The borders that the Cyprus Peace Campaign set gave the Turkish side to found a state and "Cyprus Turkish Federated State" was declared on 13 February 1975. Therefore, Cypriot Greeks had to participate negotiations in Vienna on 28 April - 3 May, 5-7 June and 31 July - 2 June 1975. In the last meeting, it was agreed that the Turks in Southern Cyprus and Greeks in Northern Cyprus would shift places voluntarily. The replacement took place on 8-10 September 1975. In this way, the Cyprus island was actually divided into two states represented by two communities.
Archbishop Makarios died on 3 August 1977 and Cypriot Greeks elected Democratic Party Leader Sipiros Kyprianou as the President. Cyprus Turkish Federated State and Turkey did not recognize his presidency, stating that Kyprianou could only represent the Greeks in Southern Cyprus. Nevertheless, negotiations between the two communities continued. However, Cypriot Greeks and Greece planned to shift the issue to international platforms, involve certain states, whether related or not, in the issue and obtain a decision in favor of themselves. As a result of this attempt, they succeeded in getting the decision dated 13 May 1983 which envisioned the termination of Cyprus Turkish Federated State from the UN.
