BTW 'British Honduras' is the former name of Belize and essentially is the same, so this RP is based around the central american country of Belize.

Belize City, British Honduras

The Prime Minister stares out of the bullet proof windows of his study, looking at the weary, M-16 wielding guards that protect him from the people. After all he is certain that any day could be his last in office, as well as his last on earth. The people wanted change, after all, the country is a mess. Years of dwindling banana exports and poor crop prices had forced the economy into recession and in order to pay off foreign loans, the government had printed more money, resulting in hyperinflation. Two years ago there had been 2.14 Belizean Dollars to $1US and now the currency had weakened to 9.48 against the US dollar.
Of course this had meant that exports were cheap from Belize but the people quickly realized that growing narcotics was infinitely more profitable and cartels had been quick to emerge, gaining power every day. The government was powerless to stop, and in some respects it suited them well after all money was once again rolling into Belize and the cartels paid their own sort of taxes in the form of backhanders to Ministers.

However the situation had worsened, with Belize's two largest banks going bankrupt, leaving many short of money even if it was worth so much less than before. In the past few weeks, the protests had worsened and for the first time the people were looking at communism to solve their poverty. Now the government barely had enough money to keep going, with most military and police members not receiving a salary.

Prime Minister John Briceno turns away from the window, determined not to let his country descend into anarchy or worse Marxism. However unlike everyone else he has a 727 fuelled and ready to exile him at any time.

The Minister of Foreign Affairs walked into the Prime Minister's office. "Comrade Prime Minister, we have recieved reports of growing unrest in Belize, possibly Marxist..." he said, and then handed the Prime Minister a stack of reports from Belize. "Hmm, Commence Standard Operating Procedure INCITE immediately." The Minister nodded and walked out of the room. The Prime Minister went over to the teletype machine and sent a message.

Message to Belize

We here in Hattia have heard of the dire economic situation in your nation. We would like to drop humanitarian aid in your nation, with your permission of course.

At airfields in Southern Hattia, huge cargo planes lumbered off of the airfields into the sky...

5 hours later

The aircraft flew along at a very high altitude. Once they were over Belize, they began dropping containers of food, and other humanitarian supplies. Attached to the containers were Marxist leaflets...

Urm ignored, we would shoot down unidentified planes, plaease try and be a bit more subtle.

Dear Mr Prime Minister,
I am writing to give you a tip off with regards to a new initiative taking place in the Shildonian school system. This initiative is centered around persuading children of the virtues of healthy eating, such as by offering subsidised fruit in school cafeterias.
As your nation is renowned for production of fruit, I thought that perhaps some of your nations farmers may be able to provide us with some fruit. We are looking to purchase approximately 100tonnes of fruit per month, and are willing to pay a generous price for them.
On a somewhat more serious note, we have noted a disturbing rise in the amount of narcotics being produced in your nation. Doubtless this is not the doing of your government, but perhaps some of our special forces could be sent to help train your people in ways of dealing with this menace?

Yours faithfully,
High Chairman James Kevenich Esq. DoF. KBE. BsC

Dear Mr.Chairman,

Thank you very much for your offer and we can of course meet the desired request, however we ask that you pay in your local currency as foreign currency is of the greatest neccesity as inflation continues to blight our nation.

With regards to you offer of small scale military assistance, we would have to recieve further information before permitting foreign forces on our soil as I am sure you will understand. The problem of illegal narcotics production and shipment in our nation is a sideaffect of our economic problems and at the moment we would rather subdue the socialist revolutionary movements before turning our attention to this. Indeed any action to clamp down on this would not only be difficult since many in the law enforcemenent community are prone to bribes from the cartels, but also it would further alienate the people who see this business as one of the only ways to make money. In short our strategy is to quench the calls for a change of government by addressing poverty and in doing this make conventional crops profitable enough that farmers voluntarliy return to their traditional businesses. We look forwars in working with your nation to achieve this.

Sincerely,
Prime Minister John Briceno

Belize City, British Honduras

Five days later and Prime Minister John Briceno had still not dared to leave the official residence.

Now, in his grand colonial study, his best friend who also happens to be the Treasury Minister, sits back in an armchair and they discuss their problems over a cigar. Beyond the inch thick windows, protesters shout and scream and wave red banners, as the army hold them back from scaling the walls of the compound.

"We could call an election?"

"We'd lose and we'd get commies in power, or worse, the cartels ruin the whole thing and send our country into anarchy."

"Maybe it isnt as bas we think? I mean, nobodys starving, they're just angry because teh economy's a mess."

"Prime Minister, don't kid yourself, the only reason we're still alive is that everyobody is still fighting aboutwho gets the honour of killing us, I mean thats the only thing in our favour, the opposition is divided."

A second later an army soldier in combat fatigues enters, an M-16 in his hands, unusal for a senior officer, "Sir, the Secuirty Minister is dead, they threw petrol bombs at his car at tit approached teh gates, there was nothing we could do."

The Prime Minsiter turns back to the window concealing his anger and grief, "Very well, do what you need to do to keep this country free."

"Yes Sir, don't worry about us, even if no one else in this country supports you, you will always be able to count on us."

"Its getting that way Colonel."

The officer storms out of the study and barks orders to his subordinates.
A group of soldiers then moves out of the safety ground floor closing the distance to the main gate where guards are taking cover in the guard house, as rocks and bottles are thrown towards them. "Fire At Will!"

Immediately the guards leap to their feet, pressing their rifles into their shoulders and firing into the densely packed crowd. In the street outside, people scream and start scattering whiile some fall to the ground, some dead, others badly injured. Just to complete the show of force, a pair of guards open fire frm the roof with an M-60 sending tracer rounds up and down the road.

