Yes - you can produce RL products on your own, or buy them from others (especially the ones that sell them at horrendously low prices), but within your budget.

Your defense budget ought to be around 15% of your budget....the percentage of your GDP will vary. And storefronts sell more than just guns and tanks. They can sell anything...

Realize, though, that you don't get to spend 100% of your defense budget on buying stuff - you have to recruit and train your armed forces as well as maintain supplies.
