At 1400 Hours today, a bomb was detonated in the public square below the Imperial Palace. It is believed that this was from a pro-democracy rebel group. The Glorious Imperator was only installed in office last month. This appears to be an attempt to assasinate him. He was out, and was due to arrive back around 1400. However, his car got a flat tire and was fortunately delayed.
We have discovered evidence that this group was supported by an unknown foreign nation. We hope to discover who this is, and ask for assistance from the international community.

A week ago...
Glorious Imperator Eric J. Olsen sat in his conference room. He looked around at his advisors: Those in the military that he had firmly bought the loyalty of, the corprate interests that back him for his obvious favor of them. Also there were the directors of the directorates he had established.
"Our military is now strong. We must exercise it to keep it strong, just as we exercise our bodies." said the Imperator. "Ergo, we are going to conquer another country. They have to be smaller than us, preferably with a weaker economy, and preferably a democratic and/or communist nation. We need an excuse."
The Director of Intelligence and Security, Ralph Birgersgaard spoke. "The secret police could stage a terrorist attack, make it look like it was pro-democracy rebels with outside support. Make it look like they were trying to kill you. My men could procure some explosives not used in Septema."
"Any other comments?" said Olsen.
The Director of Military, General Robert Palme said, "The miltiary will be brought on alert when and if we exercise this plan."
Jack Baltzer, president of the country's main arms manufacturing firm, said, "We'll step up production. Easily explainable, since we just started selling things abroad, we would want to have a stockpile on hand to sell."
"So where should we do it?" commented one of the officers in the room.
The Imperator responded. "The public square, outside the palace. Shouldn't kill any more that fifty or sixty people."
"We could easily pull it off." said Birgersgaard. "The only question is when."
"A week from now. I'll be going out of the city on a trip to the beach. Arrange for me to have a flat tire on the way back, and schedule me to be back at around 1400. Detonate the bomb then."
