthouse. A crewmember regularily stays up there to make sure there is nothing in the freightors path. The bridge is in the stern building.

Meanwhile, K-11, the Submarine in question was rapidly closing on the position of the attacked ship. It was submerged with just it's 5 funnels above the water. This somewhat defeated the purpose of submerging the vessel as they gave off enough smoke to announce it's arrival long before it would normally have been visible.


(OOC: K-Boats and E-Boats are Dyelli Beybi's experimental submarines. They are rubbish.)

L.C. Jenalkson was standing on the bridge of the freightor, looking through his binoculars at the incoming submarine. It had been spotted awhile ago, but no action had been taken. After all, it seemed to be their ship, so what harm could having an escort be?

Turning to one of the three ensigns manning the ships controls, he asked casualy, "Report."

"Have they taken care of all the fires?"

"Yes, sir."

"What's the situation with injured?"

"Well, sir, of the four injured ships crew...let's see. The first, one of the men from enjineering, died as the medics attempted to get him off the ship. The second man from enjineering died on the chopper while inbound to the carrier. At last report, the other two were deep in surgery."

Jenalkson grimaced. Half of the survivors were already dead. Not good. Looking outside his window, he watched the two remaining black hawks and the chinook circle. In the distance, the submarine could still be seen approaching. Somehow, he got the idea this was going to be a long day.

Finally the submarine fully surfaced, revealing the it's huge size, at over 200 metres of length and 30 metres of width it was the physically largest submarine in Dyelli Beybi's arsenal. The crew made no attempt to communicate by radio, instead busying themselves with hoisting a flag from the conning tower.
Finally, as the huge lumbering hulk slowed down to draw alongside the vessel, someone in a black uniform and white cap yelled through a megaphone, "This is Fregattenkapitän Stuart of the K-11, announcing our intention to board."

This about summed up the conversation, although the megaphone did pick up the word "pakrahs" being repeated by several of the crew in the conning tower.

OOC: haha sorry for the confusion. Let me explain better: A North Germanian civilian merchant ship filled with Schultz polizei troops and some naval officers faked an explosion, boarded the Hattian frigate, shot everyone up, disguised the Hattian frigate as a North Germanian frigate, disguised the North Germanian merchant ship as a Hattian vessel. The dead Hattians were dressed in N.G. shipping uniforms. The N.G. ship was abandoned and the explosion was meant to show that the vessel broke down, but was abandoned because of the risk of being caught. The Dyelli Beybian mast, along with flying a Hattian flag, was meant to give the impression that the Dyelli Beybi ship which pirated a Hattian vessel (what this RP is all about) was actually a Hattian operation to make Dyelli Beybi look bad in international court. And to cause disorder within the FKC, etc., etc.

IC:

Haff: We have recently received a video of a North Germanian frigate being pirated. Despite what the court may assume, the video shows Hattian pirates raiding the North Germanian ship. The Hattian frigate is shown on this tape. It appears the Dyellian mast has been replicated, as a Hattian flag is being flown.

From my intuition, it seems that perhaps the Dyellian captain is hardly guilty of the accused crime. Pakrahs, indeed, gentlemen.

OOC: Wow I didn't think that thing with pirating the ship would be so complicated. And if that post didn't make any sense, it's because I've been up for a pretty long time and drank a bit.

Ustinov's radio crackled to life, a gruff voice speaking in rapid Hattian came over it. After listening to the voice speak, Ustinov stood. "I apologize, my country and fleet have been called to war. Apparently the Shildonians think they can attack a Hattian fleet without a declaration of war with no response. If you recieve anything about the so called pirate bearing my nation's flag, please contact the Ministry of Naval Affairs."

He nodded slightly and walked out of the door to the helicopter...

C.J. frowned. Hattia was pulling out. Yet, he wasn't suprised. Ever since his arriving, he'd known the Dyelli Beybians weren't going to do crap to the captain. It was rather obvious..what, their entire prosecution being made up of drunks and dead people.

Nonetheless, he'd mise well try. At the very least, Dyelli Beybi had promised to reimburst the victims families for their losses. Standing up, he waved goodbye to the leaving Hattian, then turned towards the judges. "I guess I will serve as prosecutor at this time."

The FPS crewmembers ignored the insult as they took the submarines lines, tying it to the ship. They began loweing a ladder so that any of the submariners that wanted to could climb up.