At the back of the coumpund, where huge towering walls and attached barbed wire protect the extensive gardens, a few soldiers guard the last resort, VH-1H VIP helicopter, sitting on the lawn, fuelled and ready to take the PM to the airport at a moments noticed.

In the grand conference room adjacent to the Minister's equally grandiose office, a group of intelligence anyalysts, military officers and of course the Minister himself debated each conflict zone one by one. Not dorectly involved in the meeting, a liason from the Foreign Ministry just listened so he could brief his boss later in the day.

"Okay General, I think we're quite clear on the Gabon crisis at the current time, next please."

The Director of the Federal Intelligence Bureau (FIB) then rose and pointed to a selection of maps and photographs that popped up on a huge screen, "These are photographs taken by human intelligence assets over teh past day. As you can see, British Honduras is in a dangerous situation, communists and drug cartels are threatening the current government because fo the state of the economy. We suspect that the Prime MInister is consdering exilign himself because of the trheat to him and his cabinet."

"General, what do we have in the theatre?"

"We're pretty weak in Central America, not unusal Im afraid. Just the 23rd Amphibious Ready Group still in the Atlantic, they can be off the coast in five days though."

"What is their strength?"

"Two corvettes and an amphib with six or seven choppers and around 700 Marines. Of course we can always fly a bunch of SRS guys out in a matter of hours."

"Okay, put the ARG on alert, we may not do anything but we cant allow communists to takeover if we can possibly help it. Also I want to draft a letter to the PM saying we are on their side and asking whether they need military assistance."

"yes Sir."

Prime Minister Briceno,

We have noted in the previous few weeks that your country has been descending into the slippery slope of politcial instability which may result in a marxist takeover. As you may now, it isthe policiy of our government to take an interventionist line when the propsect of communism is concerned. In addition, we are also highly concerned about the illegal narcotiscs which are beign exported or transported trhough your country.
Therefore we ask whether you woudl accept the possibiliy of limitedmilitary assitance in teh form of Special Forces who can assist in training your army and law enforcement personnel to maintain order andclamp down on the rebels. Also, in the chance that the revolution is unavoidable and happens between now and the time assitance comes, we offer United Elias as a country for you to exile to.

Yours Sincerely,

To PM Briceno,
We at the IAD in Bree Tonia have noticed the escalating situation you are undergoing at the moment, and as you are a recent, growing nation as we are, we would make it our rivelige to assist you in any aid matters you may need. We have a small but capable carrier group around 540 miles out in international waters, although give them a few days and they could arrive, allowing yo access to our medical staff and our 2nd expeditionary force. These people may help restore peace amongst your country, and stop the marxism growing out of control. Bree Tonia would also be honoured if you were to reside in out nation while the conflict is going on, although i'm sure you've had many offers for this.
I hope you will allow us to help your nation get back on its feet.

"Right then, deploy a wing of Harriers to check it out2
"Yes SIR!"
The three harriers depart and try to catch up with the unidentified object, after about 3 minutes, they manage to get within range.
" Unidentified bomber craft, please identify yourself or we will be forced to report you to the head of state, please comply"

OK dokey sorry was being a bit picky!

IC:

In light of the recent upsurge of Communist and Drug running activity in Belize, President Anderson has diverted the USIHS Cassandra from her normal patrol route heading to the Southern United States to the coast of Belize.

The Cassandra Battle Group has 2 Carriers, 1 Cassandra Class CVN, 1 Enterprise Class CV, 3 AEGIS class missile frigates, 2 Los Angeles Class 688 SSN's, 3 Destroyers, 2 Cruisers and multiple support vessels.

Also onboard is a Reinforced Marine Regiment of the 5th Marine Division, with approximately 6,700 combat troops including 22 M1a2 Abrams Tanks and 42 M2 Bradelys. They also have HMMVW's, LAV's, and a Marine Recon Team onboard.

USIH assets are moving into place to attempt to prevent a war. However if thisis unsuccessful then military intervention may be called for.

Aircraft from the Cassandra and the Robert D. Wren (the Enterprise carrier) have begun flight operations but are staying in international airspace. Any attempt to approach the carriers will be met with hostility.

OOC: I'm curious... seeing as this is a in depth RP how would a nation transmit to the rebels if they didn't bother finding how to do so without putting them in trouble?

Whats more how would a nation send assistance to the rebel if they don't actually know where they are or even describe how they are going to get them in secretly... at least Hattia has tried for an offical way of getting it in.

Meanwhile I would of thought that Submarines near a nation that fears attack would be rather irate with the idea of 3 submarines being deployed near it...

To our dear friends in British Honduras,

The Internationale would like to inform you that we are monitoring this situation closely, as we find its outcome to be strongly tied to our own regional interests.

We would like to condemn your actions of firing live rounds on protestors as clear violation of human rights and a sure sign that your government has lost the mandate of the people to rule.
At this point, we, unfortunately, must regard your government as a rogue state. You claim that you are attempting to prevent "anarchy or communism" from descending on your nation, and yet, if it is what the people want how can you claim that is is a descension?
Particularly when your "proper" government must slaughter its own citizens to maintain it's "just" rule.

Whereas we are loathe to act militarily against any nation, for brutality cannot lead to the creation of a justifiable state, we STRONGLY suggest that you hold free elections.
We would be happy to supply your people with whatever support they need in order to ensure that these elections are fair (and would also be open to any other nation peacefully supervising the elections with us, so as one cannot claim that the Internationale rigged the elections for communist interest).
If you "fear" what the people will choose, your government is beyond redemption.

Thank you,

Mr. Harassalot
Foreign Ambassador of the Internationale
