Cargo ship stopped in international waters.

The Whittier navy stopped a civilian cargo ship in international waters today. After having inspected the ship, naval personnel found hidden weapons and explosives. Several persons were arrested and in one the seized breifcases, were plans targeting places in Vizion and several maps of Vizion and Vizion cities.
The ship and its cargo have been seized. And the contraband is going to be used as evidence in court.
The ship is being escorted to Whittier waters and naval gunpoint.

We remind Whittier that they are in violation of international law - ships in international waters are not under the jurisdiction of your nation. Your nation bears no right to board civilian ships as they please, and our nation cannot condone your actions.

Whittier respects your concerns but notes that these people were not civilians. Nor are they innocent. They had weapons, explosives, maps, and plans to attack civilian targets.
