Civilian Emergency and Tactical Response
The CETR program is an evolutionary branch of the Community Emergency Response Team program. CETR allows a much larger total of your population to be conscripted in a defensive war; the exact amount is dependant on what facilities a country has.
Overview
In ever country a percent of the population knows how to use firearms, unless the country has banned them. However the number of people is much smaller then those who don’t, and many of them are ex-military. The CETR program is a one incredibly intense two week training course in which civilians are instructed on the use, care and are finally certified in firearms. A trainee is taught to care for the gun, disassemble and reassemble as well as cleaning the gun. While this is going on the trainee is qualified in weapons up to the highest standard they can, most are near low military standards. Each facility can train a set number of trainee’s per year, after a year is through trainee’s must return for another course or lose their skills. If enough facilities are purchased up to 10-15% of your population can serve in times of war, in an invasion this huge number of trained conscripts can make all the difference.
Basic CETR Training Center
Size: 1 Acre
# of Trainee’s: 1,000
Cost: $50,000 per Center
The Basic Training Center is a small complex of buildings, consisting of an indoor pistol range and ammunition stores and range supplies. Barracks for the recruits and staff are located near the range, the entire compound is surrounded in heavy chain link fencing and a steel bar gate. PISTOL TRAING ONLY.
Standard CETR Training Center
Size: 4 Acres
# of Trainee’s: 5,000
Cost: $170,000 per Center
The Standard Training Center is four times a big as the Basic Center, long but not very wide the Standard Center includes a rifle range. Out door ranges for both rifle and pistols, sprawling barracks show the larger nature of the Center. Standard prepares trainee’s for all types of basic firearms. CIVILIAN RIFLES AND PISTOLS ONLY
Advanced CETR Training Center
Size: 10 Acres
# of Trainee’s: 15,000
Cost: $500,000 per Center
The Advanced Training Center is the complete experience, large advanced ranges and huge barracks with gym and parade ground. The Advanced Center has a profusion of weapons the trainee’s must familiarize themselves with, assault rifles, automatic pistols and sniper weapons. This Center can be converted to a basic training camp for actual military uses in times of desperation. MILITARY AND CIVILIAN FIREARMS.
Heavy Weapons CETR Camp
Size: 50 Acres
# of Trainee’s: 90,000
Cost: $2,500,000
The Heavy Weapons Center is the largest and most advanced of the CETR program Centers. It features massive ranges and training for weapons such as Stingers and Anti-Tank rockets, also RPG’s and vehicle driving courses. A massive four story barracks sports mock SAM and AAA turrets for the trainee’s to learn how to operate. Training for vehicle operation and Anti-air systems take an additional week of train. ALL MILITARY WEAPONS AND SYSTEMS TRAINING, +1 WEEK FOR NON-FIREARM TRAINING.
It is up to independent government to provide the incentive for civilians to take these course, Scellia has successfully used or suggests these methods…
