Subject: To End Old Rivalries

Russian Forces,

As you may recall, we have been rivals since World War V when you invaded me do to a misunderstanding (you thought I was in GDODAD, but I wasn't). Now, I think we should put our old rivalries behind us. I propose a treaty. The treaty will state that we are officially neutral and all old rivalries are finished. It will also be a non-agression pact.

P.S. If you say yes, the LoD and the RBA can draft a treaty. If you don't like the term neutral, I can change that to friendly (but not allies).

It seems that we are all for peace. All we need is a neutral location for the drafting of the treaty. I know where.
