A man stands behind an oak podium, dressed in a simple suit, hair short. Dark brown eyes look towards a camera. Premier Estridge waited for the count down to begin.

"We're on in 3. 2. 1."

At that moment, , the Premier shifted his body, lips parting.

"With the nation of AIan soon to be defunct, the nation of Neo-Soviet Russia is placing its claim on the island of Cuba, as well as the Florida Keyes just north. We do this to guaruntee stability within the region, as well as to raise the standard of living and bring greater lifes to the people of these islands. We find the seemingly complete neglect of the population of these lands by the current government demeaning and a threat to the well being of these peoples.We find the lack of assistance, of attention to these people disappointing, regardless of whatever world power runs it. This, though in ways can be seen as expansionist, has numerous other reasons. We wish to take this territory under our week so that we may protect it. Protect the people. The make their land more prosperous. This is not the action of a nation hungry for power and land, but to lend a hand and help out other peoples. Before any major actions are taken though, we shall listen for the opinion of the international community, as well as let the people of the territories themselves let us know what they think. With that, I thank all of you who have witnessed this for your time."

The camera focuses on Premier Estridge for a few more moments. With the deadining of a small red light on the camera, the man gives out a breath.

Siri owns the entire US, with a couple of exceptions where she has allowed some nations that are named after US states to claim ownership of those states (California and Alaska, and NY&NJ come immediately to mind.)]

"In other news Premier Estridge gave a speech in Havana, Cuba related to his recent proposal to have it become territory under Neo Soviet Russian control. With that, here's simply a portion of what was said:"

The scene instantly switches to Havana. With the night on the brink of showing its face, the population of the city is already off from work. Thousands of people are scene, standing or sitting on streets, balconies, roofs, simply anywhere there's room. On a small stage stands Adin Estridge.

"The Cuban people need someone they can believe in. A government that they know will support them. I come here to give the offer for the people of this land to come under the wing of the USSNSR. We give you the offer to join us and better yourselves. We want to help raise and defend this land."

The feed continues to show scenes from the speech, the voice of the anchor, a Brita Jones is heard.

"Premier Estridge went on to say that the USSNSR help bring Cuba up to modern day standards, going first with Welfare and Industry, followed by Education. The Premier is expected to visit the cities of Santiago de Cuba, Camaguey, and Pinar de Rio, along with cities within the Florida Keyes such as Key Largo, Key West and Marathon. OOC: You do realize that Cuba has one of the highest education standards in the world? It's literacy rate is something like 98% compared to the US' 96.4%.

A trio of Mi17MD Hips flew over lush green vegitation.

"Amazing how beautiful it is, you know?"

One of Adin's advisors, an Austin Finney looked to the Premier.

"I must agree sir."

A smirk covered the Premier's lips before twirling a cigar given to him by an older man within his fingers.

"If this land comes under our wing, I think in time I'd like to move the capital here. Would make a nice place. Lush forests, lovely countryside."

"You're nervous, arn't you?"

Adin smiled then gave a breath. His head turned, brown eyes looking over the slightly overweight, blond haired man.

"You know me too well, old friend. I've always hated speaking to the public, even with those who think I do well."

"You're the Premier. It's part of the job. Here-"

Leaning over, Finney's arm extended, lighter in hand before giving it a strike.

"-It'll calm your nerves."

"Yeah.."

Putting the cigar to his lips, Estridge leaned over then gave a drag, then gave a puff after a few moments. A click could be heard, it was the pilot speaking.

"Sir, we'll be arriving momentarily."

Haiti is alarmed by this aggression near its borders. It shall remain in a state of full mobilization, with many suicide bombers ready, at the beck and call of the Ministry of Equality and Liberation. Haiti is also prepared to unleash its massive arsenal of chemical and biological weapons should the situation warrant it.

The Cabin phone rang within a few moments of landing. Finney, along with another man looked to the Premier as he picked it up and put it to his ear, their eyes studying as Adin's lips silently spoke two words.

"Lovely."

"What is it?

The Premier looked to the three men.

"How long until the speech?"

A James Arion looked to his watch.

"A few hours, why sir?"

"Seems we've a situation...we'll speak inside."

The three helicopters unloaded, aids, advisors and security walking to a blocked off area of the airport designated for such a situation. A briefing insued, though short, showing satellite photos. Within thirty minutes the following message was sent to the government of Haiti:

With the news of Haiti's full mobilization and preperation for war we wish to let its leaders know that the USSNSR has taken no steps to invade and take Cuba by force. We our going about this in a civilized manner, offering to take the land under our wing. We are giving the people a bit of a choice. The closest thing to a military force currently with us is simply security teams. Again, we are going about this a peaceful manner. We hope you recognize this and stand down. With that said, I await word of your response.

