Peaceful assimiliation of the Seychelles

At 0634 hours precisely, a squadron of LCACs beach themselves on a quiet side of Victoria Island, the largest in the Seychelles chain. One by One, trucks roll off, followed by Marine infantrymen. They advance inland towards the Capital City. Their orders are not to fire unless they are attacked and since there is no resistance, the troops do not fire a shot.
The United Elias flag is raised, flying porudly alongisde the Seychellian one and not instead of it.

Within an hour, flights of EA-24 helicopters are inbound with renforcements, HMMWVs slung under the fueselages. Then when the island is fully secure, another helicopter lands a delegation from the Foreign Ministry which immediately begins work on setting up a new government, with the interests of the Seychellian people of paramount importance.

Within the day, all of the small islands within the chain recieve small Marine garrisons, while the local police are asked simply to continue as normal.

The Ministry of Foreign Affairs is proud to announce that Operation 'Humid Sands' is complete and exactly 760 million has been appropriated to devrlop the Seychelle Islands including a massive investment in land reclamation on the Island of Victoria, which will inject new potential into the economy. The new Seychellian government will also form a Defence Force of some 12,000 personnel to Police the islands and protect Seychellian waters. It is expected that in due course, the Elias Marine garrison will be reduced to under battalion strength, once the new indigenous military is active and capable.

We would be very interested in operating a small military base in the islands for early airborne warning radar and developing a SOSUS line to protect the Republic from potential attack.

The Seychellian Joint Administration Approves the use of Victoria International airport for your aircraft. Currently we will accomodate up to twenty of your aircraft at this location howver the airport is obviously shared with Elias Air Force and civil aircraft as well. In te near future, we may consider allowing you to build a purpospe built base but at this sensitive time, this may be unhelpful.

As far as a SOSUS based system is concerned, we would be ahppy if this included the Seychelles islands, under teh conditions that at the Seychelles listening post, our observers could be on hand and all information shared with the MoD.

A joint SOSUS-based listening post would be amenable to the Republic.

Further, we found that our communications were garbled with respect to the early warning radar. We seek permisison to establish a ground-based station for early detection of airborne threats. Again, we would be willing to share all data with our allies in United Elias and would further be willing to bear the entire cost of the project.

Thank you for this clarifacation, in which case, full permission is granted to build the radar station on Victoria Island. In return for paying for th eentire project, we have decided to grant the land without lease, providing that all information is shared.

The Joint Administration is pleased to announce that after nearly three months of selection and training, the Seychellian Defence Corps has been formed with several batallions now operational as well as a small aviation wing. All of the equipment has been donated from Elias Military surplus and training has been conducted by Elias Marine units.

Currently the entire force is based on Victoria Island but this may change as further units are added to the SDC.

Your concern for the citizens is obvious; far different from what we have seen from most large nations. We would like to know if you'd allow us to make improvements to the airport, to enable you, Ozymandias IV, and the people of the Seychelles Island Chain to operate larger aircraft, with more frequency and higher efficiency.

Ah. We intend to lengthen the runway to 12,500 ft, which will give the airport the capability to handle larger cargo aircraft. This will also make take-offs and landings easier, as there is more room to gain or lose speed. If you wish, we will construct a second runway to double capacity, however we do not foresee the need for this for at least two years.

We propose constructing new maintenance, cargo, and fueling facilities, which will increase efficiency for repairs and refueling, as well as off-loading overseas goods. This will create several jobs in the area. Terra intends to provide job-training, which gives local workers additional skills in such things as aircraft maintenance.

We would revamp the terminal, making it more attractive to visitors, and able to handle heigher capacities. This will also increase security, as we propose installing new model security scanners. We believe that the airport will add to the beauty of the area, not detract from it. The control tower will also be revamped with new radar and communications systems, increasing safety and efficiency.

Finally, we'd like to add that the construction process would create dozens or hundreds of jobs. Although Terra would be providing all of the heavy equipment, we'd gladly employ any of the indigenous population in construction duties.

After some quick discussions with Mr. Loniro, CEO of Ancient Terran Airlines (ATA), he has agreed to set up a route between Victoria Island, Ancient Terra, and about a dozen other nations that ATA operates to in that region. Six 767's, and two 777-200's have been assigned to that route, to ensure convenience for travelers.

Today a team of Marine engineers, local contractors and Elias Navy personnel opened the 'Port Victoria Naval Station' which is located on the other side of Mahe island to the capital of the Seychelles. The base itself is designed relatively small, as not to ruin the local enviroment and is princiaplly a transport point to get to a Mobile Offshore Base. However several ships will be able to be based once the land reclamation prject is completed. The Elias Navy intends to base a small ready group in the Indian Ocean, including the Kiev class Aircraft Carrier Nebukadnessar.

The first completed 1,000ft module of the Mobile Offshore Base is already on route after being completed recently (see another thread) and will maintain position several miles off the island and form the headquarters of the Elias Military's Seychelles protection Force consisting of a single Marine brigade and aviation assets. In the event of a crisis in the Africa or Indian Ocean areas the base could be moved quickly and easily.

This evening, at 6:30, the newly renovated Victoria Island Airport was reopened. In a ceremony that included music, speeches, buffets, and fireworks, the airport was inaugurated when its first two aircraft touched down safely: A Terran 777-200, carrying Secretary of State Jacali, was the first to arrive, followed by a C-17 Globemaster II. After celebrating for several hours, the Secretary of State boarded his aircraft, while members of the Terran engineering teams loaded onboard the C-17 with their equipment. In a perfectly executed takeoff, aided by the new state-of-the-art radar installed in the control tower, the aircraft left Victoria Island.

A 767-300 is expected to touch down at 11:30 am tomorrow, thus inaugurating Ancient Terran Airlines (ATA) new Terra->Seychelles Islands route. The flight is already fully booked, and newly trained customs officials at the airport await their arrival.

Following the news of the improvements made at the Capital's airport, Elias National Airlines has annonced that a twice daily service between Baghdad and Victoria will commence and the first EA-372 Global Liner (http://www.nationstates.net/forum/viewtopic.php?t=87858&highlight=) will touch down tommorow afternoon. To celebrate this event, ENA has held a lottery and a total of 324 winners are recievving free holidays in the Seychelles.