On the bridge, the Luitenant Commander looked on as the men remaining on the deck helped some of the submarine crew up onboard. He'd been ordered to fully comply with the Kriegsmarine's investigation, and he planned to do so fully. Excepting one thing.

The 16 year old behind him, standing with the four soldiers who had found him. Somehow, the teen's story seemed to make sense, and the DB government would probably have him killed to keep him quiet. Turning back to the men, he nodded, and they rushed out with the child. In front of him, he saw one of the Black Hawks suddenly bank towards the back of the ship.

In a couple of minutes, the teen would be on his way to the carrier, where his story would either be confirmed, or he would be arrested. It wasn't much, and the DB wouldn't be happy if they found out, but at least it gave the guy a chance.

OOC: Alright, cya later Hattia. There goes one of the main RP players...perhaps finding out that his ship was pirated will bring him back? Who knows.

Anywho, I'm making this announcement OOC: The FPS congressional vote ended without the 2/3 required for war, so now all that matters is the trial, and what happens to the pirated ship.

The crew of the submarine wore a mottley collection of grey work overalls and navy-blue Kriegsmarine uniforms. In most cases, except those of the officers, they were covered in coal dust and oil stains. The officers wore thick black jackets and white caps. All the crew were unshaven and all but the officers seemed to have washed rather irregularly.

They were armed to the tooth with shotguns, assault muskets, sub machine guns, axes, knives and just about every other form of weapon imaginable. When combined with their motley dress, they gave off the aura of a band of desperados rather than of an organised navy. It was not hard to imagine them being pirates.

Fregattenkapitän Stuart clambered onto deck. He was a muscular looking man, well over 6 feet with a thick black beard and was comparatively lightly armed, with only two pistols on his belt, "Who's in charge he demanded?"

His men on the other hand were wasting no time, "Whoever put that on did a bloody shocking job." one officer remarked on glancing up at the mast.

A few men poked at the corpses idly with the muzles of guns, it was uncertain what they'd have actually done to them had any of them moved. A small band disappeared below decks under the guidance of an officer and began rummaging around. One man came up with a bag of flour, which quickly found it's way onto K-11.


(OOC) I'm assuming NGs guys put the mast up quickly and thus it would be fairly obvious to the Dyelli Beybians there is something wrong with it. They're almost an extension of the super structure.

In the court room, the three judges confered, then Ewing nodded, "Would the council for the prosecution like to open it's case? You may take some time to overview the notes for the Prosecution...where are they?"

The Cheka agent who had been volunteered for prosecution produced a thick wad of notes from under his chair, he wordlessly handed them over to the Free Pacific States delegation.

Word from within the courtroom showed the attack of the Hattian had not the impact expected. Perhaps too technical. Or too complicated. In any case, no one was buying that the attack came from Hattia.

Ostheim: Send a scout helicopter to the Hattian frigate. See what you can get together as far as damage is concerned.

2 black NH-90 transport helicopters each carrying 8 ESPK Soldiers flew into the area and hovered above the frigate. The ESPK Soldiers were all dressed in black, with face armor. Their faces were not visible. All were armed with H&K G-36E submachine guns. From their appearance, coordination, and organization, they looked as though they were from a different planet.

Pilot Dyelli Beybi pirates on the frigate. Orders?

The two helicopters landed on the open platform and the ESPK Black Ops emptied onto the frigate.

The newcomers were greeted with suspicion. There were over a hundred Dyelli Beybians sailors over the ship when by this stage, a large number of whom were now training weapons on the North Germanians.

An officer looked the man up and down, he did not seem at all pleased at being described as a pirate, his face visibly reddening, "We're not f***ing pirates." he growled, "We're the f***ing Kriegsmarine. Who are you?"

OOC: K-Boats have a very large crew, they need it to keep all the engines running

Meanwhile onboard K-11 the radioman was making a rather interesting discovery, "Right, so you're telling me this isn't a registered Dyelli Beybian ship?........Right.....got it."

He swiveled in his chair, "Send a message to Fregattenkapitän Stuart that this vessel is illegally flying the Provincial Flag and thus according to the laws of the Sea is forfeit to the Provincial Government."

The sailor who he had spoken to nodded and tugged at his forelocks in salute, "Aye Aye Sir." A minute later a message to that effect was being yelled from the megaphone in the conning tower.

The Sea was begining to crawl with Dyelli Beybian patrol craft, a Scout Cruiser and pair of Motorised Torpedo Boats had appeared on the horizon, while sonar would be picking up another submarine bearing down on the position rapidly. It seemed that the Kriegsmarine were determined to stamp their mark on this particular patch of ocean.