"Ladies and gentlemen of the city of Pinar del Rio, I have come to offer you, along with the rest of Cuba a spot within the USSNSR. I do this not, as you see, with warships off your coast and gun barrels at your door, but up here through peaceful presentation. We're giving you the choice to represent yourselves and let us hear what you wish to let be known. For years this land has been under the control of a government that ended up all but neglecting you. It can be seen from the ill funded hospitals and lack of healthcare to the roads that have aged and eroded beyond use, leading to beaten paths. This land's education has been worsening as well from the lack of government. I have come to offer you all the rights of those who are within the USSNSR. I offer you the simple human rights and more. I offer you all certain jobs, protection. There will also be a bulstering of education, welfare, social security. I am sure a number of you most likely wish to remain independent of outside nations. I truthfully can say I understand that. I guaruntee though, if Cuba falls under the banner of the USSNSR, it will not be treated illy. It will be equal to all else under the glorious banner. Its people will be equal to those of anywhere else. It shall become great with the rest of the union! It shall be a shining point within the perverbial crown. I offer my hand to you people, plam open, in hopes that you shall join us."

The Premier looked over the people. Hands began to raise. THe appluase could be heard, echoing off the old, somewhat spainish styled buildings. He gave a small smile, simply looking over the people before slowly turning then walking off the podium.

We recognize this annexation and we hope the best for your nation. Our own annexation of Mexico, Guatemala and Honduras is going fine.

"With the tour ranging fourteen cities including Pinar del Rio, Havanna, Camguey, and Guantanamo over, Premier Estridge is taking a break from speeches. He was qoutd as saying that this time is 'a pause for the people to debate among themselves if Cuba wishes to come into the USSNSR as well as a time for the global population to recognize that this is being done through completely peaceful means'."

The feed switches to that of Havanna, voting booths already being set up.

"As you can see, voting booths can be set up, as the decision to join will be decided within a matter of days. Now, a commercial break."

"Today is the day the people of Cuba decide if they will join the USSNSR or continue to remain free. Voting is to start at noon and last for five days. It is expected that the majority of Cubans will come out within the first two to three days. We shall update you on what happens as we receive the info."

"With the voting deadline on the decision of Cuba's joining the USSNSR or staying independent over, as well as the counting, we wish to announce the final decision 76% were for the joining, 21% were against, and the last 3% were unaccounted for. After receiving the news, Premier Estridge replied with the following statement:

'It would seem that the majority of the people of Cuba wish to join us. With that we say to them 'let them come'. The people have decided to clasp the hands of those of the rest of the Union. With that, we shall pull them up, raise them to the standard that is our living. I speak for the nation when I say we welcome you to the USSNSR.'

Military transports loaded with foodstuffs, supplies, construction equipment and crews are schedualed to arrive in Cuba within the next few days. Rumor has it that the Premier himself will also return to Cuba to give a few words."

With the popular vote being to join the USSNSR, and the ratification of papers making Cuba's joining the Union official, a number of heavy lift transports including twenty four C5B Galaxies and twelve Globemaster IIIs, loaded with supplies, crews, and a small number of soldiers reportedly set off for airfields within Cuba. Escorting the air convoy of sorts is a flight of twenty four F/A18 Super Hornets.

The planes a day ago in the air resided now, nearly emptied at bases including San Julian, San Antonio de Los Banos, Santa Clara, Cameguey, Holgun, and Santiago de Cuba. Crews were already working on unloading and prepping equipment and supplies for work soon to commence. The small military force had set up headquarters within the city of Havana, linking it to small territorial militias and what was left of the Youth Labor Army. Within hours, Cuba, along with the world knew of the steps that would be taken to update the infrastructure compared to the rule of AIan.

Transportation:
1)Revamp and construct roads/highways
2)Revamp and expand communications networks
3)Revamp and possibly expand international gateways

Social Programs:
1)Revamp and construct centers of education
2)Revamp major hospitals and construct smaller, village based medical centers
3)Revamp Law Inforcement and emeregency agencies
4)Establish a working welfare system

Defense:
1)Establish national headquarters and establish communications with territorial militias
2)Bring in USSNSR forces
3)Establish/Revamp military bases
4)Revamp territorial militias with aid of USSNSR soldiers

Local Government:
1)Conduct a census and set number of represenatives for regions/territories
2)Revamp precints and local judicial systems
3)Allow people to set up local Soviets, followed by regional Soviets
4)Implement USSNSR laws, along with Union and local regulations/laws/taxes
5)Allow people to select members and establish a national Soviet.

(Yes, idea borrowed somewhat from ANL...but...all will be happening at the same time pretty much... >_>)

Crews were already out with their equipment, working on the central roadway of Cuba. The plan was to first update the central line then work out into the branches. The small military force located at each airbase also began a clean up of sorts while in Havanna, in one of the old embassies, an HQ was in the works.

With a military headquarters established within the city of Havanna, messengers were sent to the many territorial militias. Each messenger brought a request for leading members of these militias to meet in the capital city for talks.

Talks between the leaders of the Cuba territorial militias and the USSNSR military have begun talks. Among other topics, the meeting will revolve around the role of the militias, upgrade of the standards, and their help with the construction and revamping of thier homeland. It is said that the heads of all but one or two militias have agreed to these talks.

While these talks go on, the USSNSR Army Engineering corps, along with hired local workers are going at the first phases of both the Transportation and Social reforms.
