CONSTITUTION OF THE REPUBLIC OF AUSTAR UNION

Article I

Section 1
-All legislative powers will herin granted be vested in a Senate of the Austar Union

Section 2
-The Senate of the Austar Union shall be comprised of ten senators from each state (5 states), elected every five years, and each senator shall have one vote.
-The Vice-President of the Austar Union shall be the President of the Senate, but shall have no vote, unless they be equally divided.
-The Senate shall have the sole power to try any impeachments - no person shall be convicted without the concurrence of two thirds of the members present.
-Judgement in cases of impeachment shall not extend further than to removal from office, and disqualification to hold and enjoy any office of honor, trust or profit under the Austar Union: but the party convicted shall nevertheless be liable and subject to indictment, trial, judgement and punishment, according to the law.

Section 3
-The Senate my determine the rules of its proceedings, and, with the concurrence of two thirds, expel a member.

Section 4
-Each Bill that shall have passed the Senate, shall, before it becomes a law, be presented to the President of the Austar Union. If he approve he shall sign it, but if not he shall return it, with his objections to the Senate, who shall enter the objections at large in the journal, and proceed to reconsider it. If after such reconideration the Senate chooses to pass it, it shall become law.

Section 5
-The Senate shall have power to lay and collect taxes, duties, imposts and excises, to pay debts and provide for the common defence and general welfare of the Austar Union; but all duties, imposts, excises will be uniform thoughout the Austar Union;
To borrow money on the credit of the Austar Union;
To regulate commerce with foreign nations;
To establish a uniform rule of Nationalism, and uniform laws on the subject of bankruptcies;
To coin money, and fix the standard of weights and measures;
To constitute tribunals inferior to the Supreme Court;
To declare war;
To raise and support armies, but no appropriation of money to that use shall be a longer term than two years.

Section 6
-The privilage of the Writ of Habeas Corpus shall not be suspended, unless when in cases of rebellion or invasion the public safety may require it.
-No Bill of Attainier or ex post facto shall be passed

Article II

Section 1
-The executive power shall be invested in a President of the Republic of Austar Union. He shall hold his office during the term of five years.
-No person except a natural born citizen of the Austar Union, at the time of the adoption of this constitution, shall be eligible to the office of President; neither shall any person be elegible for that office who has not attained an age of thirty-five years, and have been a resident of the Austar Union for fifteen years.

Section 2
-The President shall be the Commander in Chief of the Army, Navy, Airforce, and Spaceforce of the Austar Union, and of the Milatia of every state, and he shall have the power to grant reprieves and pardons for offences against the Austar Union, except in cases of impeachment. He shall have the power, by and with the advice and consent of the Senate, to make treaties, provided two thirds of the Senators concur, and he shall nominate, by and with the advice of the Senate, shall appoint ambassadors, and other public ministers and Consuls, Judges of the Supreme Court and all other officers of the Austar Union, whose appointment are herein otherwise provided for.

Section 3
-The President, Vice President and all other civil officers of the Austar Union, shall be removed from office on impeachment for, and conviction of, Treason, Bribery, or high crimes and misdemeanors.

Article III

Section 1
The judicial power of the Austar Union shall be vested in one Supreme Court, and in such inferior courts that the Senate may from time to time ordain and establish. The judges, both of the Supreme and inferior courts, shall hold their offices during good behavoiur, and shall, at stated times, recieve for their services a compensation, which shall be diminished during their continuence in office.

Section 2
-The judicial power shall extend to all cases, in law and equity, arising under this constitution, the laws of the Austar Union, and treaties made, or which shall be made, under this authority. In all other cases before mentioned the Supreme Court will have appellate jurisdiction, both as to law and fact, with such exemptions under which such regulations as the Senate shall make. The trial of all crimes, except in cases of impeachment, shall be by jury.

Article IV

The Senate whenever two-thirds of the house shall deem it necessary, shall propose amendments to ths constitution, which shall be valid to all intents and purposes, as part of this constitution, when ratified by the legislatures of three fouths of each state.

[Bill of Rights]

Section 1
The Senate shall make no law respecting an establishment of religion, or prohibiting the free exersise thereof; or abridging the freedom of speech, or the press; or the right of the people to peacefully assemble, and to petition the government for a redress of grievances.

Section 2
A well regulated Militia, being necassary to the security of a free state, the right of the people to keep and bear arms, shall not be infringed.

Section 3
The right of the people to be secure in their persons, house, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no warrants shall issue, but upon probable cause, supported by oath or affirmation, and particulary describing the place to be searched, and the persons or things to be seized

Section 4
No person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a grand jury, nor shall any person be subject for the same offence to be twice put in jeapardy of life and limb; nor shall be compelled in any criminal case to be witness against himself, nor to be deprived of life, liberty or property, without the due process of law; nor shall private property be taken for public use, without just conversation.

Section 5
In all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial jury, and to be informed of the nature and cause of the accusation, to be confronted with the witnesses against him; to have compulsory process for obtaining witnesses in his favor, and to have the Assistance of Councel for his defence.

Section 6
Exessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted.

Section 7
The powers not delegated to the Austar Union by the constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people.
