Chellis is currently offering a chance for smaller nations to be under the wing of a nation with one of the strongest militaries in the world! Chellian 'protectorates' get trade benefits. They get, if wanted, an army trained and armed by chellians. They get full protection if war is declared on them (and sometimes support, if they instigate the war).

All chellis requires of its 'protectorates' is friendly relations, hopefully trade benefits, and allowance of chellian military units to land there, but only under extreme conditions(wounded soldiers, damaged or low-fuel planes, refueling missions, etc). The nation wouldnt have to support chellis in war, while it supported them.

His Excellency, the Grand Duke of Luxornburg, is willing to enter such an agreement with the exception that both signees are treated as equals and not as 'protectorate' and 'protectee'. His Excellency is willing to see it as a mutual understanding between nations.

Offering an Alliance to countries is a nice thing to do. We, ATA, have done many things bad, including declaring war on you. We have now starting to change, for now we need an ally to protect invaders, while I know that West Pacific and his allies are onto me...
