As of today the nation of Hutu and the entire Hutuian Federation have cut their military spending and sent many soldiers back to their homes. The vast Hutuian Army is now down from 20 million men strong to a mere shaddow of 5 million men. With a large surplus of weapons and tanks for sale cheep in the nation, the ex-soldiers and concerned citizens quickly buy up the weapons forming civilian militias, civilian tank and air corps and even a small civilian navy, all of which are quickly recognized as defenders of the Homeland and are offically given sectors of the country to protect. Yet the forces are strictly volunteer and get nothing more than moral support from the government.