OOC: Actually, I'm saying quite the opposite. The FPS leadership doesn't want war, and due to this vote, congress can't over rule them. Hence, no matter how the trial turns out (unless another large event takes place...such as another nation's ship being pirated....cough cough) FPS won't be entering a conflict.

ESPK Soldier 718-T-9810 probably would've appeared that he was feeling a bit nervous towards the situation. However, his voice remained calm and steady. He radioed base for a few moments in Germanian. The ESPK soldiers had their submachine guns fixated on the Dyelli Beybian sailors. The gunners in the transport helicopters had manned their posts and the pilots had assault rifles aimed towards the DB Kriegsmarine soldiers.

ESPK Commander 718-T-9810 Excuse me, sailors of the Kriegsmarine. We did not mean to offend. In fact, we would like to speak with you about some matters concerning these ships and what you have seen concerning the navy. While it looks as though this raid was created in order to harm you, it was quite the opposite. Now, if you will please lower your weapons. North Germania does not view you as an enemy, and we do not want to start now.

As the ESPK Commander spoke, the hulls of three North Germanian battleships appeared on the distant horizon, flying flags of peace. The hum of distant helicopters could be heard as well.

ESPK Commander 718-T-9810 As I am sure you have already realized, this ship was designed to be a mock of one of yours. If you look closely, you can see the mast was placed hastily, and a Hattian flag flown. Gentlemen, if someone was aiming to make you look bad, why would there be a Hattian flag flying? A few of the sailors had made the effort to lower their guns to appear more peaceful. The officer speaking with the North Germanians gave them a blank look. "I'm not a Cheka agent. I'm just here to carry out an examination and report what I find."

So we're probably going to impound it for displaying false colours. Are those guys in the Darth Vader masks some of yours, because we've certainly recieved no word of it?"

It was then he caught sight of the Battleships on the horizon, "Are those some of yours he asked?"

The Scout Cruiser D.P.B.S. Essex had picked the three incoming ships up on radar, "In the name of all that is holy, how did those things not get picked up on our radar?" the Kapitän demanded of an unfortunate radar operator.

The operator began to stutter a reply, but the Kapitän had already lost interest, "Get a missile lock on the closest target. If those things are asking for a fight we're going to go down guns blazing, if need be we can give them a taste of 'Starfish'."

This provoked a worried murmur from the crew, "Will that work Sir?" one man asked skeptically, "It is supposed to be a depth charge."

"Course it will bloody work." the Kapitän snapped, "Also contact them, I want to know who thinks sailing Capital vessels this close to The Minefield is a good idea."

In the corner a radioman hailed the North Germanian shiping, "Unknown Capitol Vessel, this is the D.B.P.S. Essex, requesting an immediate statement of identity and intent. I repeat, this is the D.B.P.S. Essex, requesting an immediate statement of intent and identity. Over."

Jenalkson smiled at the referance to Darth Vader. Then his smile turned to a frown as he looked down at the submarine, which had the group of dark masked men still on it. "No, they aren't ours. Not at all. We came to try to find any survivors, not to take the ship or anything like that. As you might know, the same thing happened to us a few days ago, we were just trying to help."

Above them, the pilot of the chinook began radioing the FPS fleet carrier, asking for instructions on the three battleships.

Satcom and Long range recon patrols picked up the various movements and were fed to the intel staff. However, no unusual Vrakian movements would be detected and certainly no naval craft were sent to that theater. It was almost if the incident was given secondary consideration, or perhaps the strange land ruled by walruses felt that the Dyellian piracy wasn't such a big deal - except perhaps for giving Jiggady a bit of extra competition.

The Vrakian rep yawned at the court martial hearings. He almost burst out laughing when the person from Free Pacific States wanted more time to review their case. After all, one would think that these meddlers were chomping at the bit to grandly show how "wicked" and "evil" those pirates are.

The Essex slowly drifted away from the North Germanian vessels, there was a sudden blurring of it's position on any radars tracking it as it fired up it's ECM suite.

A message was quickly retured to the North Germanians;

OOC: Alright, this was a good rp, but with all of us kinda disapearing for long times, I think it's died. Anyway, I'm assuming that we never went to war, and after the trial (in which the captain was found not guilty), my fleet withdrew. Diplomatic relations between all nations are the same as at start, and I'm assuming Dyelli Beybi did pay damages to the families.

It was a good rping, and it was nice being with you guys. Have a good one!
